1. Call to Order and Roll Call
The May 7, 2018 City of Lino Lakes Park Board Meeting was called to order by Chair
Pat Huelman.
2. Setting Agenda
The Agenda was approved as presented.
3. Approval of Minutes
April 2, 2018 Park Board Minutes
Andrew Levi s “and repaving the parking lot” should be strike from the April 2, 2018
meeting notes. This is found under the “Park Board Comments section under agenda item
number five, eighth bullet down where it stated “Levi mentioned we should consider the
park and repaving the parking lot”.
Richard Jenson made a MOTION to approve the Meeting Minutes from April 2, 2018
with changes. Andrew Levi supported the MOTION. All in favor and MOTION carried.
4. Open Mike
There was no one present for Open Mike. Open Mike was closed.
5. Finalize 2018 Parks & Trails Capital Projects Recommendation
The Park Board finalized their recommendations that will be forwarded to the City
Council. Feedback from the community on this subject had been solicited and received.

Recommendations for City Council
• Replace Sunrise Park equipment -$95,000
• Replace Birch Park equipment - $90,000 ($30,000 funding budget, $60,000 from
Saddle Club).
• Lake Drive - $75,000
• Apollo Drive - $115,000
• Arena Acres Park Development - $75,000
• Lilac Street Trail – $110,000
Park Board Comments:
• Pat Huelman shared his proposal with the group (Lake Trail Drive, Stage
Coach, Apollo Drive moving toward Lilac, Sunrise Park, Birch Park, and look
into the removal of the tennis courts at Green Acres).
• Clark Gooder asked what funds would be needed to get from Lilac to
Palomino and was informed it would take $210,000.
• Clark Gooder spoke about putting in posts for pickle ball in the hockey rink,
however it was determined that Birch Park is too small and that they could ask
the middle school to paint for pickle ball in their current courts.
• Rick DeGardner mentioned to Park Board Members that the Mayor and City
Council is interested in Phase 1 development so they could put in pickle ball
court there.
• Pat Huelman mentions to the committee that they should table the hard
surfaces for Sunrise and Birch
• Andrew Levi inquired about what would happen to any excess money that
might be left over from the projects, where does it go?
• Rick DeGardner stated that any excess money left over from projects would
be placed back into the park funds.
• Clark Gooder raised a concern about extending the trail and not finishing it.
He stated he is worried that the community would question why only part of
the trail was done and what benefit only part of the trail served.
• Pat Huelman and Rick DeGardner both spoke to Clark Gooder’s concern
stating that extending the trail to 4th street would get people passed the
“danger zone” and more access to businesses.
• Pat Huelman also mentioned that he like the idea of getting the trail paved to
at least 4th street as this would put some pressure on the 2019 Park Board
Committee to finish the project.
• Richard Jensen asked if it would be hard to find contractors who would be
willing to just pave ½ a trail rather than getting the full bid for the whole trail.
• Rick DeGardner stated that it would take $210,000 to complete the trail and
that they can find contractors who would just do half a trail.

• Clark Gooder states to the committee that he thinks it would be best to do the
trail as a “complete” project and table the trail until they have all the funds.
• Andrew Levi mentions to the committee that he recommends they look more
into the hard courts vs. replacing some of the playgrounds as hard courts
would give older children something to do and fill some of the age gap,
• Abby Haworth states she would like to see the trail extended from Apollo to
4th street as she believes this will help with safety and mentions creating
pickle ball courts using basketball half courts and if that would be something
to consider.
• Pat Huleman states that Rick DeGardner mentioned in the past they might
place pickle ball courts in the Athletic Complex so there could eventually be
some.
• John Nordland states he likes the idea of extending the park and trail system.
He stated people really like Lino Lakes for the trail system and that part of the
city usually gets forgotten about.
• Kelly Jo McDonald agrees that extending the trail system to that part of the
city would be good.
• Clark Gooder suggest having a booth at Corn Roast where people can talk
with Park & Recreations about what the Committee has done with the budget
and what they hope future funds would go to.
• Andrew Levi mentioned that the Committee should plan ahead for next year.
Being proactive in planning what projects need to be done incase City Council
gives them money again.
• Rick DeGardners informed the Committee that he doesn’t know for sure if
City Council will budget money again but that the Council budgets in
June/July. He would recommend the committee analyze & prioritize now
incase funding is given.
8. New Business
Birch Park Playground Equipment Project was discussed and photos of what the park will
look like was presented to the Committee. Installation will be June 23, 2018 with
certified park installer. Committee approved the plan.
Park Board Comments:
• Pat Huelman asks Rick about staying with one product vender for all parks and if
that would make it easier for repairs and such.
• Rick stated that he liked the completive pricing when using different venders.
Also noted that sometimes they can’t always go with the same product vender for
each park as it depends on the needs for the park and what is being done.

Richard Jensen made a MOTION to adjourn, Andrew Levi supported the MOTION. All

RE: Park Signage Discussion
Councilmember Stoesz has expressed an interest in providing uniform signage throughout the
entire parks system. Mr. Stoesz conveyed this would help communication if we had the parks
identified with a consistent standard approach. For example, signage allows the community to call
parks by name and perhaps provide some public safety benefits when they are communicating
their location to others. Mr. Stoesz also believes that park signs provide better ownership and a
sense of pride in our parks for our residents.
Nine parks currently have park signs with landscaping (Behms, Lino, Sunrise, Highland Meadows,
Marshan, Shenandoah, Country Lakes, Birch, Clearwater Creek). Most of these were completed as
part of an Eagle Scout project where the City provided the materials and the Eagle Scout provided
the labor. The remaining parks without signage are mostly our smaller parks - Arena Acres,
Birchwood Acres, Brandywood, City Hall, Lamotte, Pheasant Hills, Sunset Oaks, Wenzel, and
Woods of Baldwin. Our newest park, NorthPointe, also needs signage.
Some other comments provided by Mr. Stoesz:
Consider metal signs for 2019 since they are the cheapest and consider more
comprehensive signage plan upgrade sometime in the future
Install two entry signs for larger parks and one sign for smaller parks
Use our Facebook page to solicit ideas and designs
Use our volunteer orientated and talented public. The City provides the materials and
the volunteers provide the labor and skills. For example, perhaps talented metal
workers in our city may have plasma cutters or other tools.
