CALL TO ORDER
The meeting was called to order by Chair Schueller at 8:04 p.m.
APPROVAL OF MINUTES
It was moved by Mr. Cravero to approve the minutes from November 14, 2019. The motion was
seconded by Mr.Wagner, passing unanimously.
DISCUSSION ITEMS
A. Centerville Road/CRJ/35E Interchange
Mr. Grochala, presented the staff report. The board discussed the benefits of improvement
to the interchange noting that the existing intersection at Centerville Road and County Road
J was severely conjected. Mr. Cravero expressed concern that improvement of the
Centerville/CRJ intersection could get delayed while seeking funding for interchange. Mr.
Grochala noted that Anoka County was pursuing intersection funding concurrently with the
interchange funding request.
The board unanimously to recommend support for the federal funding application.
B. Wetland Bank Credits
Mr. Grochala presented the staff report. He explained that with the recent sales of wetland
credits staff was searching for new banking opportunities. The board was supportive of the
banking program and continued search for new locations.

C. Updates
Mr. Grochala updated the board on the status of appoints, Lyngblomsten, Birch Street and
the 2040 Comprehensive Plan update.

EDAC MEETING DATE: May 7, 2020
TOPIC: COVID- 19 Business Impacts
BACKGROUND
The COVID – 19 pandemic has had tremendous impacts at a local, regional, and national level. Web
links are available on the City’s website to a host of state and federal agency assistance programs. Our
involvement with the Anoka County Regional Economic Development (ACRED) partnership has also
proven to be of great benefit. The ACRED website https://www.anokacountysuccess.org/covid-19-
anoka-county-business-resources/ is an excellent clearinghouse of information.
City staff has continued to try and provide updated information and resources to local business when
available. We are in the process of updating our contact list, but have approximately 140 businesses on
our email group. Temporary signs have been a hot topic for those businesses trying to advertise they are
still open. The City temporary suspended enforcement of the temp sign requirements soon after the
initial stay at home order. Anoka County also approved use of the County right-of-way for sign
placement.
City staff is looking for input from EDAC members of what they are hearing or experiencing from a
business standpoint. We would also like to get input from the board on a survey that Anoka County is
currently conducting. An informational letter and copy of the survey are attached for your review. The
board’s input will be used to complete the City’s response.

Participants Needed for COVID-19 Funds Allocation Survey
Anoka County is seeking area businesses, advocacy groups, nonprofit agencies, local units
of government and county residents to complete a short survey that will be used to determine how
more than $930,000 in COVID-19 prevention, response and recovery funds will be allocated.
The survey, which is available until May 15, has been developed to identify the highest
priority community needs related to COVID-19 and can be found at
anokacounty.us/covid19needssurvey. The results of this survey will be used along with federal
program guidelines to determine how the Community Development Block Grant funds will be
administered.
