CITY OF LINO LAKES
ORDINANCE NO. 10-18
AN ORDINANCE AMENDING CITY CODE CHAPTER 1007 RELATED TO
COMMERCIAL KENNEL AND COMMERCIAL STABLE PERFOMANCE
STANDARDS
The City Council of Lino Lakes ordains:
Section 1. Findings. The City Council finds that commercial kennels and commercial stables
within the city are land uses supported by the City's Comprehensive Plan and Zoning Ordinance.
The development of performance standards for these uses is in the best interest of the city to
ensure safe operation and continued compatibility with adjacent land uses.
Section 2. Amendment. Lino Lakes City Code Section 1007.080(7) is hereby amended as
follows:
(d) Commercial Stables, Commercial Kennels; and similar uses provided that:
1. The applicable provisions of Chapter 503 are determined to be satisfied.
2. Property shall be in conformance with minimum lot size requirements of this
zoning district.a minimum of 5 acres in size.
3. Cages, enclosures, and housing facilities shall be a minimum of 50 feet from any
neighboring habitable dwelling and 100 feet from any property line , or lecated in
the middle of the parcel, whichever is greater.
fl Commercial Stables as regulated by § 1007.058 of this Ordinance.
Section 3. Amendment. Lino Lakes City Code Section 1007.081(7) is hereby amended as
follows:
(c) Commercial Stables, Commercial Kennels; and similar uses provided that:
1. The applicable provisions of Chapter 503 are determined to be satisfied.
2. Property shall be in conformance with minimum lot size requirements of this
zoning district.a minimum of 5 acres in size.

3. Cages, enclosures, and housing facilities shall be a minimum of 50 feet from any
neighboring habitable dwelling and 100 feet from any property line , or located in
the middle of the parcel, whichever is greater.
Commercial Stables as regulated by § 1007.058 of this Ordinance.
Section 4. Amendment. Lino Lakes City Code Section 1007.131(9)(d) is hereby amended as
follows:
(d) Commercial Stables, Commercial Kennels; and similar uses provided that:
1. The applicable provisions of Chapter 503 are determined to be satisfied.
2. Property shall be in conformance with minimum let size -requirements of this
zoning district.a minimum of 5 acres in size.
3. Cages, enclosures, and housing facilities shall be a minimum of 50 feet from any
neighboring habitable dwelling and 100 feet from any property line , or located in
the middle of the parcel, whichever is greater.

Section 5. Amendment. Lino Lakes City Code Chapter 1007 is hereby amended as follows:
§ 1007.058 COMMERCIAL STABLES
(1) Purpose. The purpose of this section is to provide performance standards for the
operation of commercial stables.
(2) Definitions. The following definitions apply to this section:
Commercial Stable. A commercial stable is any structure, barn, or place where the
stabling, boarding, training, and feeding of horses takes place.
(3) General Standards. The following standards shall apply to all commercial stables:
(a) Commercial stables offering services to the public, and having the facilities to
maintain or care for ten (10) or more horses, must have their principal entrance
located on a state highway, county road, or city collector street.
(b) Commercial stables that offer boarding, training, or other services to the public shall
provide sanitary facilities for the public's use. The sanitary facilities must be
constructed in accordance with the state building code, and connected to an individual
sewage treatment system or the municipal sanitary sewer system.
(c) Adjacent parcels of land under common ownership may be used to determine the
maximum number of animal units allowed, if the parcels are operated as a single
enterprise.

a. In instances where a parcel of land consists of a fraction of an acre, the
property size shall be rounded to the nearest whole number to determine the
number of animal units allowed.
b. Adjacent parcels of land shall not be separated by public right-of-way.
(d) Up to double the animal unit density may be allowed subject to an approved facility
management and waste handling plan.
(e) Buildings housing domestic livestock, including barns, stables, sheds, and similar
facilities shall be located no nearer than 100 feet from any inhabited, neighboring
dwelling.
Section 6. Effective Date. This Ordinance shall be effective from and after its passage and
publication according to the Lino Lakes City Charter.
Adopted by the Lino Lakes City Council this 23rd day of July, 2018.
The motion for the adoption of the foregoing ordinance was introduced by Council
Member Manthey and was duly seconded by Council Member Stoesz and upon
vote being taken thereon, the following voted in favor thereof:
Manthey, Stoesz, Maher, Rafferty, Reinert
