CITY OF LINO LAKES <br />ECONOMIC DEVELOPMENT AUTHORITY <br />MINUTES <br />DATE: Monday, July 27, 1998 <br />MEMBERS <br />PRESENT: C. Lyden, C. Dahl, K. Sullivan, J. Bergeson, A. Neal <br />MEMBERS <br />ABSENT: None <br />OTHERS <br />PRESENT: Brian Wessel, Mary Divine, Bill Hawkins, Dave Ahrens <br />CONSIDERATION OF MINUTES <br />EDA Member Dahl moved to approve the minutes from the June 22, 1998 EDA meeting. <br />EDA Member Lyden seconded the motion. Motion passed unanimously. <br />CONSIDERATION OF RESOLUTION NO. 98-03 AUTHORIZING EMINENT <br />DOMAIN PROCEEDINGS, HIGHWAY 49/23 PROJECT <br />Mr. Wessel explained this action authorized the use of eminent domain to obtain property <br />on the southeast quadrant of the intersection of Lake Drive and Hodgson Road for <br />economic development purposes. Staff has been negotiating with the property owner <br />regarding special assessments to the parcel. The parcel will be combined with excess <br />Anoka County right of way. <br />Mr. Hawkins said the parcel is being surveyed and will be approximately four developable <br />acres. Mr. Ahrens explained the county indicated it would grant an access to the Reiling <br />parcel, but that is not included in this action. The county will give the city a document <br />stating it is turning over the right of way. Mr. Hawkins said the increased value of the <br />property will be equal or greater than the assessments. The trial has been continued, and <br />he will continue negotiations with Mr. Reiling. <br />EDA Member Lyden moved to approve Resolution No. 98-03. EDA Member Neal <br />seconded the motion. Motion passed unanimously. <br />DEVELOPMENT PROPOSAL, JADT DEVELOPMENT GROUP <br />Mr. Wessel explained this item would be delayed until Aug. 10, 1998. As a part of the <br />20/20 Vision recommendation, a commercial development consultant, Mike Mulrooney of <br />Advance Resources, has been retained to determine what appropriate incentives, if any, <br />might be available for the shopping center development. Tax increment financing is not <br />available. Due to a family illness, Mr. Mulrooney is not available. The members agreed to <br />remove the item from the agenda. <br />
