October 5, 1978 Mr. Schneider intrZduced Mr. Pon Commission. Mr. Pass is a former answer questions in this area for t Director of the Metropolitan Sports Administrator and was present to e Council members. The matter of the Open Meeting Law was discussed in relationship with the consulting of a Council member and an administrator and Mr. Pass said this does not apply to a person .ih that position. He felt if the Council needed expert advice, Mr. Phil Cohen, 561-4133 or 291-6959, could assisst them. Mr. Schneider said he had done quite a bit of work in the area of this position and would asked the Council permission to continue. The consensus of the Council was that Mr. Schneider should continue this research. Mr. Schneider said:he had contacted the League of Minnesota Cities and they had requested a copy of the job description for the Clerk -Treasurer. This has been mailed along with a copy of the duties of the Deputy Clerk. Mr. Bush will have information Pack to Mr. Schneider for the last meeting in October. Mr. Schneider had prepared an analysis of the 1979 budget to the 1978 budget, this inclueded the anticipaPad income and the expenditures as set forth at the last budget hearing. There are some special levies outside the levy limitation that was computed with the assistance of Mr. Don Anfinson. The matter of deleting 10,000 from the road budget was discussed, This was in the budget to insure repair of streets that could be ruined by a developer who used that street to gain acess to a new plat. Mr. Zelinka felt that ;if a City street is destroyed in such a planner, the developer, should be responsible for the restoration of that street. The City should have ;some assurance that this is the case before the hardshells are signed. P'erhaps the Council should consider an Ordinance in this matter. It was also s ggested that the developer's liability insurance be written to cover this possibility Some of the dedicated' funds tor the Park have been invested in CD's, 90 days at 74% interest. :There w.as.d.iscussion on the use of this interest, should this remain in the dedicates funds or can it be used for general maintenance for the Park syste? October 5, 1978 - Page Three - Mr. Schneider went over the additions and deletions and with the additional interest, this should present a balanced budget. The Clerk was instructed to add to the monthly report, a schedule of investmen with the interest rates included. The get for matter of the fees charged for City services was discussed. The Clerk is a copy of the current fees to all Council members for their recommendation an increase in these fees. The matter of hiring a Clerk -Typist to take and transcribe minutes for the extra,meeti;ngs was discussed. Mr. Schneider suggested adding 1,000.00 to the budget for this purpose. There is also the need for long term disability insurance far the maintenance men as well as the Police department. An additional 500:.00 to be added for this. The summer recreational programs in the school districts was discussed. There was a questions as to who uses these programs. The general consensus of the Council was that. if one district was supported, then all three must be supported in like manner. They felt that the City should participate in these programs but at this time it is financially impossible. They felt that the offer of full use of the Parks was one thing that could be done and this should include all_ school districts. On the matter of the shade tree control program, Mr. McLean questioned if this was necessary. The Clerk is to contact the City Attorney on this matter. Mr. McLean felt that since the .hulk of the Planner's time is spent in re- viewing preliminary plats and, this is paid by the developers, the planners fees could be cut by at le' st- 500.00. Based on the foregoing diistcu5Ieion, Mr. Schneider moved to certify the levy to the County to include the 10eCial levies as set forth in these figures, with the total levy to be $22,0;,369.00, with the levy for the shade tree, control to be deleted and' the,,,figure adjusted in accordance with the Attorney'. recommendations. Seconded by. Mr. McLean. Motion declared passed. Mr. Schneider said the public .Hearing on the use of the Federal Revenue Shareing Funds to be held pp Pct. 10, 1978 will have to be continued until the regular meeting on Oct. 23,<i 1`978,; He needs more time to set the use of these funds. Tile Cerk is call on the possible City's that might be interested in shar;ing, such a person., Mayor Karth said Tarr had called and the City's package is going October 5, 1978 - Page Four - to a committee for internal review, from there it goes to the Physical Development Committee.
