HomeMy WebLinkAbout09-24-2018 Council Work Session MinutesCITY COUNCIL WORK SESSION September 24, 2018 APPROVED 1 CITY OF LINO LAKES 2 MINUTES 3 4 DATE August 27, 2018 5 TIME STARTED 6*00 p.m. 6 TIME ENDED 6:23 p.m. 7 MEMBERS PRESENT Council Member Rafferty, Maher, 8 Manthey, Stoesz and Mayor Reinert 9 MEMBERS ABSENT None 10 11 Staff members present: City Administrator Jeff Karlson; Public Safety Director John 12 Swenson; Community Development Director Michael Grochala; City Planner Katie 13 Larsen; Finance Director Sarah Cotton; Public Services Director Rick DeGardner; City 14 Engineer Diane Hankee; City Clerk Julie Bartell. 15 16 Review Regular Council Agenda of September 24, 2018 The following agenda items 17 were reviewed: 18 19 lA — Expenditures — Council Member Maher noted that there were approximately 20 $7,500 in payments to the City Attorney and to WSB & Associates relative to services on 21 the Lino Lakes Storage development; she wonders if that is close to a standard amount of 22 charges for a project? City Planner Larsen explained that the charges relate to a site plan 23 review for the project and that is a standard practice; the costs are charged back to the 24 developer. 25 26 1D — Peddler Permit for NRG Solar — Mayor Reinert received clarification that this was 27 not someone selling solar services within the city; it was explained that this most likely 28 involves residents purchasing solar credit from a solar garden located elsewhere. 29 30 2A — 2C — 2018 Preliminary Budget Actions —Finance Director Cotton reviewed the 31 preliminary levy and resulting tax rate that is proposed, as well as accompanying actions 32 to proceed with the 2018 budget. 33 34 3B —Temporary Employee for Early Voting - Administrator Karlson explained that 35 staff is proposing to hire an election judge to handle absentee voting at city hall -for the 36 last three weeks of the voting period. Based on experience, the growing demand for 37 absentee voting, and the disruptive impact on doing the process from the front window at 38 city hall, he is recommending this position be added for this year's election. Mayor 39 Reinert asked for more information on the peak period of coverage, the security involved 40 in handling ballots and proper oversight. Council Member Stoesz asked that staff keep 41 track of the number of ballots handled through the absentee process so that can be used to 42 plan for 2020 election. 43 44 4A — Amendments to City Code — Therapeutic Massage and Disorderly House - 45 Public Safety Director Swenson explained the need to update the city's recently enacted 1 CITY COUNCIL WORK SESSION September 24, 2018 APPROVED 46 regulations for therapeutic massage and to add regulations relative to disorderly houses. 47 The council approved the first reading of the ordinances at the, last council meeting and 48 staff is requesting approval of second reading and adoption. 49 50 SA & SB) -Amendments to Lease Agreement with Sprint Spectrum and Verizon 51 Wireless — Public Services Director DeGardner explained that the amendments relate to: 52 a) language changes requested by the lessee that have been reviewed and approved by the 53 City Attorney (Sprint) and; b) execution of a new five year agreement (Verizon). 54 55 6A) West Shadow Lake Drive: Public Hearing; Adopting Assessments for Utilities; 56 and Joint Powers Agreement with Anoka County — City Engineer Hankee reviewed 57 the actions being requested: a public hearing to allow for comments on assessments, 58 approval of the assessment for the utility element of the project and authorization to 59 execute a joint powers agreement with the county relative to the project. 60 61 Community Development Director Grochala added information relative to the adoption 62 of the assessment role, including timing and payment of interest implications. 63 64 611- Rezoning of Property within the Eastside Villas Project - City Planner Larsen 65 reported that the council is being asked to approve the second reading and adoption of 66 this ordinance. It involves a rezoning from Rural to PUD. 67 68 6C) ) Drainage and Utility Easement Vacation for Lino Lakes Storage Project 69 (440 Park Court) — City Engineer Hankee reported that the council is being asked to 70 approve the second reading and adoption of this ordinance. It provides for an easement 71 vacation for the Lino Lakes Storage Project. 72 73 6D) — 2018 Trunk Water Main and Trail Project: Awarding Construction Contract 74 and Construction - City Engineer Hankee reviewed the water main connection location 75 that is included in this year's project. This project will include development of a new 76 trail in the vicinity of the water main project. She noted the bid process and low bidder. 77 The construction services contract proposed was reviewed. 78 79 Mayor Reinert noted his meeting with Jamie Jensen who addressed the council at the last 80 open mic with some concerns about city staff interactions. The mayor reported that he 81 found that the concerns raised are mostly a result of Mr. Jensen's absence from the area 82 for many years and resulting unfamiliarity with Minnesota regulations. He explained the 83 City's responsibility to inspect construction sites weekly, a process that can be an expense 84 and nuisance to those in construction.
