ENVIRONMENTAL BOARD MINUTES
Pre-Environmental Board Field Meeting – 5:30 pm Saddle Club
I. CALL TO ORDER AND ROLL CALL:
Acting Chair Ms. Klebba called the Lino Lakes Environmental Board meeting to order at
6:30 p.m. on June 27, 2018.
II. APROVAL OF AGENDA
CHANGE – Discussion Items - A-Field Visit/ Foxborough to Saddle Club
Ms. Holmes made a MOTION to approve the Agenda with the corrected discussion
items. Mr. Schwartz seconded the motion. Motion carried 5-0
III. APPROVAL OF MINUTES:
Mr. Schwartz made a MOTION to approve the April 25, 2018 Meeting Minutes. Mr.
Sullivan supported motion. Motion carried 5- 0.
IV. OPEN MIKE
Ms. Klebba declared Open Mike at 6:32 p.m.
Open Mike closed at 6:33p.m.

V. ACTION ITEMS
A. Lyngblomsten, PUD/Concept Plan
This concept plan is a PUD mixed use development. The 17.18-acre site is
located near the intersection of Hodgson Road and County Road J. The property
is zoned General Business.
The plan is to create a “continuum –of-care” campus offering up to a total of 200
units comprised of a mix of independent living, assisted living, memory care, skill
nursing plus complementary campus amenities and 30 stand-alone senior living
townhomes.
The Environmental Board looked at another concept plan for this site, made
recommendations and comments for this site at the Environmental Board meeting
on February 28, 2018.
Land/Environmental issues have not changed. The building configuration and
locations have changed.
Site Characteristics
Site Evaluation- there are two ponds drawn on the site concept plan.
Surface Water and Wetlands – the site appears to have one wetland in the NE
corner of the proposal. A delineation for this wetland must be provided.
Soils-Soil borings will have to be done for the infrastructure and building design.
If the proposed pond on the site were to be an infiltration pond, the city would
need borings in the pond bottom to determine that the pond will be able to
infiltrate.
Land Cover- A detailed tree inventory and tree preservation plan would need to
be done if this project goes forward.
Stormwater Pollution Prevention Plan-will need to have an NPDES permit and a
full SWPPP submitted.
Landscape Plan-a detailed landscape plan will need to be submitted and also
include a buffer and screening plan for the NE corner.
Alternative lawns are preferred and sod areas must be irrigated with smart
irrigation systems should be used.
Ms. Klebba mentioned that the old well and septic should be removed and sealed.

Ms. Kaufenberg made a motion to approve the concept plan. Mr. Schwartz
supported the motion. Motion carried 5 – 0.
VI. DISCUSSION ITEMS
A. Field Visit/ Saddle Club
The group had postive remarks about the development in reguards to the native
planting area and swale area.
Ms. Kaufenberg was wondering when would the Foxborough cul-d-sac and Fox
Road be connected.
Mr. Asleson replied that connection is still being looked at.
Mr. Sullivan mentioned that there was not a lot of altertive grasses in this
development.
One of the Environmental Board goals is to look at past projects and the board
would like to visit this development again.
B. Recycling Updates
There are currently 19 individuals that have signed up for the Walters Blue Bag
Curbside Organic program.
There are currently 255 residents doing the organic drop-offs.
Simple Recycling will start July 12 and they will take residental curbside
collection of usable and non-usable texile/clothing.
Mr. Sullivan questioned why was Simple Recycling not collecting electronics.
Mr. Asleson stated that there were thoughts that it may compete with Saturday
recycling day.
Fix-It Clinic will be Saturday, August 4 from 10am – 1pm at the Lino Lakes
Senior Center. Mr. Sullivan and Ms. Klebba will be volunteering to help check in
the people that need repairs.
Residential Recycling from January to June was 625 tons of curbside recycling
material collected. Thirteen tons of yard waste and orgainics collected.
Recycling Saturday yeild 54 tons and Annual Recycling was 22 tons. There was
600 pounds of aluminum cans collected from Fire Station 2 and from that a check
for $383 was donated to Lino Lakes City parks.

Our 2018 goal is 2158 tons and so far we have collected 715 tons.
There will be collection of organics at city events such as Rockin in the Park,
Corn Roast and Blue Heron Days.
VII. ADJOURNMENT
Ms. Kaufenberg made a MOTION to adjourn the meeting at 7:50 p.m. Mr. Schwartz
supported motion. Motion carried 5 - 0.
