A hearing: shall be held on Monday, October 25,1999, in the City ice, 600 Town Center Parkway, Lino Lakes, Minnesota, at 6:30 P.M. to pass upon such proposed assess- ment and at such time and place all petsOns owning propertyerected by such improvement, Will be given an oppo,tunly to be heard with reference to such assessment. 2.
