RESOLUTION NO. 19-115
LOCAL APPROVAL OF A LAWFUL GAMBLING
PREMISES PERMIT FOR FIESTA CANCUN RESTAURANT
WHEREAS, the Lino Lakes City Council has received a request from White Bear Lake Hockey
Association for a lawful gambling premise permit to conduct gambling (pull tabs, tip board,
paddlewheel) at Fiesta Cancun Restaurant located at 7090 21 st Avenue North.
WHEREAS, the Minnesota Gambling Control Board requires the City of Lino Lakes to submit
a resolution to the City Council approving the premises permit application; and
WHEREAS, the Public Safety Department has conducted a background investigation and found
no reason to deny; and
WHEREAS, the White Bear Lake Hockey Association is in compliance with Chapter 611 of the
Lino Lakes City Code relating to Lawful Gambling;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes
hereby approves the request of the White Bear Lake Hockey Association for a Premise Permit
for Charitable Gambling at Fiesta Cancun Restaurant located at 7090 21 st Avenue North.
Adopted by the Council of the City of Lino Lakes this 9th day of September, 2019.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Rafferty and was duly seconded by Council Member Stoesz and upon vote being
taken thereon, the following voted in favor thereof:

An application for a premises permit has been submitted from the White Bear Lake Hockey
Association by Christine Olson the Gambling Manager. The applicant requests permission for
White Bear Lake Hockey Association to conduct charitable gambling at the Fiesta Cancun
Restaurant located at 7090 21 st Avenue North.
BACKGROUND
The application is complete. The Lino Lakes Public Safety Department has conducted a
background investigation relative to this application and found no information on the applicant to
deny the application.
Minnesota Lawful Gambling law requires that the local unit of government approve applications
for a premise permit before they are submitted to the Gambling Control Board for final
consideration. Therefore, the City Council is being asked to consider approval of a resolution
approving the application submitted by the White Bear Lake Hockey Association.
RECOMMENDATION
Approve Resolution No. 19-115, approving a premise permit application from the White Bear
Lake Hockey Association to conduct charitable gambling at the Fiesta Cancun Restaurant
located at 7090 21st Avenue North.
