Bergeson OTHERS PRESENT: B. Wessel, R. Batty, M. Divine CONSIDERATION OF MINUTES EDA Member Neal moved to approve the minutes of March 24, 1997. EDA Member Kuether seconded the motion. Motion passed unanimously. CONSIDERATION OF RESOLUTION NO. 97-08 ADOPTING A MODIFIED PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 AND A PLAN FOR TIF DISTRICT NO. 1-8 Mr. Wessel explained to the board that this resolution established a 25-year Redevelopment District in three separate areas of the city. This district gives the city the ability to offer financial assistance for redevelopment of four parcels, including the old Gethsemane Church site, the Kaiser property and the 49 Club. He explained that it would be possible to expand the district to include other parcels in the future, providing they meet the criteria for redevelopment. EDA Member Kuether asked why Miller's on Main was not included. Ms. Divine explained that parcels in the district had to classified as substandard, which meant that it required substantial renovation or clearance. The Kaiser property, as an example, required all supply lines, and draw and waste pipes be replaced, and that the foundation had heaved. The building could not be brought up to code for less than 15% of the cost of building a new structure, so it qualified. Mr. Wessel explained this district was put into place at this time to create a site that works for the Fairview Clinic on the Gethsemane site. The site will require added preparation to accommodate the drainage plan. EDA Member Lyden asked if TIF would be used to take the building down. Mr. Wessel replied that the purchase agreement called for Mr. Rehbein to remove the building and that TIF would be used for site preparation and assessments. Mr. Batty added that this was prudent use of TIF to achieve goals which might not otherwise occur. EDA Member Kuether moved to approve Resolution No. 97-08 adopting the modified program for Development District No. 1 and a plan for TIF District No. 1-8. EDA Member Neal seconded the motion. Motion passed unanimously. CONSIDERATION OF CONTRACT FOR PRIVATE DEVELOPMENT BETWEEN LINO LAKES EDA AND FAIRVIEW HEALTH SERVICES INC. Mr. Wessel explained that the agreement removed the special assessment of $56,506.64 upfront on the property Fairview is purchasing in the Village, and will reimburse $8,000 in administrative fees when the Certificate of Occupancy is issued. The EDA agrees to pay $65,493.36 in site preparation costs on a pay-as-you-go basis, for a total of $130,000 in TIF assistance. EDA Member Kuether moved to approve the development contract. EDA member Neal seconded the motion. Motion passed unanimously. CONSIDERATION OF PROPOSED SALE OF BLUE HERON DEVELOPMENT CORPORATION PROPERTY TO LAKEVIEW DEVELOPMENT INC. Mr. Wessel informed the board that Blue Heron Development has entered into a purchase agreement with Bill and Jan Dubats of Lakeview Development Inc. The EDA is required to approve any transfer of title if a final Certificate of Completion has not been issued. Mr. Dubats plans to close on the property May 30, 1997. EDA Member Lyden moved to approve the sale of the Blue Heron Development Corporation building to Lakeview Development Inc. EDA Member Neal seconded the motion. Motion passed unanimously. CONSIDERATION OF RESOLUTION NO. 97-09 ADOPTING A MODIFIED PLAN FOR TIF DISTRICT NO. 3-1 Mr. Wessel explained that this modification was in response to a development proposal by GNW Machine to construct a 40,664 square foot office/manufacturing facility in the Clearwater Creek Development Center. This resolution states that the EDA finds the objectives for encouraging development to be met. EDA Member Neal moved to adopt Resolution No. 97-09. EDA Member Lyden seconded the motion. Motion passed unanimously. ADJOURNMENT EDA Member Kuether moved to adjourn. EDA Member Lyden seconded the motion. Meeting adjourned at 6:29 p.m.
