The agreement allows 78 the City to receive and administrator U.S. Department of Housing and Urban Development (HUD) 79 funds. The changes are administrative updates only. 80 Council Member Rafferty moved to approve Resolution No. 19-77 as presented. Council Member 81 Maher seconded the motion. Motion carried on a voice vote. 82 613) Public Hearing; Consider First Reading of Ordinance No. 0849, Vacating Right -of --Way, 83 Drainage and Utility Easement, Saddle Club 4tn Addition —City Engineer Hankee asked that the 84 council hold a public hearing to consider an ordinance vacating certain property within the Saddle Club 85 4th Addn. The easements that would be vacated are no longer required based on the final plat. 2 COUNCIL MINUTES June 241, 2019 APPROVED 86 Mayor Reinertopened the public hearing. There being no one present wishing to speak, the public 87 hearing was closed. 88 89 Council Member Manthey moved to approve the First Reading of Ordinance No. 0 8- 19 as presented. 90 Council Member Stoesz seconded the motion. Motion carried on a voice vote. 91 92 6C) Consider Resolution 19-81, Approving Land Acquisition from Estate of Margaret 93 Carpenter (7685 Lake Drive) - Community Development Director Grochala reported that this 94 acquisition is recommended based on a review of the City's Economic Development Advisory 95 Committee (EDAC) for future road extension and redevelopment in the area. The property owner 96 has come forward offering the property for sale. 97 98 Mayor Reinert explained that acquisition of this property relates to a future roadway alignment with 99 Marketplace Drive. The current streetway would then be available for development. 100 101 Council Member Manthey moved to approve Resolution No. 1941 as presented. Council Member 102 Stoesz seconded the motion. Motion carried on a voice vote. 103 104 6D) Consider Resolution No. 19-80, Approving Change Order No. 1, 2019 Mill and Overlay 105 Project — City Engineer Hankee explained that the change order is requested based on a previous 106 discussion with the council to add replacement of certain gate valves to the scope of the Mill and 107 Overlay Project. Based on additional valve issues this past weekend, along with the change order, 108 staff is recommending doing some additional exploratory discovery and getting back to the council 109 with more data. She added that the contractor is scheduled for July 8, weather permitting. 110 111 Council Member Stoesz asked if staff has a communication plan to residents that could experience 112 outages. Ms. Hankee said they have a plan and utilize door hangers generally; an email list will be 113 attempted. 114 115 Council Member Manthey thanked staff for keeping the council up to date on the situation; further 116 exploration is a good idea. 117 118 Council Member Manthey moved to approve Resolution No. 19-80 as presented. Council Member 119 Stoesz seconded the motion. Motion carried on a voice vote. Council Member Rafferty abstained 120 from voting. 121 122 UNFINISHED BUSINESS 123 124 There was no Unfinished Business. ]25 126 NEW BUSINESS I27 128 Mayor Reinert explained that school districts do not pay to replace play structures at their facilities. 129 The responsibility generally falls to the school PTO. It can be a large project for those small 130 organizations to raise the amount of funds required. Since the play areas are used by the community 3 COUNCIL MINUTES June 24, 2019 APPROVED 131 as well as students, the council put together a program whereby the City would donate up to $20,000 132 for improvements if the school district matches that by two. He showed a pack of thank you letters 133 from elementary students thanking the City for the effort and funding.
