RESOLUTION NO. 18-'1
RESOLUTION DENYING AN APPLICATION FOR A
THERAPEUTIC MASSAGE BUSINESS LICENSE AND MASSAGE THERAPIST
LICENSE (INDIVIDUAL)
WHEREAS, the City received an application for a Therapeutic Massage Business
License for Dongmei, Inc. at 560 Lilac Street, and an application for an Individual
Therapeutic Massage License for Dong Mei Qiu; and
WHEREAS, the Lino Lakes Public Safety Division has conducted a background check
on the applicant; and
WHEREAS, City administration and building staff has completed a review of the
applications;
Based on the record before it, the City Council of the City of Lino Lakes hereby makes
the following:
FINDINGS
Lino Lakes City Code, Section 616.04(b), states that an applicant shall furnish to
the city the applicant's interest in the premises. No statement of interest in the premises
has been provided.
Lino Lakes City Code, Section 616.05, Subd. 3, states that an applicant must
provide information reasonably necessary for the issuance of the license. Applicant has
provided a transcript from a school but has not provided an address of residence for the
timeframe for the purpose of background investigation.
Lino Lakes City Code, Section 616.05, Subd. 5, states that premises must be
approved for occupancy and use by appropriate city personnel and must be in compliance
with all applicable laws and ordinances. A change of use permit has not been approved
by the city for the premises.
Lino Lakes City Code, Section 616.06, Subd. 3, states that an applicant will be
considered by the city council unless they have been determined to have engaged in any
conduct prohibited by Minnesota Statutes, Section 146A.08 within five years of the date
of their application. The Public Safety Department's report, dated July 18, 2018, on the
background investigation for the applicant includes reports of the applicant's engagement
in prohibited conduct.
BASED ON THESE FINDINGS, the City Council hereby denies the applications of
Dong Mei Qiu to operate a Therapeutic Massage Business at 560 Lilac Street and
application for an Individual Therapeutic Massage License.

Member Manthey and was duly seconded by Council Member
Stoesz and upon vote being taken thereon, the following voted in favor

INTRODUCTION
City Code, Chapter 616, regulates therapeutic massage enterprises and practicing individuals.
The City received an application for a Therapeutic Massage Business License and Massage
Therapist License (Individual) from Dongmei Qiu.
BACKGROUND
The license applications were reviewed by administrative staff in regard to their compliance
with city requirements. The City building official inspected the business premises for a
change of use. A background investigation on the applicant was conducted by the public safety
division.
RECOMMENDATION
Based on the findings of the review, the building inspections process and the background
investigation, staff is recommending that the council consider approval of Resolution No. 18-
94, Denying an Application for Therapeutic Massage Business License and Massage Therapist
License (Individual)

Change of use permit was applied for on 10/26/2017 has not been issued.
SUNSHINE MASSAGE, QIU, DON MEI, 560 LILAC ST, LINO LAKES, MN, 55014-1053
Performed initial inspection and found non -conforming plumbing. Added controls and shower head
in rest room and using floor drain as shower drain. Notified tenant, notified by owner of building
that he did site inspection and found no shower in bathroom. I revisited site and found controls and
shower head had been removed and holes duck taped over. Owner of building stated that he would
look into and get back to me. Have not heard from tenant or owner. Since permit was never issued I
do not have dates or record off findings of inspections.
