17 Items on the agenda were reviewed.

19 Item 1 D - Mayor Reinert suggested that the permit to sell liquor (beer) at this year's City
20 Corn Roast be added back to the Consent Agenda for approval. The council discussed
21 the possibility of delaying a vote on the matter. Mayor Reinert remarked that a delay
22 might mean the vendor can't get everything in place in time for the event. The council
23 concurred to consider the matter at the council meeting.

25 Item I —Peddler License for Clearway Community Solar —Council Member Stoesz had
26 contacted staff with a question about the Citys code requirement related to business
27 reputation. Specifically, the code indicates that a business should not have more than
28 three complaints with the Better Business Bureau and he believes there are more on this
29 company.

31 City Clerk Bartell explained the difficulty of checking a business reputation with the tools
32 referenced in the Code (Better Business Bureau and State Attorney General's Office).
33 Those don't appear to be a good source for definitive information. Clerk Bartell asked
34 staff if the council would like staff to look at changing the language in the code or
35 removing it. Mayor Reinert indicated that he would prefer to continue business
36 reputation consideration as part of the code. There was some discussion about the type of
37 business/product of the applicant.

39 Council Member Manthey said he's okay with this license based on the applicant passing
40 the background check but he's interested in the process for these licenses and how the
4l City can show the residents what is done for safety.

43 Council Member Stoesz expressed concern that the City must have some standards for
44 looking at a business reputation. Staff should look at what other cities are doing.

48 Item 6A — Community Development Director Grochala explained the need to amend the
49 City's agreement with Anoka County to receive and administer U.S. Department of
50 Housing and Urban Development (HUD) funds. Both amendments proposed are minor.

52 Item 6B — City Engineer Hankee explained that the easement dedication is no longer
53 needed with the final plat.

55 Item 6D — City Engineer Hankee recalled a previous discussion about replacement of
56 some gate valves. Part of the discussion was to move forward minimizing the amount of
57 vibration from road work equipment. The past weekend, however, there were a couple of
58 service breaks with no work going on. Staff is still recommending approval of the
59 Change Order that will provide some replacement of valves but also to do more
60 exploration on the matter.
