15 L Schedule Date for Strategic Planning Meeting — The meeting was set for
16 March 19, 2020 at 5:30 p.m. in the Community Room.
17 Administrator Karlson also asked the council to arrive early on March 9th to have group
18 and individual official photos taken.
19 2. Review Regular Agenda —
20 Item SA, Contract with Northland Recreation, Inc. for Woods Edge Park
21 Playground Equipment — Public Services Director DeGardner reviewed his written
22 request to proceed with a contract to purchase the necessary equipment for this new park
23 facility. He noted that he is comfortable with the contractor as they have provided
24 services to the City in the past.
25 Council Member Lyden asked about how the playground will be surfaced and Mr.
26 DeGardner said it will be surfaced with engineered wood fiber and it will be ADA
27 accessible.
28 Council Member Lyden added that he'd find it advantageous to have a visual of what is
29 planned; he wants to see equipment that engages the children. He also asked if the
30 YMCA is partnering or planning to utilize this park and Mr. DeGardner said that the
31 YMCA has not decided to officially be a part of the park project but he expects there may
32 be some unofficial use. Council Member Lyden asked if there will be benches for
33 parents and how much sunshine the site will provide Mr. DeGardner said some trees are
34 being trimmed but the site will be quite shady; he will review the master plan at the
35 council meeting.
36 Council Member Stoesz asked if signage for this park will clearly indicate that this is a
37 Lino Lakes' park and not a YMCA park. Mr. DeGardner responded that he will make
38 that a consideration as signage is installed.

39 Item SB, Sprint Spectrum L.P. Lease Agreement — Public Services Director
4o DeGardner reviewed his written report requesting authorization to enter a lease agreement
41 for the second city tower. The City recently approved an identical agreement (except for
42 location) for the other water tower.

44 Council Member Ruhland asked why the work session is not held in the council
45 chambers. City Clerk Bartell noted that historically the council has chosen to hold its
46 work sessions in the less formal environment of the community room; all meetings are
47 recorded and so are accessible to interested parties.
48 Council Member Stoesz suggested a discussion about not televising the advisory board
49 meetings since there is a cost involved and perhaps a less formal atmosphere would be
50 good for their discussions. Council Member Lyden remarked that there is a real need to
51 stay transparent and connect with the public; he'd have to think further on such a change.
52 The meeting was adjourned at 6:28 p.m.
