HomeMy WebLinkAbout05-29-2018 Council Work Session MinutesCITE' COUNCIL WORK SESSION May 29, 2018 APPROVED 1 CITY OF LINO LAKES 2 MINUTES 3 4 DATE May 29, 2018 5 TIME STARTED 6:00 p.m. 6 TIME ENDED : 6:15 p.m. 7 MEMBERS PRESENT : Council Member Rafferty, Maher, 8 Manthey, Stoesz and Mayor Reinert 9 MEMBERS ABSENT None 10 11 Staff members present: City Administrator Jeff Karlson; Public Safety Director John Swenson; 12 Human Resources Manager Karissa Henning; Finance Director Sarah Cotton; City Clerk Julie 13 Bartell 14 15 Review Regular Council Agenda of May 29, 2018 — 16 17 Item 2A, Issuance of Revenue Note for the City of Columbia Heights - Finance Director Cotton 18 explained that the resolution grants post approval (the council approved a resolution earlier) to 19 the City of Columbia Heights to issue the bonds. She also noted that the City has a policy in 20 place providing for collection of a $2,500 fee. 21 22 Council Member Stoesz suggested that the policy be brought to the City Economic Development 23 Advisory Committee for review. 24 25 Item 3A, Appointment of Accounting Clerk/ Utility Billing— Human Resources Manager 26 explained the process that has been used to identify a candidate for the vacant Utility 27 Billing/Accounting position in the Finance Department. She noted that the position duties have 28 been revised and the salary amended accordingly. Staff is recommending that the candidate be 29 granted step two on the salary scale. 30 31 Item 3B, Amending Chapter 301 of the City Code relating to Public Parks and Grounds, 32 providing an exception to alcohol restriction for community festival — City Clerk Bartell noted 33 that the council has reviewed and approved I" Reading of this ordinance that would allow for 34 intoxicating beverages on park grounds for Blue Heron Days events. The council would 35 maintain consideration over these event by the requirement for a resolution. Conditions could 36 be placed on events through that process. Ms. Bartell added that she investigated the possibility 37 of limiting, by ordinance, the exception to beer and wine and that is feasible. The council will 38 consider the ordinance as presented. 39 40 The meeting was adjourned at 6:15 p.m. 41 42 43 44 45 These minutes were considered and approved at the regular Council meeting held on June 11, 2018.
