APPROVAL OF MINUTES
It was moved by Mr. Cravero to approve the minutes from July 2, 2019. The motion was
seconded by Mr. Johnson, passing unanimously.
DISCUSSION ITEMS
A. Board Member Strengths and Experiences.
Mr. Schuller stated that he wanted to discuss members strengths and experiences to assist
businesses within the community. He noted, however, that given the upcoming election and
possible new council he requested that the item be tabled until the first of the new year.
Board members noted that finding employees seems to be one of the most difficult issues
facing local businesses. Opportunities to attract employees should be investigated.
Transportation was noted as one of the biggest problems. Mr. Grochala noted that Anoka
County hosts monthly job fairs that employers are welcome to attend.
B. Business Retention Expansion (BRE) Program Visits
Mr. Grochala stated that several businesses responded on the BRE survey that they would
welcome a meeting with the City to discuss their operation. He explained staff will be
setting up meetings in October and November. It was suggested that this would be a good
opportunity for committee member outreach by accompanying staff on these meetings. A
sign-up sheet for EDAC members interested in participation will be made and distributed.
C. Lyngblomsten TIF recap.
Mr. Grochala provided an update on the Lyngblomsten Tax Increment Financing request.
He stated that the City Council approved the request detailed in the staff report. A total of
$3.6 million will be provided. The TIF note is expected to be paid off within 7.5 years
based on an initial taxable market value of $33,000,000.
Lyngblomsten is working on final plan submittal and is hoping to break ground in late fall.
D. Project Updates
Mr. Grochala provided an update on the Minnesota Tech Corridor. He noted that it has
grown from a marketing stand point and there is a lot of interest. The City has worked out
partnerships with electric company and property owner to share site investigation costs. ,
The City is doing preliminary work regarding how the site will be served by utilities
He also noted the following:
There is pavement in Watermark, small utilities are being worked on, and permits will start
to be issued.
Construction will begin on the model homes in Eastside Villas.
Nature's Refuge is pending City Council approval.
All Season's Rental is under construction.
Otter Lake Animal Care Center expansion is going to City Council.
Main Street Shoppes 2nd Addition is progressing.
Hy-Vee pulled out of a purchase agreement for a property on the south side of the City.
A study was completed on Centerville and County Road J and identified a potential
roundabout. Centerville Road and Ash Street was identified as a problem. Discussion
regarding on and off ramps at the County Road J/35E interchange is in progress with
Ramsey County, Anoka County, Mn/DOT and local property owners.
An open house for Birch Street will take place this fall. The road was paved this year,
roundabouts are going to be developed, and some school entrances will be relocated.
A contract was awarded for water tower #3 and will be located near the fire station.
The City is still working on the well #7 project, which would be the restoration of the old
house. The test well tested well but at this point the City cannot get a new well due to the
White Bear Lake case. An update on the White Bear Lake case was discussed.
Saddle Club 4th Addition will connect Foxborough and Saddle Club.
Progress is being made on Lino Lakes Mini Storage.

TOPIC: I-35E Alternative Urban Areawide Review (AUAR) 5 year
update
BACKGROUND
Minnesota Law requires that development activities, including Commercial, Industrial and
Residential projects, that surpass certain size thresholds must complete an Environmental
Assessment Worksheet (EAW) or an Environmental Impact Statement (EIS). Another option is
the preparation of an Alternative Urban Areawide Review (AUAR) that allows for a review of
possible development scenarios rather than a specific project.
The City completed an AUAR for 4,660 acres along the I-35E Corridor Alternative Urban
Areawide Review (AUAR) in 2005. The AUAR serves as a substitute environmental review.
As long as a development project is consistent with the assumptions of the analyses in the
AUAR, no additional environmental review is required. In order to remain valid as a substitute
form of environmental review, the AUAR must be revised under certain criteria. One of the
criteria is the passing of five years. The AUAR was last updated in October of 2015. An update
of the plan is proposed for 2020.
The AUAR includes multiple development scenarios that are evaluated for possible impacts.
This evaluation, in turn, is used to create a mitigation plan to avoid any adverse impacts. This
provides a great deal of flexibility for review of future development patterns and projects.
The update will include revision of the development scenarios evaluated. Scenario 1 will be
eliminated (old Comprehensive Plan) and replaced by the update of the current comprehensive
plan. Scenario 2 (commercial/industrial focus) and 3 (residential focus) will be adjusted to
reflect actual conditions to date. The update will also allow for the City to accommodate any
considerations to further facilitate the Minnesota Technology Corridor along 35E.
The AUAR serves as both an important economic development tool as well as a comprehensive
framework for mitigating possible environmental impacts of development. The environmental
review process can add six to 12 months to the approval process for development projects. By
having the AUAR in place, projects typically requiring Environmental Review, can be expedited
by addressing the mitigation requirements established in the AUAR. A separate Environmental
Review is no longer necessary.

TOPIC: Otter Lake Road Extension
BACKGROUND
Otter Lake Road, north of Main Street, is planned to extend northerly and connect with
Elmcrest/241h Avenue along our shared border with the City of Hugo. The City's
Comprehensive Plan classifies the road as a future arterial roadway serving the east side of the
35E corridor. The initial phase of the project was completed concurrently with the McDonald's
project in 2013.
Since the proposed roadway will cross several properties it is necessary for the City to coordinate
the overall location and design. Additionally, alignment alternatives will have wetland impacts
that will need to be evaluated to determine a preferred route. The City did complete some initial
considerations in 2013 with phase one of the extension. However, it will be necessary to
evaluate additional options due to the anticipated impacts.
Staff is now working with WSB and Associates, City Engineer, to develop a preliminary
design/concept plan for the proposed extension. The process will include preparation of two
alignment alternatives to the north. A property owner meeting will be included in the design
process.
