CALL TO ORDER AND ROLL CALL: Chair Tralle called the Lino Lakes Planning and Zoning Board meeting to order at 6:30 P.M. on September 12, 2018. II. APPROVAL OF AGENDA The Agenda was approved as presented. III. APPROVAL OF MINUTES Mr. Evenson adjourned the August 8, 2018 meeting. Mr. Evenson made a MOTION to approve the August 8, 2018 Meeting Minutes with changes. Motion was supported by Mr. Laden. Motion carried 5 - 0. IV. OPEN MIKE Chair Tralle declared Open Mike at 6:32 P.M. There was no one present for Open Mike. Mr. Laden made a MOTION to close Open Mike at 6:32 P.M. Motion was supported by Mr. Evenson. ACTION ITEMS A. None VI. DISCUSSION ITEMS A. 2040 Comprehensive Plan Update: Proposed Mixed Use and Density Changes The draft Comprehensive Plan was completed in March of 2018. The City Council expressed some concern about the Mixed Use land classification and had questions regarding residential densities. Staff was asked to provide additional information and alternatives to eliminate the Mixed Use category. Proposed changes:  Eliminate four acre Mixed Use area at Lake and Vicky, proposed to be reclassified as Medium Density Residential (4.0 to 5.9 units per acre)  Establish a new Low Density Mixed Residential District  Establish a new Planned Residential/Commercial District  Establish a new Signature Gateway District  Establish an Office/Medium Density residential District  Adjustments to density  Implementation changes Mr. Laden  Watermark – Calling it what it is, good  Appreciate the direction this is going  Previous discussion about certain sites to include commercial o Does Planned Residential Commercial district include residential and commercial? Wanting to keep percentages o Mr. Grochala stated that percentages become cumbersome in how they are applied. o Planned Residential Commercial - Residential guided R-4 commercial will require a Conditional Use Permit, not a specific requirement but allowed o Not comfortable with the language that the emphasis would be on residential o Doesn’t know if we should state the goal of these sites  Mr. Grochala stated that the purpose of this was to address concerns from City Council as to what these sites are guided as and what they allow for  Recommending Robinson Farms to become a Signature Gateway District Mr. Root  Appears to be putting category names on mixed use areas Planning & Zoning Board September 12, 2018 Page 3 APPROVED MINUTES  Thinks the plan updates appear to reduce the goal of obtaining commercial businesses which would reduce the flexibility and also the Planning and Zoning Board’s role  Changing flexibility and PUD, start with appropriate zoning district and then go to PUD to establish trade offs Mr. Evenson  Thinks flexibility is positive for any developer  Asked why Vicky Lane was guided residential o Mr. Grochala stated that there hasn’t been any interest in commercial for that site  Why do we put a percentage for the Winter Property? o Mr. Grochala stated that he left the recommendation of 50/50 that came from P&Z and City Council  Propose making Town Center its own zone o Mr. Grochala suggested pulling it out of the category and naming it Town Center Mr. Stimpson  Does not like of reduction of flexibility  Affordable housing required minimums o Mr. Grochala stated the districts laid out meet the minimum requirements o Affordable housing will end up in Signature and Planned Residential. Mixed Use District was the only district that had density high enough to meet the regional affordability goals. o From a calculation standpoint, could we increase the bottom number?  Mr. Grochala stated that it most likely wouldn’t get approved  Include percentages for a guide in a mixed development  What if the Low Density Mixed Residential wasn’t actually mixed residential? o Mr. Grochala stated that this would be okay Ms. Peacock  Concern around roads and when infrastructure will be installed  Need more roundabouts to reduce the need for a stoplight and the backup of traffic o Mr. Grochala stated that this would be addressed in the transportation chapter and that Anoka County studies whether a signal or roundabout would be appropriate  Mr. Tralle stated that roads are improved as development comes in  Concerned about retail strip malls being too similar o Wants a better site design at Birch Street and Centerville Road, not a strip mall  We want people to live and work in Lino Lakes  Concerned with developments lacking uniqueness Planning & Zoning Board September 12, 2018 Page 4 APPROVED MINUTES Mr. Ruhland  Appreciation for Signature Gateway o Recommend sod farms being guided as Signature Gateway  How much cushion do we have in affordable housing as far as density? o It’s a wash, not changing low end for density Chair Tralle  Be careful on if we specify corners in commercial zoning districts  Against changing PUD  Against minimum lot size/blanket number for lot size Ms. Peacock  More thought around what specifically goes into commercial districts  We want people to come to Lino Lakes, unique General board consensus – okay with different districts B. Project Updates  October agenda will include comprehensive plan amendment – reguiding east half of 35E corridor  Lennar currently breaking ground for the first phase of Watermark (193 lots)  LaMotte Street reconstruction project to start  West Shadow Lake Drive project going to assessment  Plans and specs being authorized on Peltier Lake outlet  Lyngblomsten working on projects, will be submitting plans in near future  Love to Grow On agreements are in place, have not submitted building permit, looking to break ground this Fall  CUP Lino Lakes Mini Storage approved by City Council  Eastside Villas approved  Natures Refuge still active project, working through wetlands  2019 – Ware Road to West Shadow Lake drive street reconstruction planning  County acquired Lehman property, west of Rice Lake Elementary School o City working to preserve the house from 1893 that sits on the property  35W MNPass lane project VII.
