HomeMy WebLinkAbout2019-107 Council ResolutionCITY OF LINO LAKES RESOLUTION NO. 19-107 RESOLUTION ACCEPTING BIDS, AWARDING A CONSTRUCTION CONTRACT, 2019 WATER TOWER NO. 3 PROJECT WHEREAS, pursuant to an advertisement for bids for the construction of the 2019 Water Tower No. 3 Project, bids were received, opened and tabulated according to law, and the following bids were received complying with the advertisement: CONTRACTOR BASE BID with ALT 1 Landmark Structures $4,067,000.00 McDermott $4,128,000.00 Phoenix Fabricators and Erectors $4,484,500.00 Caldwell Tanks, Inc. $4,634,000.00 WHEREAS, it appears that Landmark Structures is the lowest responsible bidder of the Base Bid and Alternate 1 with Substantial Completion of August 2, 2021; WHEREAS, the City Council finds that it would be in the best interests of the city to proceed with the construction oversight and administration, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes: 1. The Mayor and Clerk are hereby authorized and directed to enter into a contract with Landmark Structures in the name of the City of Lino Lakes for the construction of the 2019 Water Tower No. 3 Project according to the plans and specifications approved by the City Council and on file in the office of the City Clerk. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidder the Bid Bonds made with their bids, except that the deposits of the successful bidder and the next two lowest bidders shall be retained until a contract has been signed. 3. Awards the construction services contract with KLM Engineering and WSB and Associates in the amount of $270,887.00. Adopted by the Council of the City of Lino Lakes this 26th day of August, 2019. The construction of Water Tower No. 3 was recently bid on August 20, 2019. The tower will be a composite style elevated water tower with a storage capacity of 1.5 rnillion gallons (MG). The location for Water Tower No. 3 has been identified on City -owned property near Birch Street and Centerville Road. We will provide daily construction administration; construction observation of the water tower foundation, composite structure, and site work; construction surveying and staking; construction observation of the steel tank bowl by a specialized independent company (KLM); post construction services (warranty); material testing services; and construction observation and surveying services for the park site grading The construction final completion date is September 2, 2021, Our Work Plan consists of the following major tasks: 1. Water Tower Construction Services H. Water Tower Construction Observation by KLM m. Water Tower Post Construction Services (2-Year Warranty) W. Water Tower Material Testing Services V. Park Site Grading Construction Observation and Surveying 1. WATER TOWER CONSTRUCTION SERVICES I. Construction Administration We will serve as the City's professional representative at the project site and issue instructions to the Contractor on behalf of the City. Our proposal includes project management and contract administration throughout construction. The Project Manager will communicate directly with City Staffthroughout the duration of the project. We will provide the following construction administration tasks throughout the construction period: a) Prepare and distribute construction contracts and additional sets of drawings and specifications. Mr. Michael Grochala August 23, 2019 Page 2 b) Attend and conduct a pre -construction conference with the Contractor, City staff, and private utilities. c) Review and distribute all shop drawings submitted by the Contractor. d) Review and make recommendation for applications for payment submitted by the Contractor. e) Administer the contract and prepare modifications as necessary. f) Make visits to the site at intervals appropriate to the various stages of construction and determine if the work is proceeding in general accordance with the Contract Documents. g) Attend construction progress meetings and provide updates to the City. h) Communicate daily with the design team, the Resident Project Representative (RPR), and the City as necessary. i) Review material testing reports. j) Review operation and maintenance manuals. k) Prepare and distribute contractor punch lists. I) Maintain office files for shop drawings, correspondence, meeting reports, applications for payment, material testing reports, requests for information, field orders, change orders, etc. m) Prepare construction record drawings for underground utilities. 2. Construction Observation The RPR will serve the following roles for this project: a) Serve as the liaison with the Contractor superintendent. b) Determine if the work is proceeding in general accordance with the Contract Documents and A W WA D-100 standards. c) Assist in helping the Contractor understand the intent of the Contract Documents and communicate with the design team whenever necessary. d) Maintain job site files for shop drawings, correspondence, meeting reports, field orders, change orders, etc.. e) Review the Contractor's applications for payment with the Engineer. f) Schedule the survey crew based on the staking requests received by the Contractor's representative. 3. Construction Surveying and Staking We will provide construction surveying and staking for the following: construction limits, water tower structure, water lines, and any other stakes necessary to construct the project elements. H. WATER TOWER CONSTRUCTION OBSERVATION BY KLM KLM Engineering will provide construction observation of the welding and the coating systems for the upper steel tank bowl. KLM's proposal to provide these services is attached. Mr. Michael Grochala August 23, 2019 Page 3 III. WATER TOWER POST CONSTRUCTION SERVICES (2-YEAR WARRANTY) WSB and KLM Engineering will provide post construction services for the 2-year warranty. KLM Engineering will also provide a 2-year warranty inspection of the water tower (included in attached proposal). IV. WATER TOWER MATERIAL TESTING SERVICES WSB will provide material testing services for the soil compaction and concrete testing. A concrete composite water tower requires a significant amount of concrete testing for the multiple concrete pours that will be completed. V. PARK SITE GRADING CONSTRUCTION OBSERVATION WSB will also provide construction observation for the grading of the adjacent park site. This may require a second construction observer (separate from the water tower construction). V. SCHEDULE AND ESTIMATED FEES A. Project Schedule We have estimated the time for the project to begin immediately after City authorization. The proposed schedule includes the following milestone dates: Task Dates City Council Authorization to Proceed August 26, 2019 Begin Construction September 16, 2019 Substantial Completion (Water Tower in Service) August 2, 2021 Final Completion September 2, 2021 2-Year Warranty Inspection September 2021 B. Estimated Fees Compensation for tasks shall be on an hourly basis, based on the actual hours worked for personnel assigned to the project. We propose to perform these services for the following estimated fees. The proposed fees represent approximately 6.6 percent of the construction cost. Phase Estimated Fees I. Additional services requested by the City will be invoiced on the basis of actual hours spent at current billing rates plus the actual cost of reimbursable expenses. All services will be invoiced monthly. Our billing rates will be adjusted on an annual basis. A detailed list of project tasks is defined and shown on the attached task hour budget worksheet. Tasks not shown are considered outside of the scope of services. This letter represents our understanding of the Water Tower No. 3 Construction Project and the proposed scope of services. BACKGROUND On July 22, 2019 the City Council approved the plans and specifications and authorized the ad for bid for 2019 Water Tower No. 3 Project. Water Tower No. 3 is a 1.5 million gallons (MG) composite tower located off Birch Street and Centerville Road (City Property) site. The project also includes site grading for future park improvements. The bids included three alternates; Bid Alternate 1 for schedule and bid alternates 2 and 3 for thinner piling pipe for the tower foundation. The Tower is a performance based contract where the contractor's structural engineer completes the specified WEAP analysis for the structural piling to determine if thinner piling pipe can be used in lieu of the thicker base bid piling pipe. Bids were received for the above -referenced project on Tuesday, August 20, 2019. A total of four bids were received. The bids were checked for mathematical accuracy and tabulated. Bid Alternate 1 is recommended to extend the completion date at a reduced cost. Bid Alternates 2 and 3 for the thinner piling were not favorable numbers, and thus are not recommended for award. The base bid piling is thicker, heavy duty pipe for the foundation system for the water tower. Below is a table of bids received, which includes the Base Bid plus Bid Alternate 1 with a Substantial Completion date of August 2, 2021. KLM Engineering and WSB and Associates have submitted a proposal to complete the construction services for the 2019 Water Tower No. 3 Project in the amount of $270,887. The project would be funded through the City's trunk utility fund. The completion date for this project is August 2, 2021. RECOMMENDATION Staff recommends adoption of Resolution No. 19-107, Accepting the Base Bid and Alternate 1 and Awarding a Construction Contract in the amount of $4,067,000 to Landmark Structures, for the 2019 Water Tower No. 3 Project and Approving the construction services contract with KLM Engineering and WSB and Associates in the amount of $270,887.
