The October 01 , 2018 City of Lino Lakes Park Board Meeting was called to order by
Park Board Chair Pat Huelman.

September 10 , 2018 Park Board Minutes
Clark Gooder made a MOTION to approve the Meeting Minutes from September 10 ,
2018 . Richard Jenson supported the MOTION . All in favor and MOTION carried .
5 . Open Mike
There was no one present for Open Mike . Open Mike was closed .
6 . Review Arena Acres Park Master Plan
Rick DeGardner gave a summary of the Arena Acres Park Master Plan meeting that was
held on September 1 Ot" . Please refer to the memo at the end of the meeting notes for the
summary .
Candace Amberg , Senior Landscape Architect with WSB Engineering, presented the
Arena Acres Park Master Plan that was based on the feedback they received from

resident at the Arena Acres Park Master Plan meeting ( See attached Arena Acres Park
Master Plan layout) . Arena Acres Master Plan primary priorities consist of a single tennis
court, open lawn area, and a bituminous access trail . Estimated of probably costs for this
project is $ 110 , 000 . Future priorities include picnic shelter, concrete walls (form loop) ,
replace existing playground equipment . Estimated of probable costs would be $ 127 , 000
for the future priorities .
Park board members asked questions regarding how big would the proposed shelter be ,
how old the playground equipment is , if the trees in the layout were existing or would
need to be planted, is there a backboard for the tennis court, etc .
Candace and Rick addressed that the shelter would be 20X20 (can be bigger if wanted) ,
playground equipment is from 1997 , some of the trees are there and others would need to
be planted, and that in the current plan there is no backboard but if added, they would
need to put in more expensive footings to withstand the wind .
Clark Gooder asked how much in funds were originally allocated for the project . Rick
DeGardner responded that $ 75 , 000 was allocated . Gooder then stated that if they approve
this they would need to come up with more funds in which Pat Huelman replied that they
would need to push back on some of their other trails by shortening things up and
priorities to find funding to finish the project.
Clark Gooder asked the board what they thought about the Arena Acres Master Plan list
of primary and future priorities . Stated without walk ways they would trample the grass .
Pat Huelman commented that the residents really wanted the tennis court . States that if
we are going to invest in a tennis court we want a good tennis court . We will need good
drainage and base . States he doesn ' t want to cut corners on the tennis court and if
something else would need to be cut to create a good tennis court they should do it .
Andrew Levi stated that he thought Candace did a good job on the Arena Acres Master
Plan . It reflects what the residents want, but is worried about the funding . He has his
reservation about adding a tennis court in a small community park.
Pat Huelman stated that everyone should keep in mind what these small neighborhood
parks were meant to be and what the residents directly adjacent to the park want . They
should put amenities where they can be best kept up and have maintenance done .
Returning the tennis court amenity is what the residents want . He wants to move ahead
with the plan .
Richard Jensen agreed with Huelman stating that the residents want a tennis court so they
should give it to them . Also states that a shelter was not at the park in the past but it

would be nice to have one there so people could get out of the rain . Also asked if the
concrete trail in the plan was needed .
Rick DeGardner commented that the path was asked for by the residents . They want
something for the kids to bike around on.
Clark Gooder stated that the tennis court would not be serving the broader community but
highlighted that it is something the residents want . He questions what type of precedent
they are putting forward for other parks by doing this .
Andrea Schmidt reminded the board that the residents stated they live on large lots . They
don ' t need green space . They want amenities that are not in their backyard . Others
outside the neighborhood could use the tennis courts .
Clark Gooder stated that by doing all this it would be $ 237 , 000 out of a $ 500 , 000 budget
and worried that people will fill the chamber room asking the Park Board when is their
park getting it next . Recommends that they hold to the primary priorities at $ 110 , 000 and
look to where else they would need to pull the funds from .
Andrew Levi states it would be easier if it was 2 questions
1 . Do you approve the master plan?
2 . Where do you find the funds ?
States that the funds is really what people are getting hung up on. The plan looks fine as
that is what the residents said they wanted, but it is more than what they talked about in
terms of funds .
Pat Huelman states that in the past they have approved master plans and then the
approach is where they start funding within the master plan . States they have a lot of
master plans that are not fully funded and that has been part of the conversation with the
City Council .
Richard Jensen stated he does think a shelter should be in the primary priority .
Pat Huelman suggests that they should vote on the approval of the master plan and then
go back to it. Huelman commented that they should extend the path to get them to the
park.
Richard Jensen motions to approve Arena Acres Master Plan . Andrea Schmidt seconds
the motion . Arena Acres Master Plan passes with all in favor.
Pat Huelman asks the Park Board Members what their recommendation to council is for
moving forwarded with master plan . He suggests telling them to start with the Primary
Priorities of the master plan first .

Richard Jensen states he would like to recommend that the shelter be added .
Clark Gooder asks Candace Amberg what the cost of the shelter would be and her
response is "About $ 36 , 000" .
Rick DeGardner reminds the Park Board Members that their recommendations were
given to City Council and the Council approved $ 75 , 000 for this park . They then heard
from the residents and the residents made it very clear that they want the tennis court .
Once the 2019 budget gets approved the City Council may once again look at the Park
Board again for their recommendations . Once they have an idea of the funds that will be
allocated to the parks then the Park Board can look at all the different Master Plans for
each park and prioritize that money . There are not any additional funds available tonight
but can be revisited in the future .
Pat Heulman recommends that they make a decision to get something started tonight as
they want to get it started this fall . Recommends the tennis court .
Clark Gooder comments that they will need to come up with park priorities and be ready
to present them to the council as long term plans and inform them on what they have
been talking about and what their priorities are whether its playground equipment, walk
ways , etc .
Rick DeGardner reminds the Park Board that they created the Park Comprehensive Plan
earlier this year, which they will use as a tool for future determination of priorities and
recommendation to City Council .
Clark Gooder motions to move forward with the tennis court with the space they have at
Arena Acres .
Andrew Levi asks if the motion is just for the tennis court which Clark responded "I
would do just the tennis court for right now"
John Norlund asked what about extending the trail or is just the tennis court and Clark
stated it would just be the tennis court .
Clark Gooder then asked Candace if the $ 75 , 000 would cover the cost of the tennis court
and she responded that it should unless there are unforeseeable issues like problems with
the soil , etc .
Andrew Levi seconds the motion of moving forward with tennis court as it appears that it
would not exceed the amount of $ 75 , 000 .

Pat Huelman then asks Candace if they would get a better deal on bituminous trail when
putting down the tennis court rather than doing it separately, which Candace responds
"Potentially . " then states that is something they could price out to see if that would fit
into the budget now at this time . Huelman then asks the board if they should put that
down as an alternate "A" .
Rick DeGardner states that they knew what they have,-towork uvith_r_iglitnnw so now it ' s
just soliciting bids . Could put the trail down as an amendment or potential add-on .
Pat Huelman asks if that would be a friendly amendment . Asks to get the tennis court for
$ 75 , 000 and get a bid for the bituminous trail .
John Nordland makes a motion for the amendment . Abby Haworth seconds the motion
for the amendment . Amendment carried with unanimous vote .
Park Board agrees they will present to City Council the plan to move forward with the
tennis court and to get a bid for the bituminous trail .
7 . New Business
It was discussed that the Park Board would look into having a Park Board work session to
discuss parks and prioritize plans for 2019 fund recommendations .
8 . Old Business
Richard Jensen discussed Birch Park and the issue that was raised about the stairs . Asked
if there was any way that could be refined or if that is a space issue .
Rick DeGardner stated that it ' s a space issue and the slope wouldn ' t work for a switch
back and it wouldn ' t be ADA compliant . So changing of the stairs to a switch back
design can ' t be done .
Andrea Schmidt brought up the 12t" Avenue trail . Asked Rick DeGardner if it was correct
that it would cost $ 150 , 000 to connect the trail in which Rick DeGardner stated that she
was correct . Andrea then asked Rick "What is all involved in that cost" . Rick states that
there is a drainage ditch located adjacent to 12th Avenue creating some drainage issues .
Since the drainage ditch takes up most of the existing right-of-way, land acquisition will
be needed . Engineering, surveying, and actual construction costs are also included in the
estimated project cost .
Clark Gooder mentioned that the park signage that ' was discussed in the September Park
Board meeting should be included in the future comprehensive park plan .
Pat Huelman agreed that they would need to bring the signage situation forward to the
comprehensive plan when putting that together .

The January 7 , 2019 City of Lino Lakes Park Board Meeting was called to order by Park
Board Member Clark Gooder .
2 . Setting Agenda
Rick DeGardner, Public Services Director made a change to the agenda. He added 7B —
Review Woods Edge Park Master Plan.
3 . Approval of Minutes
October 1 , 2018 Park Board Minutes
Due to lack of quorum, the Minutes were not approved and will be on the next meeting
Agenda.
4 . Open Mike
There was no one present for Open Mike . Open Mike was closed .
5 . Review 2018 Parks and Trails Capital Plan —City Council Work Session
6 . Recreation Complex Discussion — City Council Work Session
Comments from Recreation Complex Discussion from City Council Work Session :
Clark Gooder, Park Board Member, stated that the skate park would be the debate . That
adding basketball courts would be something but something we fail to think about is
volleyball courts . As we are trying to bring in kids and adults . Stated he believes this will
be a point of contention as what will be put in that space .

Richard Jensen asked about the land in the diagram presented regarding the Recreation
Complex Discussion and asked if the City owned the land around it . DeGardner stated
that it is zoned rural and consists of 10 acres , which is the minimum lot size for rural
districts .
Pat Mahr, President of Central Lakes Little League, stated that they would move a chunk
of their group over to the complex to play games 6 - 7 days a week (he provided an idea
of what teams would play) . They would still use the other fields Lexington, Rice lake
elementary, etc . He said what would be key is to get the concession stand as that is how
they keep the prices low and give provide funds for their on-going operations .
DeGardner asked Mahr how many Lino Lakes Kids play for their Legue and Mahr
replied about 80% . DeGardner asked Mahr to get a total number to him so they have it .
Gooder stated that the Recreation Complex is definitely needed.
7 . New Business
7A. Approval of 2019 Park Board Meeting Calendar
The 2019 Park Board Meeting Calendar was approved as presented .
7B . Review Woods Edge Park Master Plan
Bailey Krause and Jason Amberg from WSB presented the plans for Woods Edge Park
which will be located behind the YMCA. They are looking for approval of the Master
Plan.
Phase 1 has an estimated budget of $286 , 000 (see Phase 1 handout slide) . On the slide the
red dotted line is the center themed playground area that is in the shape of a basswood
leaf. The white line indicates walk ways . There is a loop that will lead to the fort building
area/natural play area that includes general landscaping . This is what gets us to the
estimated budget. Would like approval for the plan.
DeGardner asked WSB to explain the Natural Play Area in more detail . The Natural Play
Area will consist of stumps to jump across, tree branches to build forts , a log balance
beam, etc . WSB designs shows using natural elements to repurpose plant material from
the area as well as encourage kids to design and use their imagination.
Jason stated that they would send the Natural Play Area out for bid to contractors as
alternate bid. Possibly city staff could help create the Natural Play Area.
The $286 , 000 estimated cost will be taken out from the park dedication fees for
residential development for this area. Due to the limited budget a boardwalk area will not

be included, however a possible boardwalk could be created in the future to overlook the
wetlands when budget allows .
There will be seating along the central playground container and a City bench will be
installed in the park by the City of Lino Lakes .
The existing trail will connect to Chomonix Golf Course & Rice Lake Elementary
School .
Clark Gooder, Park Board Member, stated he likes the idea about the natural area for the
kids . Lets kids use imagination and the paths encourage people to get out and exercise .
John Nordland stated he liked the plan with a natural theme . Sees a lot of kids who like to
build forts and such .
Richard Jensen, Park Board Member, asked if the natural elements would be replaced as
they get old and broken. Would they be replaced by more natural items ?
It was noted that elements that start to decompose and rot would be replaced by other
natural elements . It was stated that the elements might not always be the same thing .
Stumps could be replaced by rocks , etc .
Rick DeGardner, Public Services Director, informed the board members that the City is
working with Anoka County on a Joint Powers Agreement. The park will actually be on
County property and this was all discussed in 2015 but was delayed when development
slowed . He stated that there is still some legal property contracts that still need to be
signed but there is no anticipated delays . At the current moment that is the only thing
they are working on getting in order prior to starting with Phase 1 once approved.
Gooder asked DeGardner when the anticipated start time would be . DeGardner stated the
he would be going to City Council in three weeks to present Phase I to the council and he
expects them to approve and have him start to send out bids . Bailey, with WSB , stated
that it will take 34 weeks for the bids .
DeGardner addressed Pat Mahr, President of Centennial Lakes Little League, who was in
attendance in regards to his thoughts on the clover leaf baseball fields that will be part of
the Recreation Complex that were presented at the Council Work Session. DeGardner
also asked Mahr if there would be any benefit to doing in field grass at least on one field .
Mahr responded that if you do the infield grass you would lose girls softball . He stated
the fields look great and that they would get a lot of use out of them and look forward to
moving the teams off the fields that they currently use in the surrounding cities of
Lexington, Blaine, and Circle Pines as these fields are not very good . DeGardner asked

Mahr to send him the number of kids that would be using the field . DeGardner stated that
it ' s more than what people think and that a number would be great to tell people so they
can understand how important these fields are .
Gooder stated that the Recreation Complex will be a good destination type park for
people .
DeGardner stated he will keep the park board posted on the progress and any updates .

There was no old business to review.

John Nordlund made a MOTION to adjourn, Richard Jenson supported the MOTION .

Earlier this year, the City of Lino Lakes updated their website and made it " live " . Since then , the
Public Services Department has been dedicated to updating the information on their Recreation
Page and finding ways to make the pages more " user friendly . " The goal was to make information
easy to find by linking it in multiple areas and keep all information up -to - date . Although there are
still items being worked on , the progress of getting the relevant and needed information that
residents need to know on the website has been successful .
Kellie Schmidt, Administrative Assistant, will lead a visual tour around the Recreation
Department' s website .

at Shenandoah Park .
There are currently free libraries installed at Lino Park and Sunset Oak Park . Staff is not aware of
any problems that have arisen .

; . I think a little free library at Shenandoah Park would benefit our
community and encourage youth and adults to read. The park would be
s a well trafficked location and allow for easy access .

Construction Details :
I plan on building the Kalamazoo Little Free Library (pictured above) with my father. The post
generally does not need cement and is requires a 24"-30" hole . Since the hole is 2+ft deep someone may
need to call Gopher State One Call (811 or 1400-2524166) to check for lines in the ground. Since I
don't own the property, I don' t think I can do this . We will have to be in contact when I am ready to
install the library (around June) . I haven ' t decided on a color scheme yet, but it will probably be floral
themed or just a solid color. If we can ' t make the little free library ourselves we may as a last resort, buy
one from the Little Free Library website . I have attached pictures of my preferred locations on the
second page .

Timeline :
We want to wait until it warms up a little outside before we build it and the ground needs to unfreeze.
And I am in college so I ' ll have less free time around finals in May. I would estimate that we can have it
built and installed by the end of June, maybe earlier.
Ongoing Maintence :
I will supply some books to get the library started and do paint touch-ups as needed.

RE : Arena Acres Park Update
The City Council authorized staff to proceed with the construction of a tennis court at Arena Acres
Park during the October 1, 2018 City Council work session . The paved trail has been included to
provide accessibility from Andall Street to the tennis court, playground area , and basketball court .
This project is divided into two parts — Site Improvements ( earthwork, aggregate, court and trail
paving, court painting/striping) , and Fencing . Four quotes were received for the Site
Improvements with the low quote submitted by Midwest Asphalt in the amount of $ 70, 487 . 10 .
Three quotes were received for Fencing with the low quote submitted by Century Fence in the
amount of $ 16, 174 . 80 . The City Council awarded both contracts during the March 25 , 2019 City
Council meeting .
We anticipate work commencing as soon as Arena Acres Park sufficiently dries out . Funding for
this project is from the Park and Trail Improvement Fund .

RE : Woods Edge Park Update
The City Council approved Resolution 19 - 15 ( Ordering the Project, Approving Plans and
Specifications, and Authorizing Advertisement of Bids for the Woods Edge Park Project ) on January
28, 2019 .
Bids were received and opened on Thursday, February 28, 2019 . A total of seven bids were
received . The bid tabulation indicates the low bidder as Dunaway Construction , Columbus, MN , in
the amount of $ 119 , 315 . 06 for the base bid plus all alternates .
The City Council will be considering accepting the bids and awarding the project at the April 8,
2019 City Council meeting .
Attached is the master plan of Woods Edge Park .

RE : Sunrise Park Playground Equipment Update
During the January 29 , 2019 City Council meeting, the City Council approved a contract with
Northland Recreation Inc . in the amount of $ 95 , 000 for the design , equipment, border, safety
surface , and installation of the Sunrise Park Playground Project (via Resolution No . 1943 ) .
Public Services Department staff will undertake the removals process and perform the necessary
site work . We are also communicating with the Centennial High School Honor Society in hopes
they may be able to provide assistance as part of their volunteerism component this Spring . Our
intent is to have the playground area ready for the beginning of the Summer Playground program
(June 10 ) .
Attached is the master plan of the new playground equipment .

The City Council discussed this topic most recently during the January, February, and March City
Council Work Sessions and directed staff to place this on the April 1st work session agenda for
further discussion .
The total estimated cost for Phase 1A Base Development is $ 592, 232 , including contingency and
design fees . The City Council has previously designated $ 375 , 000 to fund this first phase . Staff has
identified the following funding sources to fill the gap :
( 1 ) $ 137, 000 from 2018 Parks and Trails Capital Projects Fund
( 2 ) $ 80, 232 from the Dedicated Parks Fund .
The master plan and cost estimates for Phase 1A are attached . The proposed development
includes six pickleball courts, two tennis courts, parking lot, trails, and landscaping . The shelter
and basketball court are not reflected in the base development costs .

Re : Recreation Complex Discussion
Background
The City Council discussed this topic at last month ' s work session and directed staff to
place this on the March work session agenda.
The total estimated cost for Phase IA Base Development is $ 592 ,232, including contingency
and design fees . The City Council has previously designated $375 , 000 to fund this first
phase . Staff has identified the following funding sources to fill the gap :
( 1 ) $ 137, 000 from 2018 Parks and Trails Capital Projects Fund
(2) $ 80,232 from the Dedicated Parks Fund.
There was also discussion considering placing the development of Phase IA on the ballot for
consideration.
The master plan and cost estimates for Phase IA are attached. The proposed development
includes six pickleball courts , two tennis courts , parking lot, trails, and landscaping. The
shelter and basketball court are not reflected in the base development costs .
Requested Council Direction
For informational-purposes . Staff will need further direction if the City Council wishes to
proceed with construction .
