CITY OF LINO LAKES

STATE OF MINNESOTA
AN ORDINANCE AMENDING ORDINANCE NO. 22, PASSED BY THE THEN VILLAGE
COUNCIL ON OCTOBER 14, 1957, AND REGULATING STREET CONSTRUCTION
IN THE CITY OF LINO LAKES.
The City Council of the City of Lino Lakes, Anoka County,
Minnesota, ordains:
SECTION I.
Section 13, of Ordinance No. 22, passed by the then Village
Council on October 14, 1957, is hereby amended by replacing the same
with the following:
SECTION 13. CONSTRUCTION OF STREETS
A. All City streets shall be constructed and all radical
improvements of City streets shall be in accordance with and shall
comply with specifications drafted by the City Engineer and approved
by the City Council, which are hereby referred to as "STANDARD PLAN
SPECIFICATIONS", a copy of which shall be kept on file in the office
of the City Clerk -Treasurer and available for inspection at regular
City Office hours and which are hereby made a part hereof.
B. Each new street project or radical street improvement project
shall have plans and specifications which have been examined and
signed by a Minnesota Registered Engineer.
C. All streets constructed or radically improved within the
City of Lino Lakes shall be constructed or improved in accordance
with specific plans and specifications prepared by the City Engineer,
or by a Minnesota Registered Engineer and approved by the City
Engineer and all as approved by the City Council.
D. All residential streets being constructed or radically
improved shall be designed as a minimum of 7 ton design loading and
capable of carrying a minimum of 400 motor vehicles per day.
E. (1) Soil borings for each new street or radically improved
street shall be required before any construction begins. The location
and number of such borings shall be as required by the City Engineer
on each project. (2) A Hveem Stabilometer R-Value shall be determined
from the soil samples by a qualified Soils Engineer and his calcula-
tions presented to the City Engineer. (3) The R-Value shall be used
by the City Engineer to determine the necessary thickness of the
gravel base for and to determine the necessary thickness of the
bituminous surface for the prepared streets.
F. Any proposed new street shall be stripped of all vegetation,
trees and topsoil within the street right-of-way and cut or filled
to subgrade elevation unless the City Council specifically allows
a variance to such requirement.
SECTION II.
Sections 17, 18, 19, 20 and 22 of said Ordinance No. 22 are
amended by replacing the same with the following:
SECTION 17. GRADING, BASE AND BITUMINOUS SURFACE
The minimum standard for a new residential street or a residential
street to be radically improved shall be as follows:
A. A gravel base composed of 6" M.N.D.O.T. Class 2 100% crushed
compacted or 9" M.N.D.O.T. Class 5 compacted shall be required.
B. A bituminous surface of 2" compacted thickness of M.N.D.O.T.
2341 wearing course shall be required.
C. Bituminous curbs or concrete curbs and gutters shall be
required.
D. The normal street width shall be 32 feet, back of curb to
`.. back of curb.
E. Boulevards on each such street shall be 14 feet wide and
have a grade slope of 1/4" per foot.
F. All slopes beyond boulevards shall be a 3 to 1 ratio, minimum.
G. All boulevards shall be sodded or seeded with mulch and shall
include 3 inches of acceptable topsoil of a turf growing medium to
meet M.N.O.T. specification 3877.
SECTION III.
Said Ordinance No. 22 is further hereby amended by adding
the following:
SECTION 20A. Additional Requirements.
A. The subgrade and gravel base of each new street or radically
improved street shall be compacted to a Standard Proctor Test with a
100% minimum value.
B. Bituminous core samples, as required by the City Engineer,
shall be taken to check the bituminous content, thickness and gradation
of the bituminous material.
C. All tests herein required shall be taken by an accredited
soils testing laboratory and paid for by the developer of a project
where a new street is being constructed or by the contractor in
other projects.
D. Grade stakes shall be required before any street construction
begins. Bluetop stakes shall be required on the subgrade and on the
gravel base. All such stakes shall be checked for accuracy by the
City Engineer.
E. All new streets shall be warranted by the Developer and by
the contractor on all other streets, as to good workmanlike construc-
tion and to meet all City requirements for a period of one (1) year
from the time the final inspection of such street has been completed
and the City Council has accepted the same for full City maintenance.
A surety bond, or other form of surety to be approved by the City
Council, shall be deposited with the City for the sum of 20 percent of
the total original cost of construction to assure performance in
compliance with this Section.
This section shall not relieve the developer and contractor from
the usual contract obligations of good and workmanlike construction.
F. The City shall have its Engineering Staff or the City
Engineer furnish a full time project inspector who shall be present
during all work on street construction or radical improvement of
streets. The developer of all new streets shall reimburse the City
for all costs incurred for the inspection of such project.
SECTION IV.
Said Ordinance No. 22 is further hereby amended by adding the
following:
SECTION 20B. CONTRACTOR TO NOTIFY CITY ENGINEER
The contractor on any street construction or radical street
improvement in the City of Lino Lakes, shall notify the City Engineer,
in writing, three (3) working days before commencing any street
construction or radical street improvement.
SECTION V.
Save as herein amended, said Ordinance No. 22 shall be in full
force and effect as initially adopted.
SECTION VI.
This Ordinance shall be in full force and effect from and after
its passage and publication according to law.
