ENVIRONMENTAL BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL:
Acting Chair Mr. Sullivan called the Lino Lakes Environmental Board meeting to order
at 6:33 p.m. on July 31, 2019.
2. APPROVAL OF AGENDA
The Agenda approved with following change
ADD – D. Wolans Park
Ms. Holmes made a MOTION to approve the agenda with the change. Ms. Kaufenberg
seconded the motion. Motion carried 6-0
3. APPROVAL OF MINUTES:
April 24, 2019
Ms. Andrzejewski made a MOTION to approve the April 24, 2019 Meeting Minutes.
Ms. Holmes supported motion. Motion carried 6-0.
4. Swearing in of Board Members – Eric Flower
5. Election of Chair & Vice Chair
It was moved by Ms. Holmes to appoint Mr. Sullivan for Chair. Motion passed

It was moved by Ms. Holmes to appoint Ms. Kaufenberg for Vice Chair whom
respectfully declined at this time.
It was moved by Ms. Kaufenberg to appoint Ms. Andrzejewski for Vice Chair. Motioned
passed.
6. OPEN MIKE
Mr. Sullivan declared Open Mike at 6:45 p.m.
Open Mike closed at 6:46 p.m.
7. ACTION ITEMS
A. Otter Lake Animal Care Center/CUP/Building Addition
This is for a conditional use permit to build an addition on to Otter Lake Animal Care
facility at 6848 Otter Lake Road – Otter Lake Animal Care Center.
The proposed plan is to expand the facility to include a 2800-foot extension and expand
the parking area for staff. The plan includes utilities (it will be on city water) and a
landscape plan. It is already on city sewer.
The developer has submitted an erosion control plan that meets our standards.
Mr. Sullivan asked about the drainage of the existing parking lot.
Mr. Sullivan would like to see water reuse from the ponds for the plants and sod
Mr. Asleson the maintenance agreement has to include both the south pond and the one
according to the plan is called basin one which does include two property owners.
Ms. Andrzejewski made a MOTION to approve with the following added
recommendations:
All bordering trees on properties next to the project must be fenced off with
orange fence to ensure there is no impacts to private trees
Consider irrigation of plants/grass with water from the drainage pond
No soil will be imported without approval from city engineer
Ms. Kaufenberg seconded the motion. Motion carried 6 - 0
B. Poehling Addition-6790 West Shadow Lake Drive/Residential Subdivision
This application is for an existing lot subdivision. This a lakeshore lot on Reshanau Lake
at 6790 West Shadow Lake Drive.

There are a number of other issues that zoning officials must look for proposed Shoreland
construction. In particular, this lot will have limited ability to construct accessory
structures, decks or additions due to the required setback from the OHWL (Ordinary
High Water Level).
The plan shows silt fence around construction site area and wetland basin and shows a
rock entrance.
An erosion control plan will be needed
Mr. Asleson mentioned it has to meet setback requirements which is the duty of the
Community Development department.
Ms. Andrzejewski wanted to know if they would be on city water and sewer.
Mr. Asleson stated that the future house and the existing house would connected to city
sewer and water.
Mr. Sullivan clarified that the management of the shoreland areas is the responsibility of
the city.
Mr. Flower asked about the future home built in a flood zone.
Mr. Asleson stated that the future home site would be elevated and be out of the flood
plain
The added recommendations from the Environmental Board are:
Disconnect area should include planted with native plants and alterative lawn mix
No soil will be imported without approval from city engineer
Ms. Holmes MOTION to approve the subdivision plan with the Environmental Board
recommendations.
Mr. Schwartz seconded this motion. Motion passed 6-0
8. DISCUSSION ITEMS
A. Blue Heron Days – August 16-18, 2019
Mr. Kvenc introduce himself and brought up the need for 8-12 voluntueers for Blue
Heron Days parade with the duties of picking up trash along the parade route.

Ms. Holmes will be there and reached out to Boy Scout troop 232
Mr. Sullivan will also be there and stated that line up is the east side of Target at
10:30am
It was suggested that the group stay together and not spread out to much along the
parade route
Ms. Andrzejewski mentioned that we can point them in the direction of the trash
container that will be placed on the parade route
Mr. Sullivan suggested ordering new shirts
B. Recycling Updates/Recycling Intern, Connor Kvendru
Mr. Kvenc presented the first half of the score report which covers January 1 st to
June 30th of this year, which is tonnage and expenses
Textile - just over 3 tons from Simple Recycling
Organicis - 6 tons collected by Ace Recycling
Recycling Saturday – 51 tons
At the corn roast where there were waste stations and signage recycling collected
was 38.24 lbs just under .02 tons and organics collected there was 281 lbs just under
1.5 tons. Noted was that we had ran out of organic bags.
At Blue Heron Days there will be three organic collection sites at the Lino Park and
at American Legion there will be two for a total of five collection sites
Mr. Schwartz mentioned putting a sign on the organic collection containers saying
no plastic may help with contamination
Ms. Holmes wanted to know what happen to fencing and signs at the organic sites
Mr. Flowers wanted to know about sending out an informational email and by
viewing the clicks to see how many people open the email. Also having a simple
video with the message may get more of a response.
Mr. Flower also suggested having a information video on the website relating to
organics and recycling
Ms. Kaufenberg wanted to know about putting information out in the city newsletter.
Also having all the cans in the same area with signs identifying what goes into which
cans

C. Environmental Board Member Duties
Mr. Asleson wanted the Environmental Board members to look over the duties and
goals of the board and lets stay within guidelines of this list
Mr Asleson will bring the slide presentation of what was presented to the City
Council – part of the Resourse Management plan which includes the wetland
management corridor.
It was discuss about #4 – to add organic and recycling information to newsletter,
quad, and website
Ms. Andrzejewski suggested a poster or visual thing that will get peoples attention
Mr. Flower remarked doing a visual one page insert in the water bill of 5 things that
you can do from a recycling prospective, 5 things you can do from an organics
prospective and 5 things you can do to conserve energy in your homes.
Mr. Asleson mentioned that there is a very good video on ground water that was put
out by the Anoka County Conservation District that could be put on the city’s
website.
Ms. Andrzejewski wanted to know what percent of residents are on city water.
D. Wollans Park
Mr. Alseson wanted to let everyone know that the city did get the final wetland bank
credits on Wollans Park.
Mr. Asleson would like to see a wood chip trail in the park
Mr. Asleson suggested on doing a pre-meeting in August at Wollans Park.
9. ADJOURNMENT
Ms. Andrzejewski MOTION to adjourn the meeting at 8:02 p.m. Motion supported by
Ms. Kaufenberg. Motion carried 6-0.
