Mayor Reinert will be proposing some changes. He 21 would like those sent to all council members. 22 23 Item 313 — Ordinance Amending Chapter 205 (City Administrator Position) - 24 Administrator Karlson explained that the changes will: a) clarify that the Public Safety 25 Director reports to the City Administrator; and b) authorize administrative hire of certain 26 temporary positions, when they are budgeted. 27 28 Item 3C — Ordinance Amending Chapter 207 (Personnel Policy) - Administrator Karlson 29 explained that the ordinance removes some obsolete language relative to human resource 30 functions. 31 32 Item 5A — Civic Center Roof Replacement Project - Justin Williams, Utilities Supervisor, 33 explained that the resolution requests that the bid and construction contract be awarded 34 for the Civic Center Roof Replacement Project. He reviewed the bid results. One goal is 35 to get a better seal between the flat and the sloped roofs. The council asked if staff is 36 familiar with the company that is proposed; staff will do more research on that matter. 37 38 Item 513 — Arena Acres Park Project - Justin Williams, Utilities Supervisor, explained that 39 the resolution would award a contract for the Arena Acres Park Project (tennis and trail 40 improvements). 41 42 Item SC —Well No. 1, Rehabilitation Project —City Engineer Hankee reviewed the 43 written staff report, requesting authorization to contract with WSB & Associates to 44 prepare plans and specifications for the project. 45 1 CITY COUNCIL WORK SESSION March 25, 2019 APPROVED 46 Item 6A — Amendments to Designated MSA Street System — City Engineer Hankee 47 reviewed the amendments proposed by the City and accepted by the State. The changes 48 will add revenue to the City's MSA allotment. She noted that the changes do bring the 49 City to the 20% of city roadways maximum. 50 51 Item 6B — NorthPointe 7 h Addition, Development Agreement — City Engineer Hankee 52 reported that this represents a trail that would be constructed as part of the 7�h Addition of 53 the development. The trail project represents an amendment to the development 54 agreement. She noted the map included in the staff report. 55 56 Item 6C — Local Water Plan — City Engineer Hankee reported that staff is requesting that 57 the council adopt the water plan that has previously been reviewed and has now been 58 accepted by the Watershed District. The land use map will be updated based on the plan. 59 60 Item 6D — West Shadow Lake Road Improvement Project Change Order No. 1 — City 61 Engineer Hankee noted that the council heard about the change order at the last meeting; 62 she explained the proposed funding (Closed Bond Fund). It is hoped that weather will 63 allow blacktop removal to begin mid -April. 64 65 Mayor Reinert remarked that he has heard from a few residents, some not happy because 66 of the conditions. What is the immediate plan to deal with current conditions? Utilities 67 Supervisor Williams noted that Public Works personnel has been out addressing 68 problems as they can; they have gotten a few thumbs up for the work. 69 70 Item 6E — East Cedar St and Elmcrest Avenue Improvement Project— City Engineer 71 Hankee quickly reviewed the written staff report. 72 73 The remainder of the agenda was reviewed briefly. 74 75 The meeting was adjourned at 6:29 p.m. 76 77 These minutes were considered, corrected and approved at the regular Council meeting held on 78 April 8, 2019. 79 80 81 �I 82 J" 83 Ju is e Bartell, C' Clerk 84 2
