MS4 Update
Background
The Municipal Separate Storm Sewer System (MS4) general permit is mandated by
federal regulations under the Clean Water Act and administered byt the Minnesota
Pollution Control Agency. The permit allows for owners of storm sewer systems to
discharge stormwater into lakes, river and wetlands provided certain regulatory
requirements are met.
The City of Lino Lakes has been operating it’s system under a permit issued in 2006.
Reissuance of the permit was approved by the state in May of 2013 and went into effect
August 1, 2013. Under the permit requirements the City will be required to submit an
application for permit reauthorizationby December 29, 2013. The reauthorization will
also require the preparation of an updated Storm Water Pollution Prevention Program
(SWPPP).
The SWPPP is comprised of 6 components, referred to as Minimum Control Measures
(MCM’s) that provide for implementation of the permit requirements:
1.Public education and outreach, which includes teaching citizens about better
stormwater management
2.Public participation: Include citizens in solving stormwater pollution problems.
This includes a required public annual meeting and an annual report.
3.A plan to detect and eliminate illicit discharges to the stormwater system (like
chemical dumping and wastewater connections)
4.Construction-site runoff controls
5.Post-construction runoff controls
6.Pollution prevention and municipal “good housekeeping” measures, like covering
salt piles and street-sweeping.
Over the next 6 to 9 months staff will be working with WSB and Associates to draft the
new SWPPP. Jeff Peters (WSB) will be present at the work session to provide an
overview of the new permit requirements.

Review of Metro I-Net’s IT Services
Background
The City of Roseville (Metro I-Net) provides information technology services to 25
government agencies through a joint powers agreement, including Lino Lakes.
Roseville’s IT staff manages and maintains the network and computer systems for these
agencies, which include the following services:
User access to active directory services, including MS Exchange messaging
software;
Manage network communications infrastructure at city facilities;
Ongoing network maintenance, security, and upgrades;
Monitoring and evaluation of network infrastructure;
Desktop technical support for issues not resolvable in-house;
Hardware and software purchasing evaluation and testing;
Access to the Internet.
To realize efficiencies in network and domain management, the individual networks of
each agency have been consolidated into a single domain effectively creating a collective
network where all agencies share the total operation of the network.
From time to time, questions arise regarding the value the City is getting through the
shared services agreement with Roseville. Therefore, staff invited Terre Heiser,
Roseville’s IT Manager, to review the services Metro I-Net provides for Lino Lakes.
