CALL TO ORDER AND ROLL CALL: Chair Tralle called the Lino Lakes Planning and Zoning Board meeting to order at 6:30 P.M. on March 13, 2019. II. APPROVAL OF AGENDA The Agenda was approved as presented. III. APPROVAL OF MINUTES Approval of the February 13, 2019 minutes was tabled to the April 10, 2019 meeting. IV. OPEN MIKE Chair Tralle declared Open Mike at 6:30 P.M. There was no one present for Open Mike. Mr. Ruhland made a MOTION to close Open Mike at 6:31 P.M. Motion was supported by Mr. Evenson. Motion carried 4 - 0. V. ACTION ITEMS DATE : March 13, 2019 TIME STARTED : 6:30 P.M. TIME ENDED : 6:53 P.M. MEMBERS PRESENT : Paul Tralle, Michael Ruhland, Michael Root, Sue Peacock, Neil Evenson MEMBERS ABSET : Perry Laden, Jeremy Stimpson, STAFF PRESENT : Michael Grochala, Katie Larsen, Mara Strand, Monika Mann Planning & Zoning Board March 13, 2019 Page 2 DRAFT MINUTES A. Zoning Ordinance Text Amendment Regarding Multiple Principal Buildings on Commercial, Industrial Parcels or Public/Semi-Public Zoning Districts Mr. Grochala presented the staff report. Mr. Ruhland asked for clarification on the verbiage “operated as a single business or enterprise.” Mr. Grochala explained the building is to be owned by one person/company. Mr. Root noted he previously had concerns about the phrase “single business” and appreciated the new, concise definition. Chair Tralle opened the Public Hearing at 6:38 PM Mr. Evenson made a MOTION to close the Public Hearing. Motion was supported by Mr. Ruhland. Motion carried 4-0. Mr. Ruhland made a MOTION to approve zoning ordinance text amendment regarding multiple principal buildings on commercial, industrial parcels or public/semi-public zoning districts. Motion supported by Mr. Evenson. Motion carried 4-0. B. Zoning Ordinance Text Amendment Providing for Construction of Retaining Walls 42” in Height or Greater Mr. Grochala presented the staff report. Mr. Evenson asked if there was a minimum height requirement. Mr. Grochala stated that the City will be creating guidelines for staff and residents. Landscaping items are not specifically addressed in the ordiancne. Mr. Evenson inquired on the cost of a wall permit. Mr. Grochala noted that the permit is $67. Mr. Ruhland asked for clarity on the 3 foot encorachment. Mr. Grochala stated city ordinance requires drainage and utility easements to remain unobstructed. An easement encroachment agreement may be allowed. Chair Tralle opened the public hearing at 6:47 PM. Chair Tralle a MOTION to close the public hearing. Motion was supposed by Mr. Ruland. Motion carried 4-0. Mr. Ruhland made a MOTION to recommend approval of the zoning ordinance text amendment providing for construction of retaining walls 42” in height or greater. Motion supported by Mr. Evenson. Motion carried 4-0. Planning & Zoning Board March 13, 2019 Page 3 DRAFT MINUTES VI. DISCUSSION ITEMS A. Project updates Driveway widths, metal roofs, and exterior storage had been discussed with City Council in March. Exterior storage is still in conversation and staff is identifying other areas in ordinance that pertain to exterior storage. An initial test well is being constructed for Well No. 7. Love to Grow On is under construction. Lennar has a sales trailer on the Watermark site. The new tenant at the EJM Pipe building is another pipe drilling company. A public hearing for the 2040 Comprehensive Plan will be held at the April Planning and Zoning board meeting. VII. ADJOURNMENT Mrs. Peacock made a MOTION to adjourn the meeting at 6:53 P.M.
