Approved 49 ADMINISTRATION DEPARTMENT REPORT 50 3A) Consider Resolution No. 19-178, Approving the 2020 Labor Agreement with AFSCME, 51 Local No. 2454 —Human Resources Manager Bartholomew explained that staff is requesting 52 approval of the labor agreement. She reviewed the terms of the proposed agreement. 53 Council Member Manthey moved to approve Resolution No. 19-178 as presented. Council Member 54 Stoesz seconded the motion. Motion carried on a voice vote. 55 -3B)- Consider Resolution No. 19=179, Approvingthe 2020 Labor Agreement with LELS Local 56 No. 260— Human Resources Manager Bartholomew explained that staff is requesting approval of 57 the labor agreement. She reviewed the terms of the proposed agreement. 58 Council Member Maher moved to approve Resolution No. 19-179 as presented. Council Member 59 Manthey seconded the motion. Motion carried on a voice vote. 60 3C) Consider Resolution No. 19-180, Approving the 2020 Labor Agreement with I.U.O.E, 61 Local No. 49— Human Resources Manager Bartholomew explained that staff is requesting approval 62 of the labor agreement. She reviewed the terms of the proposed agreement. 63 Council Member Maher moved to approve Resolution No. 19-180 as presented. Council Member 64 Stoesz seconded the motion. Motion carried on a voice vote. 65 3D) Consider Resolution No. 19-177, Establishing the 2020 Compensation Plan for Non- 66 Union Employees —Human Resources Manager Bartholomew explained that there is a group of 67 City employees who are not represented by a union. The resolution proposes an updated 68 compensation plan for these employees based on wage increases granted by agreement to other 69 represented employees. 7o Council Member Stoesz asked if is normal to approve this compensation plan prior to having all 71 union settlements in place. Ms. Bartholomew explained that it's been done both ways —with all 72 contracts in place and prior to that. She noted that staff is comfortable that the remaining 73 contract(s) will not make this plan inappropriate. Mayor Reinert remarked that the City has a 74 practice of negotiating all labor contracts at once and treating everyone the same; for this year, there 75 is one group holding off but he feels they will see from these actions that everyone else has been 76 treated the same. i • •'• I 1 • • • • • • • " 79 PUBLIC SAFETY DEPARTMENT REPORT 2 COUNCIL MINUTES APPROVED 80 4A) Consider Sale of Fire Pagers —.Public Safety Director Swenson recalled that the department 81 has necessarily upgraded its pager system. Some of the old pagers were sold and this action 82 proposes sale of the remainder (eight). The cost is somewhat lower than the previous sales due to 83 the lack of chargers included. 84 Council Member Manthey moved to approve the sale of equipment as recommended. Council 85 Member Stoesz seconded the motion. Motion carried on a voice vote. 86 B) Consider Acceptance of Monetary Donation to Lino Lakes Public Safety Canine Unit, 87 Public Safety Director Swenson explained that an individual has sent a check for $250 to the City 88 asking that the funds be earmarked for the Canine Unit. Staff is amenable to that request and is 89 recommending approval. 90 Council Member Manthey offered thanks for the donation. The funds will be well used. 91 Council Member Maher moved to accept the donation as recommended. Council Member Manthey 92 seconded the motion. Motion carried on a voice vote. 93 PUBLIC SERVICES DEPARTMENT REPORT 94 There was no report from the Public Services Department. 95 96 COMMUNITY DEVELOPMENT DEPARTMENT REPORT 97 6A) Consider Second Reading of Ordinance No. 1149, Amending City Code Chapters 401 98 and 402 Related to Connection to Municipal Water and Sewer Systems and Private Wells — 99 City Engineer Hankee reviewed the written report. loo Mayor Reinert explained that a resident came to him wanting to replace his failed well, something 101 that was not allowed under the city code. Since changes can't be in place for just one resident, this 102 ordinance sets in place the changes across the board, including requirements for proceeding. l 03 Council Member Manthey moved to waive full reading of the Ordinance as presented. Council 104 Member Stoesz seconded the motion. Motion carried on a voice vote. 105 Council Member Manthey moved to approve the 2°d Reading and Adoption of Ordinance No. 19-156 106 as presented. Council Member Stoesz seconded the motion. Motion carried: Yeas, 5; Nays none. 107 6B) Consider Resolution No.19-181, Allowing Well Construction, 7109 Sunrise Drive, -City los Engineer Hankee explained that the resolution allows for construction of a well under conditions laid out 109 in the resoluton. Ms. Hankee reviewed those conditions. i 10 Council Member Stoesz asked if other residents could use this in the future, including signing up now and 111 not hooking up until a future date? Ms. Hankee said she believes so. 112 Council Member Stoesz moved to approve Resolution No. 19-181 as presented. Council Member 113 Maher seconded the motion. Motion carried on a voice vote. 114 6C) Consider Resolution 19483, Accepting Quotes, and Awarding a Construction Contract, ll s Irrigation Controller Upgrades Project —City Engineer Hankee explained that the contract provides for COUNCIL MINUTES :WW.I /DI 116 upgrade to a certain number of the City's irrigation systems to include irrigation controller systems. The 117 cost is partially covered by a grant. 118 Council Member Stoesz moved to postpone the matter for future discussion. Council Member Rafferty 119 seconded the motion.
