CITY OF LINO LAKES ENVIRONMENTAL BOARD MEETING
I. CALL TO ORDER AND ROLL CALL: Mr. Heiskary called the Lino Lakes Environmental Board meeting to order at 6:31 p.m. on March 27, 2019.
II. APPROVAL OF AGENDA Ms. Andrzejewski made a MOTION to approve the Agenda Ms. Kaufenberg seconded. Motion carried 6 - 0. (Alex wasn’t there yet) III. APPROVAL OF MINUTES: Ms. Klebba made a MOTION to approve the February 6, 2019 Meeting Minutes. Ms. Andrzejewski seconded motion. Motion carried 6 - 0. (Alex wasn’t there yet)
V. OPEN MIKE Mr. Heiskary declared Open Mike at 6:32 p.m. Open Mike declared closed at 6:33 p.m.

Mr. Asleson reviewd the background section of the document.
Mr. Beckius reviewed the MS4 items that were completed in 2018. All cities are required to complete the SWPPP every year. There was focus on educating about what NOT to put in the storm water drains and activities related to enforcing discharges.
There were four site plan reviews, 10 projects and 209 compliance checks. There was also 42 enforcement actions. Mr. Beckius aslo went over the annual cost for the MS4 program.
The next step for MS4 is reviewing pond assessments for sediments, a builders workshop was recently held and the draft permit is expeced within the next month with a final permit approved in the fall.
Ms. Andrzejewski asked how often inspections are typically done and if it is effective. Mr. Asleson stated that yes, they are effective – 8 houses were red tagged twice last year and no one wants to be tagged for then they have to stop their building. As far
as checking on the projects, he may check on them every other week. There is an electronic system that sends updates about how the projects should be processing so then he knows when he should check on them. Also all projects have to be inspected weekly after a rain event.
Ms. Kaufenberg asked if there are any non-dediment BMPs being considered – such as fertilizer contamination. The importance of education about dog waste BMP’s was discussed. The compostable doggie bags available at some city parks is a nice reminder for people
to pick up after their dogs. Mr. Sullivan asked if there is any educational material about salt use and washing of cars.
Mr. Asleson stated that there is one to two information articles posted in every city newsletter. Ms. Kaufenberg asked how it’s decided when or which houses receive a door hanger reminding them about illicit discharge.
Mr. Asleson said it usually starts with a phone call to the city and then a door hanger is placed at that resident. That usually takes care of the situation.

Mr. Heiskary inquired if 42 enforcements actions were typical for the year. Also if there is adequate resources to complete the SWPPP activities each year.
Mr. Asleson replied that the number of enforcements is the close to the same number as the previous year. As far as the funding goes – it seems to be enough unless there is an unforeseen event that depletes the funding.
No one in the audience had any concerns or questions about the MS4 update. Ms. Kaufenberg made a MOTION to accept the MS4 update and Ms. Holmes seconded the motion. Approved 7-0
VII DISCUSSION ITEMS A. Earth Day Earth Day is April 21, 2019 from 12-3pm at Wargo Center. Volunteers should be
there at 11AM and wear their green shirts.
• Would like to have the slide presentation from last year.
• Updated information on Emerald Ash Borer, infection map and where residents can bring their Ash trees.
• Dog waste information should be available
• Simple Solutions bags/flyers will be present to raise awareness of the number
of textiles that are going into the landfill
• Marshan and Sunrise parks have clean up volunteers
• Target wants to be involved
• Volunteers – Paula will ask her past students, also Shawn and her son Mr. Asleson will send an email to the board members closer to the event with any questions and a brief list of what will be displayed at the event.
B. Recycling Updates Mr. Asleson mentioned that there has not been an Recycling Intern job yet. Recent phone interview were promising, but that student can’t start until mid-May
There are 291 people signed up for the City’s Organics program. And some of those may have trasitioned to Walters blue bag program. Annual Recycling Day is Saturday, May 18 from 9am -3pm. (Correct date).
Mr. Heiskary asked if there has been any feedback from the recycling haulers about not being able to take certain items anymore because the economics of certain items- such as plastics.

There was a discussion about more education to eliminate straws, plastic bottles and bags.
Mr. Asleson will contact Anoka County to come to the board’s next meeting to discuss this. C. Heron Rookery Update Mr. Alseson noted that there are approxiamently 350 nests and hopes to do a chick count. VIII. ADJOURNMENT Ms. Andrzejewski made a MOTION to adjourn the meeting at 7:29 p.m. Ms. Klebba seconded motion. Motion carried 7 - 0.

BACKGROUND The Environmental Board showed interest in having an update from Anoka County Recycling and Resource Solutions on markets for recyclable materials - where do our
recyclables go, where are they processed, and what are they used for.
Sue Doll from Anoka County Recycling and Resource Solutions will be at the meeting to address these issues.
