18 Grochala and City Attorney Squires reported. Mr. Grochala recapped previous
19 discussions which didn't include the final development agreement that is presented
20 tonight.

22 Mayor Reinert asked what previous council approval has included. Staff directed the
23 council to the staff report indicating: development stage plan (2016), one amendment to
24 land use plan (2016) when Lennar came on we dropped a few units, eliminated 44 foot
25 lots, and established architectural standards that are still holding today for townhomes and
26 single family homes. Mayor Reinert confirmed that the architectural standards approval
27 will carry forward to the entire area to be developed.
28 Mayor Reinert asked that staff review standards that have changed since the development
29 was originally proposed. Staff indicated a specific list was not available but outlined in
30 general that garage sizes and the front porch sizes were impacted. When Mayor Reinert
31 asked if there were changes in setback, Community Development Director Grochala
32 explained that the setbacks are indicated in the report.
33 City Attorney Squires reviewed elements of the Master Development Agreement (MDA).
34 Community Development Director Grochala answered specific questions on park
35 elements, street improvements, property acquisition, and consideration of roundabouts.
36 Mayor Reinert suggested that the matter be considered at the next council work session.
37 There is yet much to discuss —too much to consider in the time allowed in this work
38 session. He remarked that the council obviously wants to move forward but it should not
39 be rushed. He anticipates final council consideration at the December 10 h council
40 meeting, after adequate discussion at the December work session. He suggests that staff
41 continue with the presentation they had planned for tonight. In the meantime the council
42 will forward questions to the Administrator who will formulate them to the attorney.
