APPROVAL OF MINUTES
It was moved by Mr. Cravaro to approve the minutes from September 6, 2018 and seconded by
Mr. Kohler, passing unanimously.
DISCUSSION ITEMS
A. I-35E Corridor Comprehensive Plan Amendment
Mr. Grochala introduced the staff report regarding the City initiated Comprehensive Plan
Amendment for the land located east of I-35E and north of Main Street/CSAH 14.
The City has been contacted about large development opportunities in this area.
The purpose of this amendment, it is to adjust the utility staging for the area to be available
with sewer and water after 2018. Following that change, the land use will adjust to business
campus and the zoning will continue to be R-BR (Rural -Business Rural).
The Planning and Zoning Board held a public hearing on October 1 Oth and recommended
approval to be sent to City Council.
Mr. Cravaro asked if the City knows about the communication facilities in this area. Mr.
Grochala explained the power and fiber available in this area. Connexus, Great River
Energy, Anoka County, and Washington County are interested in a national marketing
campaign to promote this area as a technology corridor for the state.
Mr. Grochala communicated the types of businesses that are interested in this area
computer type businesses, medical manufacturing device facility, and data centers. There
has been interest from national firms.
EDAC recommended moving the I-35E Corridor Comprehensive Plan Amendment forward.
B. Project Updates
City Council has directed staff to get an appraisal and make an offer on the property at
Market Place Drive and 77th Street.
City Council approved staff to gather appropriate numbers and to have property acquisition
conversations with the property owners west of the 49/J property.
Lyngblomsten submitted an application. The City is anticipating the applicant will be
requesting assistance. Plans submitted are fairly consistent with what was initially submitted
and construction could possibly begin in 2019.
The City is in the process of working through a master development agreement with Lennar
for Watermark. City Council authorized preparation of plans and specs the northeast
drainage outlet.

PUD Overview
Staff has been working with Lyngblomsten, a senior care provider, regarding construction of a
senior community in the northwest quadrant of the Hodgson Road (CSAH 49) and County Road
J (Ash Street) intersection. The concept plan for the development was previously reviewed by
City Advisory Boards and the City Council in 2018. Lyngblomsten has submitted a formal
application for preliminary plat and Planned Unit Development (PUD) development stage plan
approvals. A public hearing scheduled for the February 13, 2019 Planning and Zoning Board
meeting.
The development is proposed to be completed in three phases. The first phase would create the
main senior community campus which will include 100 units of independent living, 50 units of
assisted living and 48 skilled care suites plus 20 detached townhomes. The second phase would
add a restaurant adjacent to the main building, but still located within the 17 acre parcel. Phase
three would see commercial buildings and parking on the neighboring 2.2 acre site. The city will
need to ensure that any site approvals allow for access and compatible transition to these
properties.
The proposed development would include improvements to Hodgson Road and County Road J
including access to the site where needed.
Financial Assistance
The intersection of 49 & J is a major gateway into the city and has been a high priority
redevelopment objective over the past 20 years. The site has been the focus of several proposed
commercial/residential development proposals. However it has proven to be a challenge for
development/redevelopment due to a number of factors including:
• lack of public utilities
• inadequate transportation infrastructure
• multiple property owners/businesses
• meeting neighborhood/community expectations
• development timing
Over the past six months Lyngblomsten has been working to overcome these challenges, as well
as address comments received from residents, advisory boards, and the City Council.
Lyngblomsten has incorporated the 4 corner properties into the site plan, obtaining purchase
options on each. They have also been working with Anoka and Ramsey County Highway
Departments to address some of the existing traffic concerns. While still under review, the
overall plan has addressed a number of long standing city goals for the area.
As part of the development process Lyngblomsten has inquired about opportunities for financial
assistance, citing both extraordinary public improvement and land assembly costs. While no
formal application has been received at this time, staff believes there is merit in having a
preliminary discussion regarding any proposed assistance.
As with any financial assistance request the City would work with Springsted to examine
conformance with the City's Business Subsidy Policy. Any proposed assistance will be
evaluated to determine need, and satisfaction of economic development goals including but not
limited to:
• tax base diversification and creation,
• job creation,
• public improvement benefits
• satisfaction of city redevelopment objectives.
Assistance for redevelopment of the area has been contemplated for a number of years.
The 49 & J master plan (2007) identified the possible use of financial assistance for
redevelopment of the area. In 2016 the City entered into a predevelopment agreement with the
owner of the 49 Club property. This agreement preserved the opportunity to establish a tax
increment district as part of the site building demolition completed in that same year.
The City's last Tax Increment Financing (TIF) district was completed in 2015 as part of the
Distribution Alternatives facility along the 35E Corridor.

EDAC CONSIDERATION
Staff is requesting EDAC comments regarding the overall development plan for the site. Staff is
also seeking comment from the board regarding possible financial assistance for the project.

EDAC MEETING DATE: February 7, 2019
TOPIC: Business Retention & Expansion Program Implementation
BACKGROUND
In June of 2016 EDAC, working with Kirsten Barsness of Barsness Consulting, prepared a draft
Business Retention and Expansion (BRE) Program. The program has been on the back burner as
development activity increased and staff time was limited.
The BRE Program aims to promote reinvestment and facilitate employment growth within the
community. The purpose of the program is to gather information about local business activity;
anticipate changes in a company's status, and work to retain the businesses that provide the
greatest positive economic impact.
Over the past two months Monika Mann, Community Development Intern, has updated the
business inventory and is in the process of updating contact information. With the assistance of
Jacquel Hajder, Anoka County Economic Development Specialist staff has prepared a draft
business survey for distribution. Questions and format are generally based on content
GreaterMSP (Regional Economic Development) uses in their outreach material.
The survey is 4 pages long and covered a variety of categories including: Company/Contact Info,
Business Details, Facilities, Products/Services, Local Employment and Workforce, Rank the
Local Business and Community Climate, Market and Customer Information and Future Location
Decisions and Investment Plans.
