ADJOURN CITY OF LINO LAKES ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MINUTES DATE: November 1, 2018 MEMBERS PRESENT: Andrew Cravaro, Jim Schueller, Nathan Vojtech, Patrick Kohler, Don Johnson MEMBERS ABSENT: Chad Wagner, Julie Schwartz, Thomas Colgan, Michael Ruhland OTHERS PRESENT: Mike Grochala, Mara Strand APPROVAL OF MINUTES It was moved by Mr. Cravaro to approve the minutes from September 6, 2018 and seconded by Mr. Kohler, passing unanimously. DISCUSSION ITEMS A. I-35E Corridor Comprehensive Plan Amendment Mr. Grochala introduced the staff report regarding the City initiated Comprehensive Plan Amendment for the land located east of I-35E and north of Main Street/CSAH 14. The City has been contacted about large development opportunities in this area. The purpose of this amendment, it is to adjust the utility staging for the area to be available with sewer and water after 2018. Following that change, the land use will adjust to business campus and the zoning will continue to be R-BR (Rural -Business Rural). The Planning and Zoning Board held a public hearing on October 1 Oth and recommended approval to be sent to City Council. Mr. Cravaro asked if the City knows about the communication facilities in this area. Mr. Grochala explained the power and fiber available in this area. Connexus, Great River Energy, Anoka County, and Washington County are interested in a national marketing campaign to promote this area as a technology corridor for the state. Mr. Grochala communicated the types of businesses that are interested in this area computer type businesses, medical manufacturing device facility, and data centers. There has been interest from national firms. EDAC recommended moving the I-35E Corridor Comprehensive Plan Amendment forward. B. Project Updates City Council has directed staff to get an appraisal and make an offer on the property at Market Place Drive and 77th Street. City Council approved staff to gather appropriate numbers and to have property acquisition conversations with the property owners west of the 49/J property. Lyngblomsten submitted an application. The City is anticipating the applicant will be requesting assistance. Plans submitted are fairly consistent with what was initially submitted and construction could possibly begin in 2019. The City is in the process of working through a master development agreement with Lennar for Watermark. City Council authorized preparation of plans and specs the northeast drainage outlet. ECONOMIC DEVELOPMENT ADVISORY COMMITTEE AGENDA ITEM 3A STAFF ORIGINATOR: Michael Grochala, Community Development Director EDAC MEETING DATE: January 10, 2019 REQUEST: 35E Technology Corridor Background City staff has been working with neighboring communities along the I-35E Corridor to develop a strategic marketing campaign to promote the 35E Corridor for business and industrial development. The City recently approved the Comprehensive Plan Amendment to reguide land use and adjust utility staging to accommodate development opportunities within the corridor. Metropolitan Council is expected to act on the proposed amendment within the next two months. Jacquel Hajder, Anoka County Economic Development Specialist and Bruce Sayler of Connexus Energy will be present to discuss the project. Requested EDAC Direction Discussion Only. Attachments 1.
