1 . Call to Order and Roll Call
The October 01 , 2018 City of Lino Lakes Park Board Meeting was called to order by
Park Board Chair Pat Huelman.
2 . Setting Agenda
The Agenda was approved as presented .
3 . Approval of Minutes
October 1 , 2018 & January 7 , 2019 Park Board Minutes
Clark Gooder made a MOTION to approve the Meeting Minutes from October 1 , 2018 .
John Nordlan supported the MOTION . All in favor and MOTION carried .
Richard Jensen made a MOTION to approve the Meeting Minutes from January 7 , 2019 .
Clark Gooder supported the MOTION . The three members that were at the meeting were
all in favor and MOTION carried
4 . Open Mike
There was no one present for Open Mike . Open Mike was closed .
5 . Review Recreation Department Website
Kellie Schmidt, Public Services Administrative Assistant, provided an over of the
Recreation Department website and Facebook page .

Kellie reviewed the recreation tab of the City website pointing out the online recreation
guide , the quick links that are offered, the different information on each page, how
community events and information are being promoted, etc .
Gooder stated that he liked the big bold links on the website . Stated it was easy to see and
find things . Stated he likes the simplicity of it. Huelman agreed .
Kellie also reviewed the Lino Lakes Recreation Facebook page pointing out that the
number of follower (over 1700) and how that number continues to grow. She also stated
that a lot of the relevant information regarding program updates , events, etc . is also
posted on there and pointed out that it is another resources for residents to get up to date
real time info . She also stated that the Recreation Facebook Page is predominantly lilted
and followed by the average 34 year old woman and that when photos of kids in the
programs are posted the page receives more followers and the post receives a lot of
shares .
Gooder asked if there was an area on the Facebook page where people could comment on
things that needed to be fixed or where they could comment on what they would like to
see in the community, etc . Kellie stated that the public is able to comment and provide
feedback on the page . She also stated that a survey using Survey Monkey (which is
usually free) could be added as a link on the page to collect information about the parks
and residents thought . The information could be reviewed in graph form, printed
responses , etc . Kellie also suggested that surveys could be done at community events
using an IPad or survey box .
6 . Consider Shenandoah Park Little Free Library Proposal
The Park Board Members reviewed the proposal from Cora Rost regarding placing a
Little Free Library at Shenandoah Park (see April 1 memo regarding Shenandoah Park
Little Free Library Proposal) . The proposal provided the construction details , time line,
ongoing maintenance, and preferred location for the Little Free Library .
Nordland asked DeGardner, Public Services Director, how far the proposed Library
would be setback from the Road? He was concerned about snow plows . DeGardner stated
it would be about 25ft back so people would not be near the road and it would not hinder
snow removal .
Nordland asked if there was a trail near the proposed location and DeGardner responded
that there was not .

Andrea Schmidt asked DeGardner if the proposed spot by the resident was a safe spot for
residents to access the library and DeGardner responded that they were looking to place it
closer to the Park so that the people would not be close to traffic .
Gooder asked if the size was about the same as the other Little Free Libraries . DeGardner
responded that he believed it was relatively the same size . DeGardner stated resident was
not certain of the color of the library as of yet and stated that they would want to know
and see the color prior to the full approval of the library but stated that he thought the
resident has good intentions and a good plan in place for the library . DeGardner also
stated that the resident was looking to have it installed sometime in June .
Gooder inquired about whose land the library would be installed on and DeGardner
responded that it would be on City property/Shenandoah Park property .
Huelman stated that he thought the library would be a nice added benefit especially for
parents who are watching their kids play they could grab a book and read a chapter .
Andrea Schmidt stated that she thought it was a good idea as long as the maintenance and
upkeep is done by the resident .
Richard Jensen shared his concern about vandalism . Stated that although it was a concern
they had good success with the other two and didn ' t see why this one wouldn ' t work .
Andrea Schmidt pointed out the proposal addressed the ongoing maintenance and pointed
out that the resident stated it would be the residents responsibility to maintain the library .
She stated that the resident seemed to understands and take responsibility for the library
and that she is ok with the library as long as it is far enough from the road . States she
thinks this is really a nice and sweet idea.
DeGardner did state that there is some uncertainties right now as the libraries are
relatively new. One being how long they last depending on what they are built with. He
stated that the library could last 3 , 5 , 7 years but will not know until further down the
road whether there could be some light maintenance needed on them .
Jenson stated that he agreed with Andrea that any maintenance needed would be the
responsibility of the resident who put it up . DeGardner states that the City could certainly
request that, however at the end of the day the structure is still on City property . He
believes that the intent of the resident is to maintain the library but people move and
such . He states that he is cautiously optimistic that this is something we should continue
to support .

Gooder stated it wouldn ' t cost much if the resident left and stopped taking care of the
library and the City just needed to pull a post out to get rid of it if needed . DeGardner
concurred.
Huelman stated that as long as the proposal meets the requirements of the staff it ' s a good
experience and he thought the City should allow it and see how the three go . He stated
that down the road we may notice if one design or material works better than the other
that they could provide insight to others that propose doing this depending on how it
works out for our City and what construction materials for the libraries work best .
Levi suggested adding a latch to the library . He stated that the Little Free Library located
at Lino Park did not initially have latch and many of the books were exposed to the
elements and were wrecked . Stated that when proposals are reviewed, we need to make
sure there is a latch in their building plans .
Gooder also suggested using plexiglass vs . glass .
All in all, the Park Board Members were all on board with allowing the resident to place
a Little Free Library at the Park .
7. Parks Department Updates .
A. Arena Acres Park
The City Council authorized staff to proceed with construction of a tennis court at Arena
Acres Park during the October 1 , 2018 City Council Work Session. The paved trail has
been included to provide accessibility from Andall Street to the tennis court, playground
area, and basketball court (see April 1 , 2019 Memo to Park Board Members regarding
Arena Acres Park Update for more information) . Funding for this project is provided by
the Park & Trials Improvement Fund.
Jenson inquired what they currently put on the tennis court for material surface .
DeGardner responded that it is acrylic paint. Jenson then asked how long it lasts and
DeGardner stated it typically lasts about 7 years . DeGardner stated that they did look into
versa court tiling and but a cost analysis showed that it was not financially feasible so the
court will be made out of asphalt .
Gooder asked what the timeline for the court was . DeGardner stated it would be soon. It ' s
a small project and we already have the tennis courts and nets in possession so just
waiting for contractor to schedule the work. There is a cure period 3045 days before they
could paint, but it is technically about a 1 day project for the work once scheduled and
then another day to paint stated DeGardner .

Andrea Schmidt mentioned that in the past there was a City park that was installed and
we asked for volunteers . States she understands that for this project it ' s more construction
work but asked if there would be opportunity for some kind of volunteering or scheduling
a grand opening for Arena Acres Park once project was completed to celebrate the
project . DeGardner stated that we could post photos and post an announcement on the
Recreation Facebook page and City website . Stated once we get some dates we could
give some thoughts to a mini grand opening . Gooder stated he agrees that at least it
would be a good photo opportunity to show residents where some of the Parks & Trails
money has been spent on.
Nordland asked DeGardner if there would be benches . States he does not see it on the
plan . DeGardner stated that there are looking into installing benches inside or outside the
tennis court but that hasn ' t been decided yet on where the best place would be . Haworth
stated that there is a bench in the playground area and Gooder stated that he thought there
was some type of gazebo type area as well with seating .
Huelman stated it was good progress and that it will be one of the more visible pieces of
their first project regarding Park & Trails Improvements .
B . Woods Edge Park
The City Council approved resolution 19- 15 (Ordering the project, approving plans , and
specification, and authorizing advertisement of bids for Woods Edge Park Project) , See
April 1 , 2019 Park memo regarding Woods Edge Park Update .
Huelman asked if the playground equipment was included in the bid. DeGardner clarified
that it was not. Huelman states that this will be a fun project as it is a different theme then
some of our parks .
C . Sunrise Park Playground Equipment
During the January 29 , 2019 City Council meeting the Council approved a contract with
Northland Recreation Inc . in the amount of $ 95 , 000 for the design, equipment, border,
safety surface , and installation of the Sunrise Park Playground Project (via Resolution
No . 1943 ) . Public Services Department staff will process and perform the necessary site
work . Intent is to have the playground ready for the Summer Playground Program which
starts June 10 . See April 1 , 2019 Park Board Memo regarding Sunrise Park Playground
Equipment Update .
Huelman states it will be great to have this new playground for the Park Program and for
all our summer events . Huelman inquired if the company working on this playground was
the same company who installed the playground at Birch Park . DeGardner identified that
it was, and that the same company also did North Pointe . Huelman states the company
has been very workable and DeGardner agreed adding they have good quality equipment.

Gooder stated that this project is another good example to be able to show the public
what they are doing with their dollars . He suggested that maybe there could be a
recreation table at the corn roast and they could staff it to be there for community
members to stop by and hear from community members .
D . Recreation Complex
The City Council discussed this topic at the January, February, and March City Council
Work Sessions and directed staff to place this on the April I " work session agenda for
further discussion . The total estimated cost for Phase IA Base Development is $ 592 , 232 ,
including contingency and design fees . The proposed development includes six pickleball
courts, two tennis courts , parking lot, trails , and landscaping . See April 1 , 2019 Park
Board Memo regarding Recreation Complex Update .
Huelman asks if there is any funds left over for the Apollo trail and DeGardner responded
that the City Council did approve the Apollo Drive trail from Lake Drive to Lilac . The
trail didn' t extend along Lilac , but the trail work will be done this fall . DeGardner also
stated that the trail from Lake Drive to Park Court will also be completed .
Gooder mentioned the 12t" Avenue Trail and stated that he was glad to see that that
project/information was moving and that it was to be discussed at the next Council Work
Session.
Gooder asked DeGardner if there was anything in place for the one resident that might
want to sell , or if his family would want to sell , their land in that area of Lino . He
inquired if the City would have access to the rest of that land, estimated it was about 10
acres . DeGardner states that there has not been any discussion in that . States if that land
was to come up for sale the City Council might further the discussion on that.
Gooder suggested that when approaching Phase 2 of the complex, and as they approach
it, that maybe they should consider working, or discussing, Phase 2 with the Little
League and residents . DeGardner states that there are many possibilities but Phase I
allows for more development and any further development of that area would require a
more in-depth discussion with residents .
Huelman stated it will take time to build the community support and reach out to the
organization that might play a role or use the facility .
8 . New Business
Gooder asked Public Services Director, Rick DeGardner, if the Park Board/Park & Trails
was allotted funds for the fiscal year . DeGardner responded not at this time , but when he
hears that they do he will inform them . Gooder stated that whether they have the funds
now or not they need to work on identifying where funds should go for improvements
just like they did this past year so they have a plan moving forward .

Levi asked DeGardner if there were signs at the picnic shelters stating you could rent the
shelter . DeGardner stated that there was not signs and that there were very few that could
be rented by the public . DeGardner went on to state that the City has not concentrated on
that being a huge revenue generator as they are not really destination parks , however the
City could consider it for the future . He also stated there really hasn ' t been a demand for
the park shelter rentals either . It was determined that this could be a future agenda item .

Shenandoah Lark
Little Free Library
I think a little free library at Shenandoah Park would benefit our
community and encourage youth and adults to read . The park would be
a well trafficked location and allow for easy access .

Construction Details :
I plan on building the Kalamazoo Little Free Library (pictured above) with my father. The post
generally does not need cement and is requires a 24"- 30" hole. Since the hole is 2+ft deep someone may
need to call Gopher State One Call (811 or 1400-2524166) to check for lines in the ground . Since I
don't own the property, I don' t think I can do this . We will have to be in contact when I am ready to
install the library (around June) . I haven't decided on a color scheme yet, but it will probably be floral
themed or just a solid color. If we can ' t make the little free library ourselves we may as a last resort, buy
one from the Little Free Library website. I have attached pictures of my preferred locations on the
second page.

Timeline :
We want to wait until it warms up a little outside before we build it and the ground needs to unfreeze .
And I am in college so I ' ll have less free time around finals in May. I would estimate that we can have it
built and installed by the end of June, maybe earlier .
Ongoing Maintence :
I will supply some books to get the library started and do paint touch-ups as needed .

The City Council authorized staff to proceed with the construction of a tennis court at Arena Acres
Park during the October 1, 2018 City Council work session . The paved trail has been included to
provide accessibility from Andall Street to the tennis court, playground area, and basketball court .
This project is divided into two parts — Site Improvements ( earthwork, aggregate, court and trail
paving, court painting/striping), and Fencing . Four quotes were received for the Site
Improvements with the low quote submitted by Midwest Asphalt in the amount of $ 70,487 . 10 .
Three quotes were received for Fencing with the low quote submitted by Century Fence in the
amount of $ 16, 174 . 80 . The City Council awarded both contracts during the March 25 , 2019 City
Council meeting.
We anticipate work commencing as soon as Arena Acres Park sufficiently dries out . Funding for
this project is from the Park and Trail Improvement Fund .

RE : Woods Edge Park Update
The City Council approved Resolution 19 - 15 ( Ordering the Project, Approving Plans and
Specifications, and Authorizing Advertisement of Bids for the Woods Edge Park Project ) on January
28, 2019 .
Bids were received and opened on Thursday, February 28, 2019 . A total of seven bids were
received . The bid tabulation indicates the low bidder as Dunaway Construction , Columbus, MN , in
the amount of $ 119 , 315 . 06 for the base bid plus all alternates .
The City Council will be considering accepting the bids and awarding the project at the April 8,
2019 City Council meeting .
Attached is the master plan of Woods Edge Park .

During the January 29 , 2019 City Council meeting, the City Council approved a contract with
Northland Recreation Inc . in the amount of $ 95 , 000 for the design , equipment, border, safety
surface , and installation of the Sunrise Park Playground Project (via Resolution No . 1943 ) .
Public Services Department staff will undertake the removals process and perform the necessary
site work . We are also communicating with the Centennial High School Honor Society in hopes
they may be able to provide assistance as part of their volunteerism component this Spring . Our
intent is to have the playground area ready for the beginning of the Summer Playground program
(June 10 ) .
Attached is the master plan of the new playground equipment .

Re: Recreation Complex Discussion
Background
The City Council discussed this topic at last month ' s work session and directed staff to
place this on the March work session agenda.
The total estimated cost for Phase 1A Base Development is $ 592,232, including contingency
and design fees. The City Council has previously designated $375 ,000 to fund this first
phase . Staff has identified the following funding sources to fill the gap :
( 1 ) $ 137, 000 from 2018 Parks and Trails Capital Projects Fund
(2) $ 80,232 from the Dedicated Parks Fund.
There was also discussion considering placing the development of Phase 1 A on the ballot for
consideration .
The .master plan and cost estimates for Phase I are attached. The proposed development
includes six pickleball courts, two tennis courts, parking lot, trails , and landscaping. The
shelter and basketball court are not reflected in the base development costs .

The Public Services Department is working on the final touches for the Blue Heron Days
celebration which will be held August 16- 18 .
In conjunction with running Blue Heron Days, the Public Services Department will also have a Parks
& Recreation promotional table at the Quad Area Chamber of Commerce Business & Art Expo at
Lino Park . This table will provide residents with information about upcoming programs, events,
and activities . Due to staffing levels , and the demand of employees to work Blue Heron Days, this
table will be checked on throughout the day but would not be manned the entire event . We invite
Park Board members to sign - up to be at the table during the event to help with the table ( keep it
organized , put out more materials as necessary, provide guidance on where residents can obtain
answer to their questions, as well as hear from residents' concerns and request regarding their
parks & trails ) .
We believe this will be a great opportunity for Park Board Members to be visible and available to
the public and invite you to sign up for a 1hr shift to help at the table .

RE : Woods Edge Park Update
The City Council accepting the bids and awarded the construction project for Woods Edge Park
during the April 8, 2019 City Council meeting . Later in the month our Parks Supervisor,
Environmental Coordinator, Landscape Architect consultant, contractor, and myself met on -site
for a pre - construction meeting . There was a concern about undergoing the site work (felling trees
and bringing in heavy equipment ) and possibly unintentionally damaging one of the mature oak
trees in the immediate area . This would likely cause an oak wilt infestation , resulting in the
eventual loss of all oak trees ( There was a previous oak wilt infestation in the Regional Park ) . We
collectively determined it was best to wait until August, when it' s safe to prune ( or accidently
injure oak trees ) .
We have scheduled a pre- construction meeting on August 12 with site work commencing shortly
thereafter .

Thanks for the email . I agree that several of our 18 neighborhood parks ( including Sunset Oaks
Park ) are in need of many upgrades , including playground equipment . Historically, the City has
not utilized general fund dollars ( taxes ) for park improvements . This changed recently in 2018
with the City Council designating funding for parks and trails improvements . As a result, new
playground equipment was installed at Birch Park in 2018 . In 2019, new playground
equipment was installed at Sunrise Park, a tennis court replaced at Arena Acres Park, and a
trail was constructed along Lake Drive near City Hall . In the Fall , a trail will be constructed
along Apollo Drive between Lake Drive and Lilac Street .
Even with the recent improvement projects , our existing parks system needs a lot of attention .
I attached a pdf . file summarizing our existing playground equipment . With 11 playground
structures 20 + years old , I am hopeful the City Council continues to provide funding for park
improvements . As funding becomes available , the Park Board will take into consideration the
needs of our entire parks and trails system and provide recommendations to the City Council .
I will forward your email to all Park Board members . As always , residents have the ability to
communicate with their elected officials on what they think should be priorities for the City .
The initial 2020 budget discussion is scheduled for July 29 .

Fortunately this has changed . During the 2018 budget process, the City Council designated $ 500 000 in Parks
and Trails Capital Improvements . After 5 months of discussion, the Park Board provided the attached
recommendation to the City Council on May 5th . To date, the City Council has only authorized funding for the
Birch Park Playground project .
Regarding playground equipment replacement projects , staff has prioritized the replacement of existing
playground structures based on age, condition, and amount of use (see attached. Disregard the dates, this sheets
just illustrates a possible timeline if structures were replaced each year , With Birch Park already funded,
Woods of Baldwin Park is ranked third. Please note this ranking does not guarantee the order of replaced
playgrounds .
Staff is hopeful that the City Council will continue to provide significant funding for parks and trails
projects. With the initial 2019 budget discussions scheduled fo` July 31 , residents have the ability--to

Also, Birch Park is getting new playground equipment only (not full remodel) . The $ 62,000 In Park Dedication
received from the Saddle Club development (adjacent to Birch Park) is funding 100% of the playground
equipment and installation. The City is providing additional funding of $ 30000 for the border and engineered
wood fiber .

RE : Marshan Boardwalk
The condition of the 20 + year old Marshan boardwalk has been on our radar the past several
years . The Park Board visited the Marshan Boardwalk on July 10, 2017 to review the condition of
the Marshan boardwalk and " Caution - Uneven Surface" signs were installed .
Last week, Park Maintenance staff placed barricades at both entrances to the Marshan Boardwalk .
This is primarily due to the uneven surface of the boardwalk . Even with the warning signs
prominently placed near both entrances, staff was made aware that a bicyclist sustained an injury
while riding on the boardwalk .
Staff is currently evaluating options and will be reporting back to the Park Board this Fall .

RE : 2020 Proposed Budget Projects
The City Council held the first 2020 budget discussions on July 29 . Two parks/trails projects have
been identified for possible funding next year :
➢ Replace Lino Park Playground Equipment - $ 95 , 000
➢ 12th Avenue Trail - $ 200, 000

The playground at Lino Park was installed in 1998 and is need of replacement . The playground structure at
Lino Park is one of the most visible and heavily used structures in our neighborhood parks system .
Public Services Department staff will undertake the removals process and perform the necessary site work .
The project cost will include design work, playground equipment, concrete border, engineered wood fiber,
and use of a certified playground installer .
With aging playground equipment throughout our parks system ( 12 structures are 20+ years old ) , it is the
Park Board ' s goal to recommend the replacement of at least 1- 2 playground structures each year, based up -
on available funding .
Recommended funding is from the Park and Trail
Improvement Fund .

RES Family Corn Roast
The Parks and Recreation Department hosted its 9th annual Family Corn Roast on Thursday, July
lots of • temperatures in the : 1 • • breaking crowd was on • to
take part in the annual event ! Shirts and Skins performed live music, the Rotarians sold raffle
tickets at our raffle , Sammy Sue and Amazing Scott did face painting and balloon art, and lots of
fresh roasted corn and food was served all evening long . Other highlights included the Lino Lakes
Ambassadors in attendance to help with spin art, bounce houses , and snow cone making . The
local police and fire departments held their annual Guns and Hoses softball game and the weather
made the event one of the best of all time ! We look forward to seeing everyone again at next
year' s event which will be our 1
th Annual !

RE : Credit Card Processing Using Square
The Public Services Department is excited to announce that we have the ability to accept credit
cards at our events, and city hall counter, using the device "Square" .
The City purchased the components to use Square for credit card processing in order to accept
credit cards at events and at the Public Services window . It had come to our attention that many
people , especially young people, do not carry cash and that we may be losing out on sales, or
creating an inconvenience , at our events by not taking cards . Square allows us to use the already
purchased , and on hand , City IPads to take credit card transactions at our event venues . The IPads
are wireless, portable, and convenient . There is no monthly processing fee for Square , however
there is a transaction services fee when credit cards are processed (this is a very minimal fee
compared to previous fees we were paying ) .
Prior to the Square, the City used a counter credit card processing machine to process credit card .
The machine/company charged monthly fees for use of this machine ( whether transactions were
made on it or not ) . It was determined that Activenet ( our online program registration system )
could handle 99 % of the credit card transactions that we were processing, and being that we paid
the fee anyway for the services as it is our online registration system , it made sense to just use the
computer as the Point of Sales processing center for the counter as well . The Square will allow us
to process payments that Activenet is not setup to process, as well as, be versatile to use at any
City event across any and all departments .
The Square was first used at the 9th Annual Corn Roast in July . Although we did minimal
transactions ( only $ 149 was done ) it was a great learning experience for our staff as we gear up for
Blue Heron Days . It is our hope that the Square onsite processing capabilities will make it
convenient for everyone to purchase what they want at our events without the worry about
having to stop and get cash prior to the events ( it will also cut down on the amount of cash on
hand and floating around at the event venue ) .

RE : Proposed 2019 - 2020 Warming House Hours
We are recommending that the skating rinks and warming houses open starting Friday, December
13th (weather permitting) until Sunday February 23rd . Once again this year we are recommending
that Sunrise, City Hall , and Birch Parks are the sites that will be open for skating .
