61 Administrator Karlson explained that staff is recommending the second reading and passage of this
62 ordinance that establishes the City's code language as it relates to small wireless facilities. He
63 explained the amendments proposed since the council's first reading.

65 Council Member Stoesz said he welcomes this ordinance that paves the way for 5G in the City.

67 By unanimous consent, the council waived the full reading of Ordinance No. 01-19 as presented.

69 Council Member Manthey moved to approve the 2nd Reading and Adoption of Ordinance No. 01-19 as
70 presented. Council Member Stoesz seconded the motion. Motion carried: Yeas, 5; Nays none.

73 Maher seconded the motion. Motion carried on a voice vote.

75 B) Consider Appointment of Police Officer — Human Resources Manager Bartholomew
76 reviewed her written report recommending that the council appoint applicant Anissa Ng to fill a vacant
77 police officer position. Education and qualifications of the applicant were reviewed.
78 Council Member Rafferty received confirmation that this appointment brings the department to full
79 staffing.
80 Council Member Manthey moved to approve the appointment of AnissaNg as recommended.

92 6A) Consider Resolution No. 19458 Authorizing Submittal of the 2040 Comprehensive Plan
93 to the Metropolitan Council - Kendra Lindahl, Landform, reviewed a PowerPoint presentation that
94 included information on the following:
95 - Background (history of the Plan's development and review results);
96 - Edits to plan;
97 - Next steps (submission to Metropolitan Council followed by Council adoption and
98 compliance);
99 - Recommendation (to submit the Plan).
100 Mayor Reinert explained that the Plan is updated every ten years by the City and is used as a guide for
101 moving forward. This Plan represents over two years of work. The Council has made adjustments
102 so that the Plan better matches this City.

105 Member Stoesz seconded the motion. Motion carried on a voice vote.

107 613) Houle Estates Second Addition: i. Consider Resolution No. 19-152, Approving Final
108 Plat; ii. Consider Resolution No. 19453, Approving Development Agreement - City Planner
109 Larsen reviewed a PowerPoint presentation including information on the following:
110 - Final plat is requested for 30 acre parcel (map shown);
111 - History of the plat, moving forward to Outlot A (not planned for development);
112 - The final plat is consistent with preliminary plat;
113 - Accompanying documents have been prepared and are appropriate;
114 - Park dedication fee will be collected;
115 - Findings of fact were reviewed;
116 - Planning and Zoning Board has approved unanimously;
117 - Requested actions were reviewed.

126 Individual Assessments — City Engineer Hankee reviewed her written report outlining the addition
127 of one voluntary property assessment.

130 Member Stoesz seconded the motion. Motion carried on a voice vote.

132 6D) Consider Resolution No. 19455, Approving Final Payment for the 2018 Trunk
133 Watermain and Trail Improvement Project —City Engineer Hankee reviewed her written report
134 requesting final payment authorization for this project. She noted the total project cost in
135 relationship to the engineer's original estimate.

140 6E) Consider Resolution No. 19462, Accepting Anoka County Recycling Enhancement
141 Grants — Environmental Coordinator Asleson reviewed the resolution that authorizes staff to accept
142 grant funds from Anoka County that will support the City's recycling activities. The grants are
143 received on an annual basis. He noted the total of funds expected.
