Council 26 Member Manthey seconded the motion. Motion carried on a voice vote. 27 28 ITEM ACTION 29 30 Consideration of Expenditures: 31 32 March 12, 2016 Check No. 107770 through 107820, 33 in the amount of $285,466.60 Approved 34 35 Consider approval of February 26, 2018 Work Session 36 Minutes Approved 37 38 Consider approval of February 26, 2018 Council Meeting 39 Minutes Approved 40 41 Consider approval of February 26, 2018 Closed Council 42 Session Minutes Approved 43 44 Consider Resolution No. 18-25, Peddler License for 45 Pro Star Tree Care Approved 1 COUNCIL MINUTES March 12, 2018 APPROVED 46 Consider approval of Advisory Board Appointments Approved 47 48 FINANCE DEPARTMENT REPORT 49 50 There was no report from the Finance Department, 51 52 ADMINISTRATION DEPARTMENT REPORT 53 54 3A) Consider Temporary Increase of Office Specialist Hours — Human Resources Manager 55 Barthlomew reviewed the written report. Staff is recommending an increase in the hours for this 56 position based on a vacancy and related increased work load in the department. There would be no 57 budgetary impact because of the vacancy. 58 59 Council Member Maher asked if the hourly rate of pay would change and Ms. Barthlomew said there 60 would be no wage adjustment based on this action. 61 62 Council Member Rafferty received information on the impact to benefits. 63 64 Council Member Rafferty moved to approve the temporary increase of hours for the Office Special 65 position as recommended. Council Member Maher seconded the motion. Motion carried on a voice 66 vote. 67 68 PUBLIC SAFETY DEPARTMENT REPORT 69 70 4A) Consider Hiring of Police Officer — Public Safety Director Swenson reviewed his written 71 report recommending that the council approve the hiring of one police officer. Based on an extensive 72 interview and review process, staff is recommending hiring Austin Reihm for this vacant position. 73 The department remains within their approved budget. 74 75 Council Member Manthey moved to approve the hiring of Austin Reihm as recommended. Council 76 Member Stoesz seconded the motion. Motion carried on a voice vote. 77 78 PUBLIC SERVICES DEPARTMENT REPORT 79 80 There was no report from the Public Services Department. 81 82 COMMUNITY DEVELOPMENT DEPARTMENT REPORT 83 84 6A) Consider Resolution No. 1&24 Ordering the Project, Approving the Plans & 85 Specifications and Authorizing the Ad for Bid, 2018 Mill and Overlay Project — City Engineer 86 Hankee reviewed the written report. Staff is recommending authorization for certain actions relative 87 to the 2018 Mill and Overlay Project. Ms. Hankee reviewed the criteria for ranking streets to be 88 included in the program and the roadways that will be included in this year's project. She reviewed 89 the project schedule culminating in the project work in August/September. 90 2 COUNCIL MINUTES March 12, 2018 91 Council Member Stoesz asked if -there could be any economies by bundling the work with other cities 92 and Ms. Hankee said that staff has investigated that type of joint effort but hasn't seen the benefit to 93 the City. 94 95 Council Member Rafferty moved to approve Resolution No. l &24 as presented. Council Member 96 Maher seconded the motion. Motion carried on a voice vote. 97 98 613) Consider Resolution No. 1&26 Objecting Amendments to Water Appropriations Permit 99 1985-6168 — City Engineer Hankee reviewed the written staff report outlining staff s work to draft an 100 objection to the amendment proposed to the city's water appropriations permit. Other communities 101 impacted are considering the same type of action to reserve future rights. She reviewed the elements 102 that would be considered for objection. 103 104 Council Member Maher asked if other cities have appealed the actions and Ms. Hankee said yes, 105 noting White Bear Township. 106 107 Community Development Director Grochala explained that staff recommends this action to keep the 108 city's options open. The city will be looking carefully at the order for any impacts or concerns and 109 then decide if objections are appropriate. 110 111 Mayor Reinert explained the background that brings the city to this point. A lawsuit was brought by a 112 few property owners on White Bear Lake and there is a resulting legal determination. The City has a 113 small area included in the impacted area, shouldn't be included in the ramifications. 114 115 Council Member Manthey commented that he supports this action because the information received 116 about the lawsuit indicated that communities received limited information and involvement and he 117 hopes this action will guarantee that the city will be heard. 118 119 Council Member Manthey moved to approve Resolution No. 18-26 as presented. Council Member 120 Stoesz seconded the motion.
