26 Kendra Lindahl, Planner with Landform, presented the draft 2040 Comprehensive Plan
27 presentation.

29 Mayor Reinert inquired about holding zones for certain zoning districts and if they would
3o be given their own map. Mr. Grochala noted the rural districts are holding districts which
31 are shown on the Full Build Land Use Map.

33 Mr. Stoesz asked about the cost to redevelop a property. Mr. Grochala explained the
34 process for property redevelopment and the fees associated.

36 Mr. Root asked about a mechanism for regulating PUDs. Mr. Grochala explained that the
37 City Ordinance sets parameters for PUDs and that minimum lot sizes and garage will be
38 specified for future PUDs.

4o Mr. Root added that it would be helpful to have a chart explaining the standards for each
41 land use classification. Mr. Grochala noted that it would be important to guide the
42 developer with a general idea or a site goal.

44 Mayor Reinert noted he believed it would be helpful to developers to have specific
45 parameters of what can and cannot be done of the piece of land. Mr. Grochala noted that
46 zoning classifications provide that guidance to developers.

48 Mr. Stoesz asked if we can require developers to be required to use visuals. Mrs. Lindahl
49 noted visuals were common for large developers but could be a barrier for homeowners
50 or small businesses.

52 Chair Tralle noted that he found the PUD to be an effective tool for the Planning and
53 Zoning Board because it allows the board to get the best proposals possible for the City.

55 Mr. Laden noted that master planning and planning studies have benefited the City. He
56 inquired if there would be master plans for other areas of the City. Mr. Grochala noted
57 that the City is broken into different areas in the Comprehensive Plan and the
58 implementation section is meant to be a work plan for each area.

60 Mr. Stoesz asked if any of the surrounding cities were measuring park usage. Mr.
61 Grochala noted that consumer surveys are the best way to understand park usage. Staff
62 discussed observed park usage trends in Lino Lakes.

64 Mrs. Peacock asked if there were guidelines for which areas can have bike lanes. Mr.
65 Grochala explained the link and connection of trails through the city trails.

67 Mr. Ruhland asked if there is a vetting process for developers. Mr. Grochala stated that
68 there is not a vetting process unless the City has dollars in the project.

70 Mr. Grochala explained the escrow dollars are required by developers.

72 Chair Tralle expressed concern around a specific development and its residents not
73 receiving their mail.

75 Mayor Reinert expressed his appreciation for the staff s work on the Comprehensive
76 Plan,

78 Staff unanimously voted to have a public hearing regarding the Comprehensive Plan in
79 April. Next steps for the Comprehensive Plan will include:
80 April 1 Oth — Planning and Zoning board meeting, Public Hearing
81 May 6th and May 131h — City Council to approve for comment
82 November and December — Submit to Met Council
83 Final adoption 2020
