HomeMy WebLinkAbout05-04-2020 Board of Appeal MinutesBOARD OF REVIEW MINUTES May 4, 2020 APPROVED 1 CITY OF LINO LAKES 2 MINUTES 3 BOARD OF APPEAL AND EQUALIZATION 4 5 DATE May 4, 2020 6 TIME STARTED 6:00 p.m. 7 TIME ENDED 6:20 p.m. 8 MEMBERS PRESENT Councilmember Ruhland, Lyden, Cavegn, Stoesz 9 and Mayor Rafferty 10 MEMBERS ABSENT :none 11 12 Staff members present: City Clerk Julie Bartell; Finance Director Sarah Cotton 13 14 Anoka County Assessor Staff present: Scott Schutz, Assessment Compliance Coordinator, Shawn 15 Halligan (Residential Appraiser) & John Leone (Commercial Appraiser). 16 17 City Board of Appeal members who had completed training for the meeting were Councilmembers Lyden and 18 Ruhland. 19 20 Mayor Rafferty called the meeting to order; all members were present. 21 22 The council had reviewed the official board report (on file) at a recent work session. 23 24 There were no property owners wishing to speak. 25 26 Anoka County Residential Appraiser Halligan addressed the board. He's had 37 calls this year, the 27 majority of which have been settled. For the calls that have come late in the process, he has told the 28 property owners that he would read the property into the record that they would retain the right to 29 come to the County Board of Appeal. Staff will work with them over the next few weeks to address 30 their concerns but they can go forward to that board if they choose. He noted that a list of property 31 owners was submitted to the City Clerk and they'd like those included in the record so as to retain 32 that right of future appeal. Mr. Halligan added that there were 410 sales in the City of which 216 33 were qualified and used for study. The market value of City properties is included in the board 34 report. There were just over 100 new homes constructed. 35 36 Anoka County Commercial Appraiser Leone said he has received two calls and those have been 37 addressed. There were only three sales (one commercial and two industrial) this year. He noted that 38 as usual twenty percent of the properties were reviewed. 39 40 Mayor Rafferty asked about outstanding concerns that the County has heard from property owners. 41 Mr. Halligan noted the number of owners with which he has reached resolution. There are about five 42 outstanding where they have not and the County will continue working with them. He noted that 43 taxation notices were delivered to the property owners later than usual. 44 1 BOARD OF REVIEW MINUTES May 4, 2020 APPROVED 45 Councilmember Ruhland asked what took so long to get county taxes confirmed this year. Mr. 46 Schutz noted that the County has a new system (not updated since 2006) and it took a bit to get the 47 bugs out. Councilmember Ruhland noted that he's heard some criticism of the website and he 48 wonders if the County is responding. County staff noted that the website is the crux of the upgrade 49 and they are still working at achieving the best product possible. Councilmember Ruhland confirmed 50 that the process for the County Board of Appeal is similar to the City. 51 52 Councilmember Lyden thanked county staff for their work and he hopes that they can reach resolution 53 with those property owners who have outstanding concerns. He also noted that he personally had 54 contacted the county assessor's office with a question on his property taxes and he was served well. 55 56 Mayor Rafferty noted that the website to view property taxes is different. He has noticed that 57 information is provided differently. Will there be updates to past records (sales, mortgages) as there 58 was in the past. County staff recommended that Mayor Rafferty contact Alex Guggenberger for 59 specific website questions. Mayor Rafferty explained that the councilmembers may occasionally 60 use the site to get background for property concerns that come up. 61 62 Councilmember Stoesz noted that county staff mentioned that there were 100 homes constructed in 63 the city in 2019 but he noticed a higher figure (165) in the report. Mr. Schutz explained that the 64 figure he gave (100) was just an estimate. 65 66 Mayor Rafferty asked if the new construction figure is established by permit being issued or 67 certificate of occupancy. Mr. Schutz explained that it would be closer to the permit or something like 68 the foundation being laid. 69 7o The properties listed on Exhibit A attached to these minutes were read into the record: 71 72 Motion by Cavegn to accept the referrals to the Anoka County Board of Equalization as indicated. 73 Council Member Ruhland seconded the motion.
