I. CALL TO ORDER AND ROLL CALL
Chair Schueller called the Economic Development Advisory Committee meeting to order
at 8:02 A.M. on May 7, 2020. 40
II. APPROVAL OF MINUTES
Mr. Kohler made a MOTION to approve the February 6, 2020 Meeting Minutes. Motion
was supported by Mr. Cravero, passing unanimously.
III. DISCUSSION ITEMS
A. COVID — 19 Business Impact Discussion
Mr. Grochala, Community Development Director, presented the staff report. The City
received a survey from Anoka County regarding where to direct federal resources made
available to Anoka County by the Community Development Block Grants. Mr. Grochala
asked the committee where the funds ought to be spent if funding is granted. Mr. Kohler
stated businesses, specifically, are in need of assistance.
Mr. Grochala asked the committee if they have heard how businesses are doing locally
during the COVID-19 crisis. Mr. Colgan explained that some businesses are doing well
during the crisis and some businesses are struggling. Mr. Johnson and Mr. Vojtech
concurred with Mr. Colgan's statement. Mr. Grochala asked the committee if there is
anything they believe the City should be doing to assist businesses during this time. Mr.
Colgan stated once retail opens, there should be a push for consumers to shop locally. Mr.
Vojtech asked if the City could advertise which businesses in Lino Lakes are open to the

public. Mr. Grochala said the City could send out an email to the businesses in Lino Lakes
asking if they are open to the public and/or offering services at this time. Upon receiving
this information, the City could then post that information on our City webpage. Ms.
Jeffrey -Schwartz commented that even if businesses are closed during this time, they may
have the ability to sell gift cards to promote their businesses and keep consumer spending
local. Mr. Vojtech stated that landlords are also struggling financially during this time.
Ms. Jeffrey -Schwartz commented that the real estate market may also be impacted by the
COVID-19 crisis.
B. Project Updates
Mr. Grochala updated the committee on the status of board reappointments, Lyngblomsten,
Birch Street, and the 2040 Comprehensive Plan update.
IV. ADJOURNMENT
Mr. Cravero made a MOTION to adjourn the meeting at 8:46 A.M. Motion was supported
by Mr. Kohler, passing unanimously.

A number of new commercial projects are going through the review process.
COVID -19 Update
Outdoor Dining for Bars and Restaurants. Governor Walz issued an executive order on May 20
allowing outdoor dining for bars and restaurants in a limited capacity. The City Council took
action on May 26 to allow some interim flexibility for our outdoor seating requirements.
Business mailing and information is attached.
Lyngblomsten
The City received final plan and final plat application for the first phase of the Lyngblomsten
Project. The Planning and Zoning Board will be reviewing the proposal on June 10. The project
will include the independent senior living and assisted living components along with the
townhome development. The skilled nursing facility and commercial development will be part
of future phases. The building elevations have changed due to programming and cost
considerations but continue to meet requirements and provide a strong architectural presence
along Hodgson Road.
Staff has also been working with the development team, Anoka and Ramsey Counties and the
City of Shoreview on proposed improvements to County Road J and Hodgson Road. The latest
concept would include turn lane improvements to both roadways.
Laborer's Training Facility Expansion.
The Laborer's Training Center, located on the City's east side off of Main Street is planning a
37,000 square foot addition. A public hearing is scheduled before the Planning and Zoning
Board on June 10. The LTC was originally constructed in 1993.

RE: Outdoor Seating for Restaurants and Bars
Business Owners:
As you are probably aware, Governor Walz provided guidance to begin allowing outdoor dining at
restaurants. The City is working swiftly to provide some ideas and guidance to help you through this
process. The City Council took action this past Tuesday to provide some flexibility and provide new
opportunities for businesses to open. While these are interim provisions, we are optimistic that they
will be helpful to local businesses. This is a learning process for all as we slowly build back up our
operations.
Businesses will be allowed to create outdoor patio spaces either on sidewalks and/or parking lot stalls.
Please note that the City is requesting that you submit a site plan that we can share with our team for
review purposes. We have found that good communication up front is a key to making this a smooth
process for you.
A couple of items to keep in mind:
First and foremost, restaurants must follow the guidance issued by Governor Walz. The Executive
Order includes the following:
• Have adopted and implemented a COVID-19 Preparedness Plan
• Ensure a minimum of 6 feet of distance between tables
• Limit on -premise capacity to no more than 50 persons
• Limit table service to 4 persons, or 6 if part of one family unit
• Require reservations in advance
• Require workers to wear masks and strongly encourage masks be worn by customers
• Establish regular disinfection routine and train workers
• Patios in parking stalls and sidewalks should have physical barriers to protect the safety of patrons
• If using parking stalls to create outdoor patio space, the following guidance must be followed
Patio must not take up ADA Accessible Parking Stalls
Patios must have clear exiting strategies
Areas serving alcohol must follow State Liquor License standards
If serving alcohol, the seating are must be contiguous to the building. Check with the Deputy City
Clerk to determine liquor license requirements. 651 982-2424.
Tents, and/or canopies will be permitted , as long as at least half of the sides are open or screened
and they meet State Fire Code requirements. Please note that State guidance regarding the
Executive Order may continue to change.
This guidance will be updated as we learn more about operations. As a reminder please submit an
application, with site plan, to the City Building Department at: Building@linolakes.us so we can quickly
check conformance with applicable laws and regulations. We are not looking for engineering quality site
plans. You may sketch ideas on existing aerial photos or building site plan. We are attempting to keep
this easy while capturing necessary information. Our goal is to be adaptable and streamline certain
approval steps. I could not craft this message to cover all aspects of this guidance without overwhelming
the system. Please be cognizant of our need to learn as well.

Application and Site Plan Submittal Requirements:
Applications and Complete Site Plans may be emailed to the Lino Lake Building Department at
buildingglinolakes.us or mailed to the Lino Lakes Building Department, 600 Town Center Parkway, Lino Lakes,
MN 55014
1. Site Plan. Please submit a site plan that includes the following information:
• Outdoor boundary of the seating area
• Table arrangement and number of seats
• Entrance/exit locations
• Type of containment structure or barriers that will enclose the service area
• Dimensions between tables and aisles
• Show accessible route from outdoor dining area to restrooms and parking facilities
• Location of refuse receptacles, and wait stations
2. Tent/Canopy. Please indicate if a tent or canopy will be used. At least half of the sides of tent must be open or
screened. Use of these items will require conformance with State Fire Code. Approval may be subject to
additional state guidance on outdoor seating.
3. If alcoholic beverages are served or consumed in the outdoor area, the proper license required by Chapter 700
of the City Code must be current. The site plan above may serve as your "Description of Premise" required by
Liquor License requirements.
4. The dining/seating area shall be surfaced with concrete, bituminous or decorative pavers or may consist of a
deck with wood or other flooring material that provides a clean, attractive, and functional surface.
5. The outdoor dining/seating area shall be at least partially segregated from through pedestrian and vehicle
circulation by means of temporary or permanent fencing, bollards, ropes, plantings, or other methods.
6. ADA accessible parking stalls shall not be used for seating area.
General Requirements
Storage of furniture shall not be permitted outdoors between November 1 and March 31. Outdoor furniture
that is immovable or permanently fixed or attached to the sidewalk shall not be subject to the storage
prohibition of this section. However, any immovable or permanently fixed or attached furniture must be
reviewed as part of the administrative permit application.
2. Refuse containers shall be provided for self-service outdoor dining/seating areas. Such containers shall be
placed in a manner which does not disrupt pedestrian circulation, and must be designed to prevent spillage and
blowing litter.
3. The outdoor area shall be kept clean and otherwise maintained in an orderly, sanitary, attractive condition.
4. Termination. The interim administrative permits issued under these provisions shall terminate when the public
emergency declared by the governor under Minn. Stat. Chapter 12 terminates, or the governor permits bars and
eateries to reopen for indoor service, whichever occurs first. If indoor service is limited to less than full
capacity, the establishment may request that it be allowed to continue, in whole or in part, the outdoor service
allowed.
