HomeMy WebLinkAbout2019-096 Council ResolutionCITY OF LINO LAKES RESOLUTION NO. 19-96 AFFIRMING THE RECITING OF PLEDGE OF ALLEGIANCE AT CITY COUNCIL AND CITY BOARD MEETINGS WHEREAS, the Pledge of Allegiance to the United States flag was written in 1892 and formally adopted by Congress as the pledge in 1942; and WHEREAS, the Pledge of Allegiance is an oath of loyalty to the Republic of the United States of America; and WHEREAS, a city council in Minnesota recently came under fire for removing the Pledge of Allegiance from the beginning of their meetings, and then reversed its decision after it sparked protests and criticism from people opposing the decision; and WHEREAS, the Lino Lakes City Council wishes to affirm its strong support for reciting the Pledge of Allegiance prior to the start of all regular City Council and City Board meetings. NOW, THEREFORE, BE IT RESOLVED that the Lino Lakes City Council hereby establishes that the current version of the Pledge of Allegiance be recited prior to every regular City Council or City Board meeting, as follows: "I pledge allegiance to the Flag of the United States of America, and to the Republic for which it stands, one Nation under God, indivisible, with liberty and justice for all." BE IT FURTHER RESOLVED that anyone in attendance during the Pledge should stand if physically able to do so. Adopted by the Lino Lakes City Council this 12th day of August 2019. The motion for the adoption of the foregoing resolution was introduced by Council Member Rafferty and was duly seconded by Council Member Stoesz and upon vote being taken thereon, the following voted in favor thereof: Rafferty, Stoesz, Maher,Manthey, Reinert The following voted against same: none Jeff Reinert ATTEST: uh e Bartell, Cit Cler CITY COUNCIL AGENDA ITEM 3D STAFF ORIGINATOR: Jeff Karlson, City Administrator MEETING DATE: August 12, 2019 TOPIC: Second Amendment for VLAWMO JPA VOTE REQUIRED: 3/5 INTRODUCTION The Vadnais Lake Area Water Management Organization (VLAWMO) is requesting approval of a Second Amendment to the Joint Powers Agreement to allow the use of revenue bonds to secure a loan from the Minnesota Pollution Control Agency (MPCA). BACKGROUND The VLAWMO Board authorized distribution of a Second Amendment to the JPA during its meeting on June 26, 2019. This amendment would give VLAWMO authority to issue revenue bonds up to $800,000 to secure an MPCA loan to finance a large project on Lambert Creek in Vadnais Heights. The project would enable VLAWMO to remove bacteria, increase water storage, and improve ecosystem functions. VLAWMO would like to have all its member cities approve the amendment before their next Board meeting on August 28 so they can move forward with the loan agreement with MPCA. RECOMMENDATION Approve the Second Amendment to the Joint Powers Agreement. ATTACHMENTS Second Amendment (2019) to the Joint Powers Agreement to Protect and Manage the Vadnais Lake Area Watershed
