KVR1 I CITE' OF LINO LADES 2 MINUTES 3 BOARD OF APPEAL AND EQUALIZATION 4 5 DATE : May 6, 2019 6 TIME STARTED 6&00 p.m. 7 TIME ENDED 6:20 p.m. 8 MEMBERS PRESENT Council Member Maher, Manthey, Rafferty, Stoesz 9 and Mayor Reinert i o MEMBERS ABSENT none 11 12 Staff members present: City Administrator Jeff Karlson; City CIerk Julie Bartell 13 14 Anoka County Assessor Staff present: Scott Schutz, Residential Appraiser; Dan Eichens, 15 Commercial/Industrial Appraiser. 16 17 Mayor Reinert called the meeting to order. 18 i9 The council had reviewed the official board report (on file) at a recent work session. 20 21 Anoka County Appraiser (residential) Schutz explained the increased valuations seen over the past 22 year as recognized in the county recommendations. Lino Lakes has experienced much in the area of 23 new construction increases (80%) and median values have increased as indicated in the report. He 24 noted that he is requesting that the council enter several properties into the record to reserve the right 25 to appeal to the Anoka County Board of Equalization. 26 27 The following properties were read into the record: 28 29 Robert & Kelly Krause: 30-31-22-24-0022 $79,800 + $223,000 = $302,800 (old) 30 $7900 + $219,800 = $299,600 (new) 31 32 Cara Ciampitt: 32-31-22-14-0020 $77,200 + $196,600 = $273,800 33 $77,200 + $ 194,200 = $271,400 34 35 Bradley Blahana: 32-31-22-13-0035 $91 400 + $ 433 900 = $525 300 36 $91 400 + $ 420 800 = $ 512 200 37 38 Peggy & Richard Diehl: 27-3 1 -22- 14-0014 No Change 39 40 Mayor Reinert noted the time that all cities faced a downturn in valuations due to the economy (ten 41 years). That is now being corrected by a better economy. The city has surpassed valuations from 42 before the downturn. 43 44 Mayor Reinert remarked that the council does have the authority to lower property values. He 45 opened the floor to hear from property owners present wishing to speak. 1 BOARD OF REVIEW MINUTES Mav 6, 2019 APPROVED 46 47 Dan Eichens, Anoka County Commercial/Industrial Appraiser addressed the council. He reported tht 48 commercial valuations in the city went up approximately 6.47 percent and industrial 1.72 percent. 49 He noted that he has received a petition regarding the valuation on the recently constructed 50 distribution center in the City; he spoke the assessment technique used to valuate that property which 51 was sold on an income guarantee basis. 52 53 Motion by Maher to accept the board report and the referrals to the Anoka County Board of 54 Equalization as indicated. Council Member Manthey seconded the motion.
