1 . Call to Order and Roll Call
The March 5 , 2018 City of Lino Lakes Park Board Meeting was called to order by Chair Pat
Huelman .
2. Setting Agenda
The Agenda was approved as presented .
3. Approval of Minutes
February 5 2018 Park Board Minutes
Richard Jensen made a MOTION to approve the Meeting Minutes from February 5 , 2018 as
presented. Abby Haworth supported the MOTION. All in favor and MOTION carried.
4. Open Mike
Robert Sibel, 7898 Century Trail, Board Member of Century Farms North Homeowners
Association. The development of Century Farms North included funds for park dedication
but a local park was never developed. He hopes the Park Board will keep the area in mind
as they make park development recommendations . He also supports further trail
development to serve his neighborhood .
Rob Rafferty, 1573 Merganser Court, and member of the Lino Lakes City Council .
Regarding Arena Acres Park and the neighborhood it serves, he asks the Park Board to keep
in mind current and future park needs of the area, especially in light of the loss of an
amenity at that park.
Liz (no address given) spoke in favor of improvements at Marshan Park,
including a basketball/multi use court, and perhaps the pavilion that was part of the original

park plans . There is great need with many families in the area. She also supports trail
improvements between Marshan and Park Court to improve access. The Board noted that a
trail along Lake Drive is under discussion as part of a future water main project.
5. Review Proposed Eastern Heights Development
Director DeGardner reviewed his written report and map of the proposed project. City
plans do not call for a new park in the area so staff is suggesting that the City receive park
dedication funds . He reviewed trail extensions that are planned for the area. Andrew Levi
made a MOTION to call for cash dedication in lieu of land for the development. Richard
Jensen supported the MOTION. All in favor and MOTION carried.
6. Review Arena Acres Park Survey Responses
Director DeGardner reviewed input received over past years from area residents on the
future of this park . He believes there is interest at the City Council level for some
improvements to the park, especially since the 33 year old tennis courts were removed.
Park Board comments :
The need to get something in the park is clear; some type of hard court would satisfy
many needs;
Lino Lakes Elementary playground improvements could have an impact on what is
needed ;
It will be important to continue to research the needs of the residents;
Parking is lacking for anything that draws from the larger community.
Director DeGardner suggested that a master planning process may be the best course to
involve residents in planning for the future of the park and also include a funding
recommendation within the capital budget the Park Board is currently working on. The
Board concurred .
7. Discuss 2018 Parks & Trails Capital Projects Recommendation
The Park Board is in the process of formulating recommendations that will be forwarded to
the city council . Feedback from the community on this subject is being solicited and
received .
New cost information provided by Mr. DeGardner:
The estimate for a trail from Apollo Drive from Lilac to Lake Drive is $ 115 ,000 ;
The estimate for a trail from Lake Drive from Stagecoach Trail to Marshan in
conjunction with water main project is $75 ,000 ;
Paving Sunrise Park hockey rink (asphalt only) is $43 ,000;
Playground structure improvement estimates run from $70,000 to $ 85 ,000 ; There is
$62,000 currently within the dedication fund budget available for Birch Park;
Park Board Comments :

Chair noted discussion with City Council urging them to proceed on two playground
structures to get them going this year;
The Recreation Complex and Country Lakes Estates Park were brought up by the
council ;
Residents have spoken for Marshan Park improvements and trail connectivity;
Shouldn't Anoka County help with improving Lake Drive trails/crossings ; would
improve access to many amenities on the west;
Recognition/memorial for long term Park Board Member Pam Taschuk as part of a park
structure in her former neighborhood;
Priority for parks that fill larger community needs (Birch, Sunrise and Lino noted) ;
There are strong needs to maintain facilities (fields, etc.) for programming;
Lino Lakes Elementary crosswalk change (was requested by school district; city
expressed concern) ;
On paving a hockey rink, perhaps a partnership with Centennial Hockey would be
appropriate ; a multi-use for that would make the expense more sensible;
Addition of amenities such as work out facilities along trails ;
In order to respond to council questions, what would it cost to get going at Country
Lakes Park; what would ball fields at the rec complex land cost?
Safety considerations should be part of next discussion and setting priorities.
The Board discussed prioritizing projects with consideration of funding approved for 2018 .
Trails - lining up as a priority (Marshan & Apollo Drive at this point) ; more
information coming on request from Century Farms North;
Playgrounds — Sunrise, Birch identified;
Hardcourts - multi use and a good way to go ; design is needed ; balance geographically;
estimates requested for different sizes/types, including tennis;
Pavilion — Marshan would be next in line for a structure if that is considered.

RE : Finalize 2018 Parks and Trails Capital Projects Recommendation
As part of the City' s approved 2018 budget, the City Council designated $500,000 for parks and
trails capital projects . The City Council directed staff to seek input from the Park Board for City
Council consideration .
The Park Board had discussed this topic during their January, February, and March Park Board
meetings . It is anticipated that the Park Board will finalize discussions of potential parks and trails
projects at the April meeting, and ultimately submit final recommendations to the City Council
during the May 7th work session .
A summary of the Park Board discussion is attached . Please bring all previous worksheets and
documents to the meeting.
