SETTING THE AGENDA The agenda was approved as presented. SPECIAL PRESENTATION Presentation of Certificate of Appreciation in Memory of Former Police Chief James Livingston by Mayor Reinert. Presentation of Bond Rating Upgrade Award — Finance Director Cotton and Terri Heaton (Springsted, Inc.) CONSENT AGENDA Council Member Rafferty moved to approve the Consent Agenda, Items I through 1G, as presented. Council Member Maher seconded the motion. Motion carried on a voice vote. ADMINISTRATION DEPARTMENT REPORT There was no report from the Administration Department. PUBLIC SAFETY DEPARTMENT REPORT Approved Approved 67 4A) Consider donation of seized property — Public Safety Director Swenson explained that staff 68 is seeking authorization to donate a number of bicycles. The donation allows the department to clear 69 the bikes from the property room while giving back to the community. The bikes will be donated in 70 the name of former Police Chief James Livingston. 71 72 Council Member Maher moved to authorize the donation of bicycles as recommended. Council 73 Member Manthey seconded the motion. Motion carried on a voice vote. 74 75 PUBLIC SERVICES DEPARTMENT REPORT 76 77 5A) Consideration of Resolution No. 19-12, Ordering the Project, Approving Plans and 78 Specifications, and Authorizing Advertisement of Bids for Civic Complex Roof Replacement 79 Project — Public Services Director DeGardner reviewed his written report. He explained the need for 80 roof replacement, the insurance available through the League of Minnesota Cities, the process that 81 will be used installation, the proposed bid process and how the non -covered costs will be funded. 82 83 Council Member Manthey moved to approve Resolution No. 19-12 as presented. Council Member 84 Maher seconded the motion. Motion carried on a voice vote. 85 86 5B) Consideration of Resolution No. 19-13, Approving Contract with Northland Recreation 87 Inc. for Sunrise Park Playground Equipment — Public Services Director DeGardner reviewed his 88 written staff report. He noted what would be covered by the proposed contract and the timeline for 89 installation of the equipment. He noted that Public Services staff will have a role in the project as 90 well. Funding is available in the budget. 2 COUNCIL MINUTES January 28, 2019 APPROVED 91 92 Council Member Stoesz asked about the cost of design and Director DeGardner noted that design 93 costs are included in the cost as presented and they actually represent a small percentage. 94 95 Council Member Maher moved to approve Resolution No. 19-13 as presented. Council Member 96 Stoesz seconded the motion. Motion carried on a voice vote. 97 98 5C) Consideration of Resolution No. 19-14, Approving Amendment No. 1 To Joint Powers 99 Agreement Between Anoka County and The City of Lino Lakes for the Development of Woods 100 Edge Park — Public Services Director DeGardner reviewed his written report. He noted the 101 existence of a joint powers agreement with Anoka County that relates to construction and 102 maintenance of trails within the regional park. An amendment to that agreement is proposed that 103 will allow the City to construct and maintain a park in the area directly behind the YMCA. The park 104 will not be constructed in collaboration with the Y and will be a city park. 105 106 Council Member Rafferty moved to approve Resolution No. 19-14 as presented. Council Member 107 Maher seconded the motion. Motion carried on a voice vote. 108 109 5D) Consideration of Resolution No. 19-15, Ordering the Project, Approving Plans and 110 Specifications, and Authorizing Advertisement of Bids for the Woods Edge Park Project — 111 Public Services Director DeGardner reviewed his written report. Staff is requesting several actions 112 related to development of Woods Edge Park. He reviewed the proposed timeline and funding 113 sources. 114 115 Council Member Rafferty noted the decision to go out for bids; what drove that change? Mr. 116 DeGardner concurred that it is the scale of the project and the complexity that calls for this action. 117 118 Mayor Reinert asked about a contribution from the nearby YMCA and Mr. DeGardner noted that a 119 collaboration with them did not work out. 120 121 Council Member Rafferty moved to approve Resolution No. 19-15 as presented. Council Member 122 Maher seconded the motion. Motion carried on a voice vote. 123 124 COMMUNITY DEVELOPMENT DEPARTMENT REPORT 125 126 6A) Consideration of Resolution No. 19-11, Accepting 2019 Anoka County Recycling and 127 Recycling Enhancement Grants — Environmental Coordinator Asleson explained that the receipt of 128 grant funds from Anoka County is an annual event, albeit coming forward later this year. He 129 reported on the City's proposed budget for use of the grant funds, if they are accepted by the council. 130 Council Member Stoesz suggested that staff report again with a more detailed budget on how these 131 grants funds will be used. 132 Council Member Maher moved to approve Resolution No. 19-15 as presented. Council Member 133 Rafferty seconded the motion. Motion carried on a voice vote. 3 COUNCIL MINUTES January 28, 2019 APPROVED 134 613) Consideration of Resolution No. 19-16, Approving 2019 Cost Share Agreement For 135 Anoka County Regional Economic Development - Community Development Director Grochala 136 reviewed his written report. He has reported previously on the effort to establish a regional economic 137 development group. A cost sharing agreement is part of this effort. Mr. Grochala noted the items 138 that will be included in the efforts of this group. The funding proposed from the City is available 139 within the existing budget. 140 Director Grochala answered questions about other economic development tools available to the City. 141 Council Member Manthey moved to approve Resolution No. 19-16 as presented. Council Member 142 Stoesz seconded the motion. Motion carried on a voice vote. 143 6C) Consideration of Resolution No. 19-17 Accepting Quotes and Awarding a Construction 144 Contract, Test Well No. 7 Project - City Engineer Hankee reviewed her written staff report.
