of a special Council Meeting held
September 21, 1987
North Road Assessment hearing, I'll open that hearing at
9:00, and I think the process has been stated pretty clearly
and I know we have gone through it a couple of times, I know
most of the people in the audience have been through the
first two. Ron, do you want to briefly touch on the project
scope.
Ron Stahlberg: Outlines the project
Mayor Benson: Ok, is there anyone here to speak for or against?
Mn1Mvejkin: My name is Frank Mvelkin, I am here representing Ms.
Clingingsmith and Mr. Fletcher who are the owners at 6808
Lakeview Drive, these people became owners of this property
within the past year, and are without the benefit of some
of what took place prior to this time. I wonder if someone
could tell us when was this proposed assessment first con-
sidered to be a pending assessment.
Ron Stahlberg: September 1986, but did not have the exact date.
Mr. Mvelkin:

Mr. Mvelkin:
I'm not going to ask that you provide it right at this
time, but these are some of our basic concerns. The next
question is when will the work be completed.
You can talk to your clients and find out that some of
it hasn't been completed yet, so its a project that was
initiated last summer, and is about 95% completed.
But the 95% was completed quite some time ago.
Then the next thing was when, the then property owners
first given notice of this proposal- the improvement.
Ron Stahlberg: Probably about April.
Mr. Mvelkin:
I guess at some point I'll get more specific - I don't
want to tie up anybodys time getting those specific
answers. Then he goes on to say. It is my understanding
there are 5 property owners that are affected, is that
correct?
Ron Stahlberg: 6. There are 5 property owners, but 6 parcels of property.
Mr. Mvelkin: Do you have a breakdown of the per foot cost for the
different developments?
Ron Stahlberg: Yes, that depends on the assessment of the home. Marilyn
has that on file.
Mr. Mvelkin: Maybe, it would be just as well to file an objection at
this time and talk all of the matters later and it might

expidite things for all of us here tonight. I'm
willing to do that or else I'm going to wait to get
an answer. I think one of the things I'm going to be
asking for is for instance, a copy of the notices
that have been sent earlier to the property owners
and establish...
If I remember right, you'll find exactly what you need
at the hearing. --in audiable-- Yes. she was at the
hearing.
Mr. Mvelkin: When was the original hearing?
Jan Clingingsmith: The people who owned the house before us were notified
by mail, to attend the meeting of City Engineers on
July of 1986. We didn't become owners until September
of 1986. This was started way before we bought the
place.
Mr. Mvelkin: I guess that becomes the question. Were prior owners
notified.
Ron Stahlberg: I think the meeting with the previous City Engineer was
on site, and the actual legal proceedings I think were
-- in audiable--.
Marilyn Anderson: The public hearing was held October 27, 1986, and we
held an informational meeting here at City Hall with
Bob Toddy.
Mr. Mvelkin:
The informational meeting was held July 20, 1986
And your file notices were sent to the prior owner?
Will I be able to get a copy of that notice?
Why don't we just note an objection and then I can
discuss the entire thing with Ron Stahlberg within a
few days.
Mayor Benson: Yes.
Mr. Mvelkin: Thank you.
Mayor Benson: I take it you're off on a legal question as to the buying
and selling of the house, as opposed to the assessments
from what I can see.
Mr. Mvelkin:
Well really its both, but I'm not prepared to concede
at this time, but we agree on the map of the assessments
of this particular parcel verses this other parcel, but..
