HomeMy WebLinkAbout04/29/2020 Environmental Board Minutes DRAFT MINUTES CITY OF LINO LAKES ENVIRONMENTAL BOARD MINUTES The Environmental Board meeting was held electronically on the Zoom platform as allowed by Minnesota Statue 13D.021. I. CALL TO ORDER AND ROLL CALL: Mr. Sullivan called the Lino Lakes Environmental Board meeting to order at 6:30 p.m. on April 29, 2020 II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Ms. Andrzejewski made a MOTION to approve the agenda as presented. Motion was seconded by Ms. Holmes. Motion carried 4 - 0 IV. APPROVAL OF MINUTES: February 26, 2020 Ms. Holmes made a MOTION to approve the February 26, 2020 Meeting Minutes. Motion was seconded by Ms. Andrzejewski. Motion carried 4 - 0. V. ACTION ITEMS – A. I-35E Alternative Urban Areawide Review (AUAR) 5 Year Update Mr. Grochala, Community Development Director, presented the AUAR report and Andi Moffat of WSB and Associates was available for comments The City of Lino Lakes adopted the I-35E Corridor AUAR in conformance with Minnesota Rules 4410 in 2005. The City has subsequently updated the AUAR every five years. The AUAR study area is approximately 4,500 acres and is located in the northeastern portion of the City. The original I-35E AUAR was a very comprehensive document covering the City’s 35E corridor from Birch Street to our northern city limits. The most significant developments over the past five years are the 372 acre Watermark residential development and the 402,000 square foot Distribution Alternatives fulfillment center on 21st Avenue. Each of these projects were subject to the mitigation requirements of the AUAR including but not limited to transportation and water management improvements. As long as a development project is consistent with the assumptions of the analyses in the AUAR, no additional environmental review is required. A key component of the AUAR is the mitigation plan that addresses cumulative impacts of development as the corridor develops. In order to remain valid, the AUAR must be revised under certain criteria. Development in the study area will require infrastructure improvements. The analysis for the storm water, water, wastewater, and traffic have been updated as part of this AUAR Update. So far the infrastructure improvements include 35E interchange, extending 21st Ave and 20th /73rd turn Board Comments Mr. Sullivan asked if there was any discussion of light pollution especially in the industrial area. Ms. Moffat stated in the state environmental review process guidance is provided but light pollution is not required in this type of study. Mr. Grochala mentioned that this has always been a high propriety issue. We do include down cast lighting in our development plans. Mr. Sullivan stated in the in the initial 2005 AUAR study it states that conservative testing methods were used. Why it is stated that conservative methods were used. Enivonmental Board Minutes April 29, 2020 Page 3 APPROVED MINUTES Ms. Moffat replied that in the area of wastewater section we will be using less because the actual data is calculated to more realistic predication instead of general guidance from Met Council. Mr. Flower mentioned that looking at this report in the air section there is some reference to vehicle emissions and mentions updated traffic study. Why isn’t stationary source and vehicle emissions stated as not applicable to an AUAR. Ms. Moffat replied that guidance from the state an AUAR cannot be use if you have heavy industrial use area. This is not heavy industrial so there were certain studies that were not needed to be done. The headings that are in this report come right from the form that the state provides to the city. Mr. Sullivan is impressed by the document and the 70% reduction is run off with the improvements in the area. Ms. Andrzejewski made a MOTION to recommend the approval of the 2020 AUAR update – Motion was seconded by Mr. Sullivan. Motion carried 4-0. This approved report will go before City Council and act on it and then submitted back to the agencies to let them know that it has been adopted. VII. DISCUSSION ITEMS A. Status of Annual Recycling Day Mr. Nelson announced that the Annual Recycling Day which was to be held on May 16, has been canceled. Hopefully in June, the monthly recycling day will begin again and maybe a Fall Annual recycling day will be held. It is still uncertained at this time. For appliances, All Disposal, of East Bethel will take your item and if you mentioned you are a Lino Lakes resident – he will honors the prices on city literature. B. Boulevard Tree Plans Mr. Nelson 80 trees have been planted and with 30 more to be planted. VIII. ADJOURNMENT Ms. Holmes made a MOTION to adjourn the meeting at 7:26 p.m. Ms. Andrzejewski seconded the motion. Motion carried 4 - 0. Respectfully submitted, Mary Fogarty
