Call to Order and Roll Call The February 5, 2018 City of Lino Lakes Park Board Meeting was called to order by Chair Pat Huelman. 2. Setting Agenda The Agenda was approved as presented. 3. Approval of Minutes: January 8, 2018 Clark Gooder made a MOTION to approve the Meeting Minutes of January 8, 2018 as presented. John Nordlund supported the MOTION. All in favor and MOTION carried. 4. Open Mike There was no one present for Open Mike. Open Mike was closed. 5. Review Natures Refuge Development - Mr. DeGardner had provided the Board with a written staff report including information on the development; staff is seeking DATE : February 5, 2018 TIME STARTED: 6:30 PM TIME ENDED: 8:35 PM MEMBERS PRESENT: Pat Huelman, John Nordlund, Kelly Jo McDonald, Andrew Levi, Abby Haworth, Richard Jensen, Clark Gooder MEMBERS ABSENT: None STAFF PRESENT: Rick DeGardner (Public Services Director) APPROVED Park Board Minutes February 5, 2018 Page | 2 recommendations on the park elements that will be forwarded to the Planning and Zoning Board. One possibility is to utilize park dedication fees from the development to provide funding enhancement for updates being planned at Lino Lakes Elementary. Mr. DeGardner also reviewed the preliminary plan for a trail corridor on the eastern edge and a paved trail along Main Street from Wood Duck Trail. Information was provided by the school principal and PTO president regarding changes in the ball fields and work of the PTO on a plan to achieve playground improvements within the next six months. The school district does not budget for playground improvements so it is basically left to schools to put it together. The city and the school will plan on further discussions to determine the viability of coordinating efforts. Clark Gooder made a MOTION to forward the following recommendations related to park dedication fees, parks, and trails, Kelly Jo McDonnell supported the MOTION. All in favor MOTION carried. • The Parks, Natural Open Space/Greenways and Trails System Plan does not identify a new park in this area. Recommend collecting park dedication fees rather than land for a neighborhood park, and explore options to working with the Forest Lake School District to provide funding for enhancements to the outdoors at Lino Lakes Elementary. Representatives from Lino Lakes Elementary attended the meeting and were excited to further explore this potential partnership. • The linear trail corridor was well received. Assuming the Forest Lake School District is interested in receiving funding, the trail connection to school district property could occur behind Lot 12, eliminating the need for the trail directly behind Lots 13, 14, 15, and 16. • Placement of a paved trail along the north side of Main Street from Wood Duck Trail to Lino Lakes Elementary School should be planned for and installed as funds become available. 6. Recommend 2018 Parks & Trails Capital Projects - Mr. DeGardner indicated that the City Council has designated $500,000 in this year’s budget for parks and trails capital projects. The Board intends to spend several meetings developing a recommendation on use of those funds. Part of the process underway is seeing input from the public through the newsletter and city website. APPROVED Park Board Minutes February 5, 2018 Page | 3 Chair Huelman suggested that the Board identify funding priorities by type: playgrounds, trails, shelters, and hard court (with multiple uses). The Board established the following: Playground equipment – Birch Park and Sunrise Park are priorities that will be presented to the council immediately so that work can commence and improvements ready for the 2018 summer season; Additional comments: Rink paving at Sunrise Park will be considered for possible use for pickleball, basketball; a “wow factor” element such as a zip line may be considered for Sunrise park because of its central location and popularity. Trails – The Lake Drive trail improvement is a priority; Additional comments: Cost information for Apollo Drive (a piece of the Lilac Street proposal) and Director DeGardner will get an updated cost estimate; 12th Avenue should stay on the list for further consideration. Shelters – Not a big push this year; Additional comments: the Rec complex is a long term goal so focus on improving the neighborhood facilities in the meantime. Hardcourt – Director DeGardner stated that the removal of the tennis courts at Arena Acres Park has created a deficiency for an activity that the residents in that area were accustomed to. Perhaps some type of hard court replacement should be considered. Tennis courts would fit well within the upgrade proposed at Lino Lakes Elementary. The group discussed the concept of branding/identity/signage, recognizing that it can be an important element for the facilities but not at a high cost through the capital budget. The Park Board will continue the discussion at the March and April meetings. 7. New Business a. Rice Lake Elementary Playground Equipment Project – Director DeGardner said earlier in the evening he joined the school principal and PTO president in their presentation to the City Council. There is a campaign underway to fund improvements to the equipment at the school playground and the park dedication funding attached to the St. Clair Estates development is seen as a possibility since the APPROVED Park Board Minutes February 5, 2018 Page | 4 school is located directly adjacent to the development. The council asked staff to provide additional information so they can continue the discussion. 8. Old Business a. Country Lakes Park Project Update – Director DeGardner explained that the idea to contract for the removal of undesirable trees and vegetation in the park has been explored but does not appear to be feasible at this time. The Park Board could revisit the matter again in the future. Mr. DeGardner is keeping the area residents up-to-date. 9. Next Scheduled Park Board Meeting March 5, 2018 10.
