Direct Bore is a small family owned underground directional drilling company. The former owner of these properties was Lino Lakes Blacktop. Direct Bore would use then 502/510 properties in a less-intense manner than the Lino Lakes Blacktop business, based on the number of employees and the amount of equipment. Direct Bore has 4 employees and 2 crews that operate 2 truck/trailer’ daily. In this proposal, the house will remain as a residence. The house would eventually be razed at some point (2030). The applicant proposes to continue using the existing private well and septic or tying into the existing city sewer and water at the accessory building. SITE PLAN Wetlands Wetland delineation has been done and accepted by the RCWD. All wetlands on the site must be protected. The wetland on the south side of the parcel is classified as a mixed hardwood swamp, and as a quality wetland. Floodplain There is no flood plain on the property Quality/Rare/Unique Features There are no rare features on this site. Tree Preservation A tree preservation plan must be submitted. Grading and Stormwater Management There will be a continuous and ongoing soil disturbance on this property. It is uncertain if an NPDES permit is needed for the site. However; city ordinance requires a SWPPP with the entire NPDES rule issues addressed. The owners must submit the name, phone number and certification/qualification information of the SWPPP manager for the site. As a part of the SWPPP, a weekly and post rainfall inspection of the project areas must be conducted and corrections made and documented and submitted to the City within a few days following the report. 2 Long term management must include a plan to cover all stockpile areas not disturbed for 14 days to be covered. All stock pile areas must have perimeter control. The Rehbeins are proposing a 20 foot grassy buffer. A plan must be addressed for the cleanup of all tracking off the site. A rock entrance must be maintained in an efficient sediment removal configuration for the endurance of the soil stockpile activity. Drain tile on the property that drains water from other parcels must be identified and protected. Drain tile from the northern property line drains wet areas on adjoining properties. All soils brought on to the site if different than top soil as per MN Dot standards must be approved by the City Engineer. RECOMMENDATION Given the nature of the high quality wetlands to the South, and the lacking of an adequate SWPPP, in addition to many unanswered zoning concerns it is not recommended to go forward with this at this time.
