RESOLUTION NO. 19-35
RESOLUTION ACCEPTING BIDS AND AWARDING CONSTRUCTION CONTRACT
FOR CIVIC COMPLEX ROOF REPLACEMENT PROJECT
WHEREAS, The City Council approved Resolution No.19-12, Ordering the Project, Approving
Plans and Specifications, and Authorizing Advertisement of Bids for Civic Complex Roof
Replacement Project at the January 28, 2019 City Council meeting; and
WHEREAS, Bids were received and opened on March 6, 2019 as follows:

WHEREAS, The lowest total bid was submitted by Palmer West Construction of Rogers,
Minnesota, in the amount of $942,950.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes that the
Public Services Director is hereby authorized and directed to enter into a contract with Palmer West
Construction in the amount of $942,950.00, in the name of the City of Lino Lakes, for the Civic
Complex Roof Replacement Project.
Adopted by the Council of the City of Lino Lakes this 25`h day of March, 2019.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Maher and was duly seconded by Council Member Rafferty and upon
vote being taken thereon, the following voted in favor thereof:

INTRODUCTION
Staff is requesting authorization to accept quotes and award the construction contract for the
Civic Complex Roof Replacement Project.
BACKGROUND
The City Council approved Resolution No.19-12, Ordering the Project, Approving Plans and
Specifications, and Authorizing Advertisement of Bids for Civic Complex Roof Replacement
Project at the January 28, 2019 City Council meeting.
Quotes were received for the above -referenced project on March 6, 2019. The quotes were
checked for mathematical accuracy and tabulated.

The low quote was submitted by Palmer West Construction, Rogers, Minnesota, in the amount
of $942,950.00
The Base Bid portion of the project will be covered by insurance. Addition #1 includes
replacement of the ballasted roof areas. With the rubber membrane of the ballasted roof areas
(flat sections) approaching the average life expectancy of 20-25 years (Civic Complex
constructed in 1999), we are recommending replacing all roof sections. This will allow the
membrane of the lower roof areas to be installed higher up the sloped roof areas prior to
installation of the new standing seam roof. This ensures that the roof areas are adequately
transitioned and water tight prior to the installation of all metal components. The City Council
had previously set aside $311,000 for Addition #1.
RECOMMENDATION
Staff recommends adoption of Resolution No. 19-35, Accepting Bids and Awarding
Construction Contract For Civic Complex Roof Replacement Project to Palmer West
Construction in the amount of $942,950.00

On the attached tabulation of bids received for the re -roofing of the Civic Complex for the City
of Lino Lakes, Palmer West Construction is the apparent low bidder with a base bid amount of
$698,000.00 and a bid amount for addition #1 $244,950.00.
Based on the above, we would recommend award of the base bid package and Addition #1 for
the re -roofing at the City of Lino Lakes Civic Complex to Palmer West Construction for a total
contract amount of $942,950.00.
