APPROVAL OF MINUTES
It was moved by Mr. Cravaro to approve the minutes from August 2, 2018 and seconded by Mr.
Vojtech, passing unanimously.
DISCUSSION ITEMS
A. Anoka County Regional Economic Development Initiative, Memorandum of Understanding
Mr. Grochala provided an overview of the draft agreement. He explained that the agreement
would be in place for five years and could be extended by agreement of participating cities. The
partnership would concentrate on implementing an overall marketing plan for Anoka County.
Mr. Grochala explained that there would be an executive committee made up of representatives
from Anoka County, Connexus and MetroNorth along with four municipalities. Future
representation will be solicited from member cities and elected by vote of the executive
committee. The annual budget would be voted on by individual city councils.
The EDAC provided comments regarding term limits, overlap of terms to provide continuity as
well as cost sharing. Members suggested that a provision should be included regarding how any
assets would be distributed if/when group disbands. The committee also questioned if cities
would have access to any service if not participating financially.
Mr. Grochala stated he would forward on the comments for consideration. He noted that all 21
Anoka County Communities where planning to participate in the group.
B. Marketplace Drive/77th Street Improvements - Property Acquisition
Mr. Grochala provided a brief history of Target/Kohl’s project and access considerations that led
to the signal at Marketplace Drive and Lake Drive. He noted that consideration was given to a
future west connection to 77th Street at the time.

He stated that a feasibility study was completed in 2007, in conjunction with a development
proposal, for the connection which identified necessary right-of-way acquisition. The proposed
project would provide both a transportation improvement as well as potential economic
development opportunities on the adjacent properties. Mr. Grochala explained that the City had
recently been contacted by one of the property owners interested in selling their property to the
City.
EDAC members were supported pursuing the opportunity unanimously.
C. Project Updates
Mr. Grochala provided an update on ongoing projects:
Lennar likely to begin grading on the Watermark project, working through permitting
with the City and Rice Creek Watershed District.
City received a plat application for Eastside Villas, a 32 lots subdivision.
City received a CUP for Lino Lakes Storage to be located in the Marshan Industrial Park.
Lyngblomsten working on plans, expect submittal in October.
2040 Comprehensive Plan update might be brought to EDAC in November.
City is considering a Comprehensive Plan amendment to modify the land use and utility
staging along the east side of 35E.
