CALL TO ORDER AND ROLL CALL: Ms. Klebba called the Lino Lakes Environmental Board meeting to order at 6:30 p.m. on January 31, 2018. II. APROVAL OF AGENDA Mr. Asleson would like to ADD C. Blue Heron Rookery Mr. Asleson would like to REMOVE Under Discussion Items A. North Metro Cable PR Assistance Mr. Sullivan made a MOTION to approve the Agenda with the added changes. Ms. Holmes supported motion. Motion carried 6 - 0. III. APPROVAL OF MINUTES: November 29, 2017 Ms. Kaufenberg made a MOTION to approve the November 29, 2017 Meeting Minutes. Ms. Andrzej ewski supported motion. Motion carried 6 - 0. V. OPEN MIKE Ms. Klebba declared Open Mike at 6:33 p.m. Open Mike declared closed at 6:34 p.m. APPROVED MINUTES Enivornmental Board January 31, 2018 Page 2 VI. ACTION ITEMS A. Natures Refuge/Preliminary Plat and Site Plan Review The approximately 95 -acre proposed site is located north of Main Street and .3 mile west of Lake Drive. The site is bordered by single-family homes, Lino Lakes Elementary School, Main Street and undeveloped wetlands and woodlands. This site is one of the moset diverse natural communities in Lino Lakes. Within this site there are many wetland areas and rare plant species. Below are some of the recommendations that were mentioned in addition to the ones listed in the report. Mr. Asleson is recommendating that design consideration must protect the rare features of the site to the greatest and least invasive design possible; including turtle barrier elimination (dropped curbing and preservation of continuity in turtle travel breeeding areas). Design should emphasize avoidance of rare plant species locations. Mr. Asleson has concerns about the borrow pits and will be working with the engineers to make sure it does not effect the wetlands. Mr. Asleson is recommending to relocate the trail and provide an adequate buffer that would protect the large wetland rare plants area. With the SWPPP that was submitted, Mr. Asleson added comments that he would also recommend. As far as trees are concerned , there are 141 total tree replacements required. These trees must not be planted in wetland restoration or preservation areas. Mr. Schwartz would like to make a recommendation to see public education or signage at trailhead or along the trail of the rare plant species in the area. Ms. Kaufenberg would also like to see that the city approved new resident education brochure, informs the homeowners of the uniqueness of the area. Ms. Holmes would like the word "should" to be changed to "must" if possible especially in recommendation #9 Mr. Sullivan would like to see the DNR reports when it comes in Ms. Holmes stated that the recommendations listed are good but would also like to add a statement that this is a unique site with rare plants species and the development must not destroy this area. APPROVED MINUTES Enivornmental Board January 31, 2018 Page 3 Mr. Schwartz made a MOTION to forward Natures Refuge/Preliminary Plat and Site Plan Review with the Environmental Board's statement and recommendations. Ms. Andrzejewski supported the motion. Motion carried 6 - 0. B. Environmental Board Goals There was brief discussion about number two which stated, assisting Anoka County to ensure business recycling within the City as mandated. Questions were raised as to what if any business were participating in the program. Ms. Andrzejewski made a MOTION to approve the 2018 Environmental Board Goals. Ms. Kaufenberg supported motion. Motion carried 6 - 0. VII DISCUSSION ITEMS A. Recycling Updates Ms. Schultz reporting on the following; Recycling Saturday had about 35 participants mostly large items and appliances. Walter's Blue Bag program, December's results had 27 participates with .31 tons of organics. 2017 tonnage for the city was 1959.99 tons of co -mingle. And organics second half was 7.33 and had 135.66 yard waste. Ms. Schultz will find out what is the recycling goal for 2018. B. Blue Heron Rookery Mr. Aselson wanted to thank the volunteers that came out to apply sheating to the trees on the island. VIII. ADJOURNMENT Ms. Andrzejewski made a MOTION to adjourn the meeting at 8:15 p.m. Motion was supported by Ms. Kaufenberg. Motion carried 6 - 0.
