Establish Date fora Strategic Planning Meeting — City Administrator Karlson 16 noted that he provided some dates to the council. He's still waiting for feedback from 17 some council members. 18 19 Mayor Rafferty asked about the agenda for the planning meeting and how matters will be 20 approached. Mr. Karlson said staff is preparing items they'd like to see discussed and 21 council members should bring forward their ideas. The mayor will review the agenda 22 with Mr. Karlson when that is appropriate. 23 24 2. Review Regular Agenda — 25 26 The consent agenda was reviewed and there were no issues. 27 28 5A) Authorize Plans and Specifications for Well House No. 1- City Engineer 29 Hankee noted that back in March of 2019 the council looked at rehabilitation of Well No. 30 1. Bids for the work were received and were higher than expected and over budget. The 31 bids were rejected with the idea that the project would be reviewed and rebid in 2020. 32 Staff is recommending sticking with the original project scope and going out for bids 33 again. She noted the planned exterior. 34 35 Council Member Lyden asked how long this well would continue to perform if the City 36 did no improvements. Ms. Hankee said the well currently doesn't meet OSHA standards 37 for employees working there since the ventilation isn't adequate; it is a safety issue for 38 staff and a blight for the neighborhood. Council Member Lyden remarked that the cost 39 proposed for improvements is $625,000 and that is a surprisingly high number to him; 40 he'd like to understand more about that cost. Community Development Director 41 Grochala reviewed improvements planned, noting that with well houses, the mechanicals 42 and the structure needed is very expensive. Ms. Hankee explained in detail the items 43 included in the project. 44 1 CITY COUNCIL WORK SESSION APPROVED 45 Mayor Rafferty suggested that staff could provide a specific before and after review. Ms. 46 Hankee said she recommends proceeding with the plans and specifications and 47 considering the bid authorization at the next meeting. Council Member Lyden said he'd 48 appreciate the latitude to look at this more. 49 50 Mayor Rafferty noted that one bid was received last year and it was $622,000 and now 51 the estimated project is $625,000. Ms. Hankee clarified that the budget has been 52 increased according to the cost. 53 54 Community Development Director Grochala suggested there will be opportunity for the 55 council to review the matter at the February work session. 56 57 Council Member Stoesz asked about the possibility of adding lighting (LED) to all four 58 sides of the building. Ms. Hankee suggested that is a question for Mr. DeGardner. 59 There's also the possibility of neighborhood concern if lighting is added. Mayor Rafferty 60 suggested drop lights might solve the problem. 61 62 6A) Variance for Curb Cut/Driveway Width for 42 Robinson Drive —City Planner 63 Larsen noted that the driveway at this property was installed incorrectly (six inches too 64 wide). The Planning & Zoning Board did vote to support a variance. Ms. Larsen 65 explained that staff will be providing more education to contractors in the future in the 66 hope of avoiding similar situations. 67 68 Community Development Director Grochala added that staff anticipates that the process 69 of allowing one overall building permit for new construction may have to change. 70 71 613) lst Reading of Ordinance, Zoning Text Amendment to Allow for Small 72 Wireless Facilities - City Planner Larsen noted that the council has approved an 73 ordinance on this subject relating to infrastructure. This ordinance related to the zoning 74 element. 75 76 6C) 2020 Street Rehabilitation Program —City Engineer Hankee reviewed the 77 written staff report.
