Since outdoor dining is seasonal, the same number of spaces 76 aren't needed. She noted the support of the Planning and Zoning Board. 77 78 Mayor Reinert remarked that he sees this as a good initiative that will help restaurants to provide 79 outdoor seating without the expensive addition of parking. He sees no down side for the city. 80 81 Council Member Manthey moved to approve the lst Reading of Ordinance No. 09-18 as presented. 82 Council Member Stoesz seconded the motion. Motion carried on a voice vote. 83 84 613) Consider lst Reading of Ordinance No. 1048, Amending City Code Chapter 1007 85 Related to Commercial Kennel and Commercial Stable Performance Standards — City Planner 86 Larsen reviewed the proposed zoning ordinance amendment relative to kennel and stable standards. COUNCIL MINUTES July 9, 2018 APPROVED 87 The change originated with a complaint about a commercial stable. Staff has reviewed the ordinance 88 standards and is recommending that language be updated as outlined in the staff report. The 89 Planning and Zoning Board recommended approval of the text amendment with conditions relating to 90 acreage standards, simplifying the definition of commercial stable and consideration for leased land to 91 be included in maximums allowed. A conditional use permit will still be required for a commercial 92 stable. 93 94 Mayor Reinert remarked that he sees this as a good change. While it allows for additional activity in 95 the area of stables, it also makes sure that the activities are considered appropriately. 96 97 Council Member Manthey moved to approve the 1st Reading of Ordinance No. 10-18 as presented. 98 Council Member Maher seconded the motion. Motion carried on a voice vote 99 100 6C) Consider Resolution No. 18-85, Denying a Zoning Ordinance Text Amendment l01 regarding Community Solar Gardens — City Planner Larsen recalled that the City received a solar 102 garden application. The issue is about land use and so staff studied and brought the matter to the 103 Planning and Zoning Board. Staff then brought information to the council and was ultimately 104 directed to deny a zoning text amendment. 105 106 Mayor Reinert remarked that while he is supportive of alternative energy, that doesn't mean that 107 every project in that area fits in the city. He feels there are considerations in the area of government 108 subsidies for projects as well as the 25 year life of the gardens. He would rather see the advancement 109 of technology forwarding new projects rather than government subsidy pushing the advancement. 110 111 Council Member Rafferty moved to approve Resolution No. 1845 as presented. Council Member 112 Stoesz seconded the motion. Entertainment, food and family fun, including a bounce house, face 129 painting, spin art, carnival games and more.
