CALL TO ORDER AND ROLL CALL: Chair Heiskary called the Lino Lakes Environmental Board meeting to order at 6:32 p.m. on September 26, 2018. II. APROVAL OF AGENDA Ms. Andrzejewski would like to look into the October meeting date. Ms. Andrzejewski made a MOTION to approve the Agenda with added item. Ms. Kaufenberg seconded the motion. Motion carried 6 - 0. III. APPROVAL OF MINUTES: Ms. Andrzejewski made a MOTION to approve the August 1, 2018 Meeting Minutes. Mr. Sullivan supported motion. Motion carried 6 - 0. IV. OPEN MIKE Mr. Heiskary declared Open Mike at 6:37 p.m. Open Mike closed at 6:38 p.m. V. ACTION ITEMS –NO ACTION ITEMS DATE : September 26, 2018 TIME STARTED : 6:32 P.M. TIME ENDED : 8:00 P.M. DISCUSSION ITEMS A. Watermark 1st Addition The Environmental Board reviewed the Preliminary Plat for Watermark on April 27, 2016. At that time, it was recommended to revisit the Landscape Plan in particular upon approval of the final plat. The first phase of this project is what is now under construction.  Tree species list was changed to appropriate northern hardwood forest species  Seed mix was changed to show delineated areas of native wet prairie, wet, wetland fringe, commercial turf and sod.  The irrigation system was detailed on the final plane. The developer shows almost everything irrigated from storm water reuse. The native seed areas will be abandoned after the initial plant establishment period.  Tree preservation remains the same  A Wetland Conservation Easement is established  Declaration of Maintenance for Stormwater facilities is written  During the first phase, tile line will be rerouted to the outer perimeter of the project to maintain drainage. Most of the stormwater will go to the new pond on the SW side. There will be a larger pond on the East side. All efforts will be made to keep the water clean after excavation.  HOA Covenant are written. Ownership and maintenance cost for ponds and the lake will be under the HOA covenants. Ms. Kaufenberg recommend that there should be some educational material pertaining to cultural practices and the ways that it will affect the ponds. B. Recycling Updates Ms. Schultz presented a new visual of not using plastic bags in collecting recycling material. The recycling numbers for Jan –June 2018 are such; organic (food waste) 9 tons, yard waste – 150 tons, mixed recycling 798 tons and Recycling Saturday is 88 tons. Grand total is 1,045 tons. Ms. Schultz also shared the processing of the items from Recycling Saturdays. Ms. Holmes questioned about the signs and fencing for the organic site. Ms. Schultz found out that the size of the trash truck would affect the placement and size of fencing and signs. Therefore, it is on hold for now. Enivonmental Board September 26, 2018 Page 3 APPROVED MINUTES C. Blue Heron Days Summary Partnered with the American Legion to assist with them in capturing recyclable. At that site they collected landfill trash 35 lbs, commingle recycling was 45 lbs., organics was 35 lbs, and cardboard separated from garbage was 4lbs. Go cart needs to be able come back and pick any bags that would be placed on the side of the road. Also need to have extra bags on the volunteers and more volunteers for helping. Many would like to recommended to parade participants to limit went they give out to cut down on waste. The City received a check for $52 from Simple Recycling which means they collected 52 hundred lbs. D. Change Date of October Meeting It was dedicied to change the October meeting from October 31 to October 24. Carried 6-0. VII.
