VILLAGE OF LINO LAKES,
ANOKA COUNTY, MINNESOTA
AN ORDINANCE REQUIRING THE SUBMISSION OF PLANS FOR THE UNDERGROUND
INSTALLATION OF PIPES, WIRES, CABLES, ETC., REQUIRING THE
UNDERGROUND INSTALLATION OF ELECTRICAL AND TELEPHONE SERVICE
LINES IN THE VILLAGE OF LINO LAKES, ANOKA COUNTY, MINNESOTA, AND
REQUIRING THE FILING WITH THE VILLAGE CLERK -TREASURER OF MAPS OF THE
FINAL—~ LOCATION OF ANY AND ALL UNDERGROUND INSTALLATIONS OF
PIPES, WIRES, CABLES, ETC., WITHIN AND THROUGH THE VILLAGE OF
LINO LAKES.
The Village Council of the Village of Lino Lakes, Anoka County,
Minnesota, ordains:
SECTION 1. Utilities. All electric and telephone distribution
service lines for service to 10 or more homes on contiguous lots
or multiple dwellings of 8 or more units, including electric
transmission lines at or below 50 KV, shall be installed under-
ground, unless the Village Council specifically shall find, after
study and recommendation by the Village Board of Zoning, that:
a. The placing of utilities underground would not be compatible
with the development planned.
SECTION 2. Electric Service Entrances. All secondary electric
service wiring from the distribution transformer to the meter box
shall be constructed so as to make available a minimum of 150 ampre
service, and the associated distribution transformer shall be so
located to be hidden from view either by burial or location of
equipment near to or within the dwelling place so as to provide
adequate screening, unless the Village Council specifically shall
find after study and recommendation by the Village Engineer:
a. The construction of such service has been outmoded by
technological development.
SECTION 3. Transmission Between Developments. All electric and
telephone distribution service lines and secondary services,
including electric transmission lines at or below 50 KV, between
sub -divisions separated by a distance of not more than 1,000
yards, shall be buried underground, unless the Village Council
specifically shall find, after study and recommendation by the
Village Board of Zoning, that:
a. The placing of utilities underground would not be compatible
with the development planned.
SECTION 4. Easements. Easements at least 10 feet wide, centered
front, rear or other lot lines, shall be provided for utilities,
where necessary. Sufficient additional easements shall be
provided by the developer, where necessary, for the proper
installation of underground telephone and electric equipment to
provide for adequate separation for repair and maintenance of
underground vaults and direct burial cables. They shall have
continuity of alignment from block to block, and, at the
deflection points, easements for pole -line anchors and underground
equipment shall be provided where necessary.

SECTION 5. Submission of Plans. Before proceeding with the
installation of any and all pipes, wires, cables, and any other
similar item or items used in conjunction therewith, whether
same be entirely within or travels through the Village of Lino
Lakes, any person, firm, or corporation so desiring to install
such items shall provide the Village Engineer of the Village of
Lino Lakes with one set of detailed scale drawn plans showing
thereon the exact proposed location of such items. The Village
Engineer shall forthwith examine such plans and make any
recommendations thereon to the Village Council and no construction
shall commence thereon until the Village Council formally, by
resolution, approves such plans as submitted or as necessarily
corrected.
SECTION 6. Maps. Any person, firm or corporation installing
any such underground pipes, wires, cables, and any other similar
item and items used in conjunction therewith, shall, immediately
upon completion of such installation, provide the Village Clerk -
Treasurer with two complete sets of maps showing the exact
location of such underground items. The Village Clerk -Treasurer
shall transmit one set of such maps to the Village Engineer and
shall duly file the other set of such maps in her office.
SECTION 7. Penalties for Violation. The violation of this
ordinance shall be a misdemeanor subject to a fine of not more
than $300.00 or punishment by imprisonment for not more than
90 days, or both.
SECTION 8. Effective Date. This ordinance shall take effect
from and after its passage and publication according to law.
Passed by the Village Council of the Village of Lino Lakes,
Anoka County, Minnesota this 22nd day of Se;tember , 1969.
